The fifth and final day of the Administrative Adjudication Program of the Securities and Exchange Commission (SEC) marked the conclusion of a week-long series of discussions on administrative case handling and decision-making, held on February 6, 2026. Conducted in partnership with the UP Law Center – Training and Convention Division (UPLC–TCD), the final sessions focused on reviewing and refining draft decisions to ensure all issues were addressed and that conclusions were clearly supported by the evidence on record.

The discussions also covered civil procedure and appeals in administrative cases, including the applicable Rules of Court, standards of review, and common pitfalls that may lead to reversals. These conversations reinforced the importance of clarity, consistency, and sound legal reasoning in administrative adjudication.

We thank Atty. Marwil Llasos and Atty. Tanya Rosales for leading the final sessions. We also extend our appreciation to the SEC members who participated in the program and to the TCD team for their support in bringing this week-long training to a successful close.

Yesterday’s session marked the fourth day of the Securities and Exchange Commission’s (SEC) ongoing five-day Administrative Adjudication Program. Conducted in partnership with the University of the Philippines Law Center – Training and Convention Division (UPLC–TCD), the program focuses on strengthening the quality of written administrative decisions.

The sessions covered the essential components of a decision—including the presentation of facts, issues, findings, legal reasoning, and the dispositive portion—with an emphasis on legal sufficiency and internal consistency.

Discussions also addressed effective legal writing, highlighting clarity, precision, and the use of proper legal authority. Participants explored plain language and appropriate terminology while identifying common pitfalls such as ambiguity, repetition, and structural weaknesses.

We thank Atty. E. Leo Battad and Atty. Suzy Claire Selleza for their valuable contributions to the program.

Earlier today, Day 3 of the five-day Administrative Adjudication Program of the Securities and Exchange Commission (SEC) focused on the practical work involved in handling administrative cases. Conducted in partnership with the University of the Philippines Law Center – Training and Convention Division (UPLC–TCD).

The sessions discussed key aspects of fact-finding, including planning investigations, organizing evidence, and identifying disputed and undisputed facts, with emphasis on building a clear factual basis while observing due process. Discussions also covered legal research and analysis, particularly the application of laws, rules, and jurisprudence to case facts, interpretation of legal provisions, and development of sound legal reasoning to support administrative decisions.

Day 2 of the five-day Administrative Adjudication Program with the Securities and Exchange Commission (SEC) focused on how evidence is handled in administrative proceedings. The program is conducted in partnership with the UP Law Center – Training and Convention Division (UPLC–TCD).

The sessions covered the Rules on Evidence in Administrative Proceedings and practical techniques for evaluating evidence, with discussions centered on real issues that come up in administrative cases. Participants looked closely at how facts are established, how records are assessed, and how due process is observed in practice.

Thank you to Atty. Myra Jaud-Fetizanan for leading today’s sessions and sharing insights from her experience.

Yesterday’s session of our five-day program on Administrative Adjudication within the Securities and Exchange Commission (SEC) brought together meaningful discussions on the foundations of administrative justice. The program is conducted in partnership with the University of the Philippines Law Center – Training and Convention Division (UPLC–TCD).

Participants revisited the SEC’s quasi-judicial mandate and examined the nature of administrative adjudication, with a strong focus on the requirements of administrative due process. The sessions encouraged practical engagement with real issues in fact-finding, evidence appreciation, and legal reasoning—skills central to fair and effective decision-making.

Last November 17, the UP Law Complex, through the Training and Convention Division, welcomed the Grade 11 and 12 students from the UP Integrated School for an immersive educational tour of the UP College of Law and the UP Law Center. The students explored our facilities, learned about the work of the various units within the UP Law Complex, and engaged in a meaningful Q&A with Atty. Glenda T. Litong, Atty. Ma. Golda Gigi G. Miñoza, Atty. Gwynith Gayle M. Matubis, and Ms. Denisse Virtucio.
