Evolving environmental governance towards inclusive sustainable development

The UP Program for Environmental Governance (UPPEG) developed and implements a learning program for the continuing institutional strengthening and capacity building of the primary implementers and stakeholders in the management of environment and natural resources in the country. The focus of the learning program is on the managerial, leadership, and integrative skills necessary for the implementer to cope with the demands of the dynamic and complex nature of environmental governance. The learning program is comprised of the modules on: Environmental Governance and the Nature of Environmental Issues in the Philippines; Frameworks for Environmental Governance; Environmental Leadership and Principles of Conflict Management; Environmental Planning and Decision Support Systems; Managing Environmental Risks and Resiliency; and Human, Financial and Material Resources Management. The learning materials are being developed jointly by the UP and the DENR with the University taking the lead. Through the UPCIDS, the University has brought together experts and specialists on environmental governance from its constituent universities (i.e., UP Los Baños, UP Diliman, and UP Visayas) to help craft the UPPEG learning materials. The environment and natural resources officers of the DENR shall be the participants to the pilot run of the learning program. In the long term, other ENR stakeholders and managers such as local government officials/employees, private sector, and civil society organizations will likewise be targeted as participants to the program.
