WHEREAS, the University of the East Ramon Magsaysay Memorial Medical Center Inc. - College of Allied Health Professions Commission on Elections (UERMMMCI-CAHP COMELEC) is duly mandated to organize, supervise, and ensure the proper conduct of all student council elections in accordance with its Constitution and By-Laws, including regular and special elections.
WHEREAS, the Commission, through its Board and with the guidance from its faculty adviser, holds the authority to facilitate electoral proceedings, adjudicate disputes, and ensure compliance with established election rules and procedures;
WHEREAS, the special election previously called to fill the vacancies for Public Relations Officer and Batch 2028 Representative of the Student Council for Academic Year 2025โ2026 was declared a failure due to the absence of qualified applicants[1];
WHEREAS, pursuant to the Constitution and Bylaws of the Commission on Elections, an executive board election was mandated to resolve said vacancies[2];
WHEREAS, in the duly conducted executive board election, CLARK VINCENT A. ABNER was the only nominee for the position of Public Relations Officer, and is hereby declared elected to said office for Academic Year 2025โ2026.
NOW, THEREFORE, BE IT RESOLVED, that the UERMMMCIโCAHP Commission on Elections formally recognizes and proclaims CLARK VINCENT A. ABNER as the duly elected Public Relations Officer of the Student Council Executive Board for Academic Year 2025โ2026.

With the completion of vote counting and review, the final results of the Student Council Elections are now confirmed. All ballots have undergone proper canvassing and validation to ensure fairness, transparency, and accuracy.
The candidates who received the highest number of votes for their respective positions are recognized as the duly elected Student Council officers for the Academic Year 2026-2027.

WHEREAS, the Commission, through its Board and with the guidance from its faculty adviser, holds the authority to facilitate electoral proceedings, adjudicate disputes, and ensure compliance with established election rules and procedures.[1]
WHEREAS, vacancies among the UERMMMCI-CAHP SC executive positions have risen following the resignation of the former External Vice President for AY 2025-2026.[2]
WHEREAS, the Commission initiated the filing of candidacies for Special Elections from February 2, 2026 to February 10, 2026.
WHEREAS, upon the close of the filing period, the Commission has received insufficient number of applicants for the positions of Public Relations Officer, rendering the conduct of a legitimate special election impossible.
WHEREAS, the COMELEC Constitution and By-Laws provide that in cases where special elections fail due to the absence of qualified applicants, the Student Council Executive Board may formally request the Commission to facilitate an Executive Board Election to fill in the unresolved positions.[3]
NOW, THEREFORE, BE IT RESOLVED, that the UERMMMCIโCAHP COMELEC hereby declares the failure of special elections for the positions of Public Relations Officer for Academic Year 2025โ2026 due to insufficient number of applicants.;
RESOLVED FURTHER, that the Commission hereby recommends and authorizes the convening of Student Council Executive Board Elections, upon formal request by the Student Council Executive Board, strictly in accordance with the procedures and safeguards.[3]
RESOLVED FINALLY, that the Commission shall oversee and facilitate said Executive Board Elections to ensure transparency, legality, and compliance with all constitutional requirements, and shall thereafter issue the appropriate resolution recognizing and affirming the results thereof.[3]
