Identify, initiate, and implement income-generating activities. At its 791st Meeting held on 21 January 1970, the Board of Regents approved the reorganization of the central administration of the University, the first of a series of reorganization proposals submitted by the President. This w
as pursuant to the authority given to him/her to by the BOR to “make a thorough study of the operations, organization, and structure of the University to enable him to determine the improvements that could be introduced” during the BOR’s 779th Meeting held on 31 January 1969. This reorganization effort officially formed the Office of the Vice President for Development and Public Affairs (OVPDPA). The OVPDPA was directly responsible for the planning and funding of development projects and expansion of the University and for promoting closer relations with the Government, the alumni, the foundations, the private sector, and the general public. On 23 March 1983, President Angara issued Executive Order No. 4 which implemented the previously BOR approved reorganization recommendations. The OVPDPA was restructured into two offices: the Office of the Vice President for Planning and Finance (OVPPF), and the Office Vice President for Public Affairs. OVPPF was directly responsible for the planning of, and generating of funds for development programs and projects of the University. At its 1071st Meeting held on 03 November 1993, the BOR approved the reorganization of the President’s Executive Staff, hence splitting the Office of the Vice President for Planning and Finance into two: the Office of the Vice President for Administration and Finance and the Office of the Vice President for Planning and Development (OVPPD). The OVPPD took charge of long-range planning for and generation of funds for development programs and projects of the University. At its 1134th meeting held on 26 August 1999, the Board of Regents approved the reorganization of the Office of the Vice President for Planning and Development and created the Office of the Vice President for Development (OVPD). OVPD’s mandate was likewise revised to reflect the following: (1) Develop and implement programs for expanding the financial endowment of the University through donations and grants; (2) Identify, initiate, and implement income-generating activities for the University; (3)Coordinate with autonomous universities in pursuit of opportunities for resource generation; and (4) Perform all other functions or projects as may be assigned by the President. At its 1252nd meeting held on 18 December 2009, the Board of Regents recalled the functions of the OVPD as approved in its 953rd meeting held on 29 July 1982. These functions include the following:
(1) Prepare and maintain a master plan for the development of the University System and its campuses;
(2) Advise, assist, and coordinate campus development planning efforts;
(3) Formulate and maintain design, construction, and maintenance standards for campus development, infrastructure, building, housing, open space, and other physical facilities;
(4) Develop policies for acquisition, use, and disposition of campus lands;
(5) Conduct planning inventories and studies to assess the physical, manpower, and financial resources available or required for implementing development plans and projects of the System;
(6) Formulate and maintain financial and fiscal policies, plans, and programs for generating funds for University programs and projects;
(7) Provide leadership and assist campuses in securing regular appropriations, endowments, grants, and other forms of income to support University programs;
(8) Formulate and maintain policies and regulations for business enterprises engaged in by the University and its units or permitted to operate in University premises; and
(9) Maintain a list of projects which are considered important but which have been hitherto unfunded, which shall be readily available for possible donors and other sources of funds.

𝑶𝑽𝑷𝑫 joins UP Open University (UPOU) in the National Earthquake Drill
Los Baños, Laguna (June 18, 2026) – The 𝑶𝒇𝒇𝒊𝒄𝒆 𝒐𝒇 𝒕𝒉𝒆 𝑽𝒊𝒄𝒆 𝑷𝒓𝒆𝒔𝒊𝒅𝒆𝒏𝒕 𝒇𝒐𝒓 𝑫𝒆𝒗𝒆𝒍𝒐𝒑𝒎𝒆𝒏𝒕 (𝑶𝑽𝑷𝑫) actively participated in the 2nd Quarter Nationwide Simultaneous Earthquake Drill (NSED), reaffirming its commitment to disaster preparedness and public safety.
The activity highlights the critical role of the OVPD in ensuring that campuses are fully equipped for disaster preparedness, rapid emergency response, and infrastructure resilience.
Moving forward, these simultaneous drill exercises serve as a crucial benchmark for evaluating emergency preparedness and enhancing long-term resilience across the campus.

