Mining Project sa Dupax del Norte, Nueva Vizcaya

Ang Dupax del Norte ay isang bayan sa lalawigan ng Nueva Vizcaya na kilala sa agrikultura, malinis na mga ilog, at masaganang likas na yaman. Gayunpaman, sa kasalukuyan, ang bayan ay nasa gitna ng kontrobersiya dahil sa isang mining exploration project na pinahintulutan ng pamahalaan. Ang proyektong ito ay nagdulot ng magkakaibang pananaw mula sa pamahalaan, mining company, at lokal na komunidad.

Noong Agosto 4, 2025, ang Department of Environment and Natural Resources (DENR) sa pamamagitan ng Mines and Geosciences Bureau (MGB) ay nagkaloob ng Exploration Permit sa Woggle Corporation, isang kompanyang may kaugnayan sa FCF Minerals Corporation. Ang permit ay sumasaklaw sa humigit-kumulang 3,102 ektarya ng lupain sa limang barangay ng Dupax del Norte, kabilang ang Bitnong, Inaban, Munguia, Parai, at Oyao. Layunin ng proyekto na tukuyin kung may sapat na reserba ng ginto at tanso na maaaring pagkunan sa hinaharap.

Ayon sa DENR, ang exploration stage ay hindi pa aktwal na pagmimina kundi pagsusuri pa lamang ng mineral deposits. Gayunpaman, para sa maraming residente, ang ganitong aktibidad ay nagdudulot na agad ng pangamba. Ipinahayag ng mga mamamayan ang kanilang takot sa posibleng polusyon sa tubig, pagguho ng lupa, at pagkawala ng kabuhayan, lalo na’t ang lugar ay pangunahing pinagkukunan ng irigasyon at sakahan. Batay sa mga ulat, malaking bahagi ng populasyon ng Dupax del Norte ay umaasa sa agrikultura bilang pangunahing kabuhayan.

Dahil dito, nagsagawa ang mga residente ng mga kilos-protesta at barricade upang pigilan ang pagpasok ng mga kagamitan at tauhan ng mining project. Ang sitwasyon ay humantong sa tensyon nang makialam ang mga awtoridad matapos maglabas ng Temporary Restraining Order (TRO) ang hukuman ng Nueva Vizcaya, na nag-aatas na alisin ang mga harang at payagan ang pagpapatuloy ng exploration activities. Ang hakbang na ito ay nagbunsod ng batikos mula sa ilang environmental at human rights groups na naniniwalang hindi sapat na narinig ang boses ng lokal na komunidad.

Samantala, iginiit ng mining company na ang proyekto ay legal at dumaan sa tamang proseso, kabilang ang pagkuha ng mga kinakailangang permit at pakikipag-ugnayan sa lokal na pamahalaan. Ayon sa kanila, ang proyekto ay maaaring magdala ng oportunidad sa trabaho at dagdag na kita para sa bayan kung ito ay umabot sa operasyon. Sa kabilang banda, patuloy namang nananawagan ang mga tumututol na pag-aralan muna ang pangmatagalang epekto ng pagmimina, lalo na sa kalikasan at kalusugan ng mamamayan.

Sa kasalukuyan, nananatiling mainit ang usapin ng mining project sa Dupax del Norte. Habang nagpapatuloy ang exploration activities, patuloy din ang panawagan para sa mas malinaw na impormasyon, mas malawak na konsultasyon, at masusing pagsusuri ng epekto nito sa komunidad. Ipinapakita ng isyung ito ang hamon ng pagbabalanse sa pagitan ng pag-unlad ng ekonomiya at pangangalaga sa kalikasan at karapatan ng mamamayan.

PHILIPPINE DEVELOPMENT PLAN

Ang Philippine Development Plan (PDP) ay nagsisilbing pangunahing gabay ng pamahalaan sa pagsasakatuparan ng pambansang kaunlaran. Layunin nitong itaas ang kalidad ng buhay ng bawat Pilipino sa pamamagitan ng pagpapalakas ng ekonomiya, paglikha ng mas maraming trabaho, at pagbibigay ng de-kalidad na edukasyon at serbisyong pangkalusugan. Sa pamamagitan ng malinaw na plano, natitiyak na ang mga proyekto at pondo ng gobyerno ay napupunta sa mga programang tunay na makatutulong sa mamamayan.

Binibigyang-diin din ng PDP ang kahalagahan ng maayos na imprastraktura, tulad ng mga kalsada, transportasyon, at internet, upang mapabilis ang pag-unlad ng mga komunidad. Kasama rin sa mga pangunahing pokus nito ang matibay na serbisyong panlipunan, kahandaan sa sakuna, at epektibong pagtugon sa pagbabago ng klima upang maprotektahan ang kapaligiran at masigurong ligtas ang bawat Pilipino.

Higit sa lahat, ang Philippine Development Plan ay naglalayong bumuo ng isang tapat at maayos na plano para sa mga susunod pang henerasyon na may iisang bisyon para sa bansa. Sa pagkakaisa ng lahat, posibleng magkaroon tayo ng mas maayos na kinabukasan.

Climate Change in the Philippines

A Growing Threat to Our Future

With every sudden downpour, every flood that rises even after a few minutes of rain, and every news report of another powerful typhoon approaching, one question echoes louder each day, how long can the Philippines endure the impacts of climate change? This is no longer a concern for the distant future — it is a reality the nation is already facing.

According to the National Mapping and Resource Information Authority (NAMRIA), the sea level around the Philippines is rising by approximately 8.4 mm per year, a rate higher than the global average. As a result, coastal flooding has become more frequent, storm surges pose greater risks, and several low-lying communities are slowly sinking. Farmers and fishermen also suffer greatly as unpredictable weather patterns threaten crops, fisheries, and livelihoods.

In the midst of these challenges, the importance of protecting the environment has never been clearer. Every tree planted, every piece of trash properly disposed of, and every community practicing environmental discipline contributes to slowing down the effects of climate change. Caring for the environment is not just about preserving nature — it is about safeguarding the lives of Filipinos, ensuring the stability of our communities, and securing a future that is not constantly threatened by disasters.

The data and daily realities send one urgent message, we must act now. Stronger policies, wider environmental education, and collective commitment are essential to protect the Philippines before the situation becomes irreversible.
