The National Convergence Initiative for Sustainable Rural Development (NCI-SRD) is the government's response to the fragmented delivery of rural development services. It is a strategy of joint planning, budgeting, implementation and monitoring, and evaluation of the DA-DAR-DENR-DILG programs, activities, and projects in the convergence areas within a watershed or major river basin through the ridge-to-reef approach.

Continuing the momentum, another development plan was formally launched on July 2, 2026; the Marilag Convergence Area Development Plan FY 2026-2030!

The Regional Convergence Initiative Technical Working Group (RCI TWG) CALABARZON and the Local Government Unit of Santa Maria, Laguna spearheaded the launching of the said CADP, which is focused on the development of sustainable agriculture and livelihood, infrastructure modernization, economic growth and agri-eco-tourism, and environmental protection and climate resilience.

A tour was also facilitated by the LGU to showcase the beauty and natural resources of the municipality to the stakeholders.

The CADP Launching was participated by the NCI-SRD National Technical Working Group, National Secretariat, RCI TWG CALABARZON, Provincial Convergence Initiative Technical Working Group (PCI-TWG) Laguna, Municipal Convergence Initiative Technical Working Group (MCI-TWG) Santa Maria, and various key agencies and stakeholders in Santa Maria, Laguna.

The NCI-SRD conducted the National Convergence Strategy for Sustainable Rural Development (NCS-SRD) Bill Advocacy: Luzon Cluster on August 26, 2026 in Laguna. The activity aimed to gather support on the passage of the bill this 20th Congress to institutionalize the convergence strategy for rural development.

Engr. Redelliza Gruezo, DA RFO CALABARZON Regional Executive Director and Chairperson of the Regional Convergence Initiative Technical Working Group (RCI TWG) CALABARZON welcomed the participants. She highlighted that this activity is about establishing a common understanding and a stronger collective support for the institutionalization of the convergence approach. RED Gruezo thanked the DA, DAR, DENR, DILG, and Local Government Units (LGU) and hoped that the activity will ultimately build a unified voice in support of the proposed NCS-SRD Bill.

In addition, Maria Ella Cecilia Obligado, DA RFO CALABARZON Regional Technical Director for Research and Regulations, and Focal Person of the RCI TWG CALABARZON presented an overview of the existing Convergence Area Development Plans (CADP) in CALABARZON namely the Tayak Adventure Nature and Wildlife (TANAW) de Rizal in Rizal, Laguna; Siniloan CADP in Siniloan, Laguna; Adyo CADP in Paete, Laguna; Marilag CADP in Santa Maria, Laguna; and the Mt. Kamhantik Archaeo-Ecological Tourism Site CADP in Mulanay, Quezon.

The Regional Convergence Initiative Technical Working Group (RCI TWG) CALABARZON and the Local Government Unit of Paete, Laguna spearheded the launching of the ADYO Convergence Area Development Plan (CADP) on June 30, 2026. The activity formally launched the implementation of the ADYO CADP from FY 2026 to FY 2030.

The five-year development plan is expected to address pressing issues in livelihood and tourism in the Municipality of Paete. The heart of the plan is mainly focused in the promotion of conservation and safeguarding of natural resources, while enhancing the agricultural productivity of local farmers and fisherfolk.

The CADP Launching was participated by the NCI-SRD National Technical Working Group, National Secretariat, RCI TWG CALABARZON, Provincial Convergence Initiative Technical Working Group (PCI-TWG) Laguna, Municipal Convergence Initiative Technical Working Group (MCI-TWG) Paete, and various key agencies and stakeholders in Paete.

The NCI-SRD conducted the DA-DAR-DENR-DILG Joint Administrative Order (JAO) No. 1 series of 2020 Stakeholder Consultation: Mindanao Cluster on August 12-14, 2026 in Davao City. The activity aimed to consult with the NCI-SRD stakeholders from the Mindanao Cluster by gathering feedback, concerns, and perspectives on the implementation of the DA-DAR-DENR-DILG NCI-SRD Joint Administrative Order (JAO) which covers the mechanism and operationalization of the NCI-SRD strategy.

Regional Technical Director Marie Ann Constantino of DA Davao delivered the opening remarks. She highlighted that the implementation of the Convergence Area Development Plan (CADP) needs our collective efforts, by combining the budgetary support and available resources of all the agencies concerned. Further. she described the NCI-SRD as an avenue for bridging projects to rural communities, and maximizing the use of resources of partner agencies.

Further, DA Regional Executive Director Macario Gonzaga, Chairperson of the Regional Convergence Initiative Technical Working Group (RCI TWG) Davao provided his message of support on the purpose of convergence. RED Gonzaga cited the Suawan-Kulafu Subwatershed Convergence Area of Davao wherein farm production and farmer income were boosted. He also directed the focus to the new Sumlog Watershed Convergence Area that connects Davao de Oro and Davao Oriental, noting that there are efforts in place to support the production of durian. Lastly, he emphasized the significance of the NCI-SRD for its continuous guidance and presence to complement budgets, talents, and programs.

Ms. Evelyn Basa, DA Supervising Agriculturist and member of the RCI TWG Davao, delivered the closing remarks. She thanked the participants for their inputs and insights. Despite the difference in mandates, it was emphasized that the agencies showed the vision of convergence among rural areas.