The Office of the Vice President for Development (OVPD), in coordination with UP Cebu, convened a meeting to discuss the status of the University's infrastructure projects and development initiatives. The meeting provided updates on ongoing and proposed projects, reviewed implementation progress and timelines, and addressed key considerations in campus infrastructure planning and development.
During the meeting, Ms. Yvonne C. Gomos presented the UP Cebu Campus Redevelopment Plan, highlighting the University's vision and strategic direction for campus development. The discussion served as a platform for aligning priorities, identifying opportunities for collaboration, and strengthening coordination among concerned offices in support of UP Cebu's long-term development objectives.
As part of the UP Cebu Campus Infrastructure Projects, the Office of the Vice President for Development (OVPD) through the ODPI, PMO and FMP teams collaborated with the UP Cebu Office of the Vice Chancellor for Administration to conduct site visits of major infrastructure projects. The activity focused on assessing key facilities to support planning, rehabilitation, and future development initiatives across the campus. Through these inspections, the team gathered essential information on existing site conditions, helping identify priorities and opportunities for facility improvements that will contribute to the university’s long-term growth and sustainability.

Strengthening inter-office synergy, the Office of the Vice President for Development (OVPD) represented by the ODPI, PMO and FMP teams collaborated with the UP Cebu Office of the Vice Chancellor for Administration to conduct a site visit of key university properties. The visit prioritized an initial assessment of the Cebu Cultural Center to define requirements for its upcoming rehabilitation, ensuring the facility meets modern functional and safety standards. The itinerary also included a drive through Barangay Talisay for situational awareness, concluding with an evaluation of the UP Cebu SRP Campus to determine its current state and future development potential.

The momentum toward strengthening efficient and sustainable campus operations continues as Day 2 of the Facilities Management Training built on the learnings from the previous session on facilities management and condition assessment.
The second day featured the presentation of the Facilities Management Program (FMP) by AVP Mylene G. Cayetano, followed by discussions on Development Planning and Design Principles led by Dir. Richard Rinen and Huan Steven L. Sabrine of the Office of the Design and Planning Initiatives (ODPI). The day also marked the official GUSALI Kick-off led by Vincent P. Teodosio.

Participants gained essential knowledge and practical skills in Facility Management Principles and Assessments, supporting more efficient, strategic, and data-driven infrastructure planning across campuses.
The session strengthened the commitment toward smarter, more proactive management practices. This was highlighted by meaningful discussions, collaborative learning, and an engaging hands-on Condition Assessment Workshop featuring active participation from all attendees. 💚

Building the Future in UP Mindanao
The 𝑼𝑷 𝑶𝒇𝒇𝒊𝒄𝒆 𝒐𝒇 𝒕𝒉𝒆 𝑽𝒊𝒄𝒆 𝑷𝒓𝒆𝒔𝒊𝒅𝒆𝒏𝒕 𝒇𝒐𝒓 𝑫𝒆𝒗𝒆𝒍𝒐𝒑𝒎𝒆𝒏𝒕 (𝑶𝑽𝑷𝑫) recently conducted a series of strategic site assessments and consultative meetings at the University of the Philippines Mindanao (May 20–22, 2026) to drive modernization and sustainability across the university system.
Led by OVPD's Assistant Vice President Fernando Paras Jr., the collaborative discussions with UP Mindanao's Chancellor Lyre Murao, Vice Chancellor for Administration Leo Manuel Estaña, and technical representatives focused on evaluating development plans, strengthening local technical capabilities, and reviewing overarching infrastructure needs to support modernization. Renewable energy initiatives, such as retail aggregation, were shared by Prof. Rowaldo Del Mundo during the discussion.
By aligning regional assets with the UP System’s broader goals, the 𝑶𝑽𝑷𝑫 continues to lead the collaboration on establishing scalable blueprints for modern, climate-resilient campus ecosystems.

