ALTERNATIVE WORK ARRANGEMENTS FOR GOVERNMENT OFFICES, ALTERNATIVE LEARNING MODES FOR SCHOOLS ON AUGUST 20

Pursuant to Memorandum Circular No. 131, government offices are directed to implement appropriate alternative work arrangements in the National Capital Region and the following provinces on August 20, 2026:

📍 National Capital Region (NCR)
📍 Abra
📍 Benguet
📍 Ilocos Norte
📍 Ilocos Sur
📍 La Union
📍 Pangasinan
📍 Bataan
📍 Bulacan
📍 Nueva Ecija
📍 Pampanga
📍 Tarlac
📍 Zambales
📍 Batangas
📍 Cavite
📍 Laguna
📍 Rizal
📍 Occidental Mindoro

Unless otherwise directed by their respective Local Chief Executives, alternative learning modes for classes and learning continuity measures at all levels in public and private schools shall be implemented in the aforementioned areas.

Agencies involved in the delivery of basic and health services, disaster preparedness and response, and other vital services shall continue their operations and render the necessary services.

Contract of Service (COS) and Job Order (JO) workers placed under alternative work arrangements shall be paid their corresponding wages or salaries, subject to applicable rules and regulations.

The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.

‎The money for the flood control projects is not meant to buy luxurious things. It is a barrier between life and death. The calamities that we are experiencing show that the damages are not just physical, but also emotional.
‎
‎Flood control ghost projects were a hot topic last year, and this problem has resurfaced because of the current situation it has put Filipinos in.
‎
‎August 11, 2025 — a full year after our President, Ferdinand Romualdez Marcos Jr., also known as PBBM or President Bongbong Marcos, promised to hold those included in the controversy of “flood control ghost projects” accountable, the question still remains: What happened to the promise?
‎
‎Based on our President’s presentation last year, 9,855 flood control projects from July 2022 to May 2025 were funded with ₱545.64 billion. Almost ₱100 billion was given to 15 top contractors, yet there have still been no improvements in our real issue: the flood control projects.
‎
‎On September 2, 2025, our Finance Secretary, Ralph Recto, confirmed that ₱42.3 billion to ₱118.5 billion is the economic loss caused by the ghost projects from 2023 to 2025. According to GMA News, this fund could have been used to create 95,000 to 266,000 jobs for our fellow Filipinos.

‎This is not just about the money. This is about the lives put at risk because of poor attention to our safety. People lost loved ones, homes, and livelihoods.
‎
‎Words are nothing without action. We call for action, not promises of change.
