In a continuing effort to strengthen preparedness and ensure a safe, secure and motivating learning environment, Esteban Madrona National High School conducted a School Safety and Security Simulation Exercise on August 14, 2026, at the schoolโs Senior High School Building.
The activity featured a controlled simulation of a stabbing incident, providing learners and school personnel with an opportunity to practice appropriate responses to a security-related emergency. The exercise was conducted in support of DepEd Order No. 006, s. 2026, or the Guidelines on Ensuring a Safe and Motivating Learning Environment (ESMLE).
Before the simulation, Administrative Officer II Arjay M. Relato provided an introduction to DepEd Order No. 006, s. 2026, highlighting the importance of creating a learning environment where learners and personnel are safe, protected, supported and prepared. His discussion emphasized that school safety is not limited to responding to emergencies but also involves prevention, preparedness, proper reporting, clear security procedures and shared responsibility among members of the school community.
The simulation was carried out in coordination with the Romblon Police Mobile Force Company (RPMFC) and the San Agustin Municipal Police Station, whose participation provided the school community with valuable guidance on appropriate coordination and response during security-related incidents.
A total of 117 participants took part in the exercise, composed of 79 selected Senior High School learners, 22 teaching personnel, 3 non-teaching personnel and 13 PNP personnel. Prior to the simulation, participants were oriented on the purpose and nature of the activity, safety reminders and the importance of remaining calm and following instructions from authorized personnel.
As the simulated incident unfolded, designated school personnel activated appropriate notification and response procedures. Learners and personnel practiced moving away from the potential danger area, avoiding unnecessary crowding, reporting the incident to designated authorities and following instructions designed to protect their safety.
The exercise also emphasized that during a security-related emergency, personal safety must come first. Participants were reminded that approaching or intervening in a dangerous situation without proper authority or training may increase the risk of harm. Instead, immediate reporting, maintaining a safe distance, clear communication and prompt coordination with appropriate responders were highlighted as essential actions.
The involvement of the PNP further strengthened the schoolโs existing partnership with law enforcement authorities. PLT Evelnie E. Ferrez, Platoon Leader of the 2nd Platoon, RPMFC, together with participating PNP personnel, provided guidance throughout the exercise and reinforced the importance of coordinated action between schools and law enforcement agencies.
Following the simulation, a post-activity debriefing was conducted to evaluate the effectiveness of the response procedures. Participants and facilitators discussed observations, good practices, challenges encountered and areas that require further improvement. The debriefing also served as an avenue for identifying measures that can strengthen EMNHSโs existing safety and security protocols.
The activity highlighted several important lessons, particularly the need for immediate reporting, clear communication, orderly movement, proper incident-area management and familiarity with designated safety responsibilities. It also underscored the value of conducting regular and age-appropriate preparedness activities without creating unnecessary fear or panic among learners.
Through the leadership of School Head Judith F. Fabellon, the coordination of DRRM Coordinator Lucky Prince M. Minas, and the support of the entire EMNHS community and its law enforcement partners, the simulation served as another step toward strengthening the schoolโs culture of preparedness.
More than a drill, the activity was a reminder that school safety is a shared responsibility. Through continuous training, coordination, evaluation and collaboration, EMNHS continues to work toward an environment where every learner and personnel member feels protected, prepared, and ready to respond appropriately when faced with an emergency.
Preparedness builds confidence. Coordination strengthens response. Together, EMNHS continues to make safety a priority.