UP Visayas Drives Campus Modernization Through Infrastructure Upgrades and Localized Technical Training

The 𝑶𝒇𝒇𝒊𝒄𝒆 𝒐𝒇 𝒕𝒉𝒆 𝑽𝒊𝒄𝒆 𝑷𝒓𝒆𝒔𝒊𝒅𝒆𝒏𝒕 𝒇𝒐𝒓 𝑫𝒆𝒗𝒆𝒍𝒐𝒑𝒎𝒆𝒏𝒕 (𝑶𝑽𝑷𝑫), represented by Assistant Vice President Fernando Paras Jr., conducted a series of site visits and consultative meetings at the University of the Philippines Visayas Miagao and Iloilo City Campuses from May 13 to 16, 2026.
Collaborating closely with Chancellor Clement C. Camposano, VC for Administration Dr. Farisal U. Bagsit, and Acting VC for Planning and Development Dr. Reynold D. Tan, the team aimed to lay the groundwork for innovative, sustainable, and climate-resilient campus environments.
The primary objective was to evaluate the Constituent University's physical infrastructure and map out priority development projects.
Discussions also centered on integrating renewable energy systems to enhance grid reliability, minimize downtime, and build resilient future campus support services, as presented by Prof. Rowaldo Del Mundo, also from OVPD.
As part of this visit, the OVPD, thru Engr. Jan Marc T. Malenab, facilitated a targeted capacity-building session focused on localized energy use assessment and system design using open-source software.
The activities at UPV underscored the OVPD’s vital role in the UP System's transition to net-zero energy campuses. By prioritizing infrastructure modernization, renewable energy integration, and advanced local technical training, the OVPD is actively building a more resilient, future-ready academic environment across the constituent universities.
The SDG Rental Housing Project is envisioned to provide affordable and decent housing to qualified UP personnel with low salary grades and informal settler families (ISFs).
Driving this initiative forward is the partnership of the University and concerned government agencies, community and industry allies–each committed to delivering the project on time and to the highest standards.

Inputs on the intended beneficiaries, design of the housing units, and rental rates among others were received from the numerous consultations that have been conducted with the community associations, residents, academic, staff and COS personnel unions, students and stakeholders in the University since 2025.
The Board of Regents (BOR) approved the project on 30 September 2025 and its amendments to increase the number of housing units, including inputs from consultation, on 25 March 2026.
The public is advised to rely only on verified information released through official University channels. The University of the Philippines expresses its sincere appreciation for the public’s cooperation and understanding as it moves forward with this landmark housing initiative.

From April 19–24, 2026, the 𝑶𝒇𝒇𝒊𝒄𝒆 𝒐𝒇 𝒕𝒉𝒆 𝑽𝒊𝒄𝒆 𝑷𝒓𝒆𝒔𝒊𝒅𝒆𝒏𝒕 𝒇𝒐𝒓 𝑫𝒆𝒗𝒆𝒍𝒐𝒑𝒎𝒆𝒏𝒕 (𝑶𝑽𝑷𝑫) represented the University of the Philippines System at the 75th PSABE Annual National Convention (ANCON) in Koronadal City.
During a breakout session, 𝑫𝒓. 𝑭𝒆𝒓𝒏𝒂𝒏𝒅𝒐 𝑶. 𝑷𝒂𝒓𝒂𝒔 𝑱𝒓., Assistant Vice President for Renewable Energy, Development and Management for Southern Constituent Universities, discussed the "Impact of Farm Mechanization and Renewable Energy Technologies in Nation Building".
The 𝑶𝑽𝑷𝑫 highlighted the importance of renewable energy adoption, aligned with the Philippine Energy Plan, and shared the university’s technical expertise to support a more energy-secure and productive Philippine agriculture sector.
As an additional role during the PSABE ANCON, AVP Paras also served as one of the judges for the technical paper presentations on machinery, power, mechanization, and renewable energy.
