Since its inception on the 8th of December 1977, the Philippine Association of Landscape Architects (PALA) remains as the national organization representing the profession of Landscape Architecture in the country. A member association of the International Federation of Landscape Architects (IFLA), PALA is responsible for the advancement of the profession as an instrument of service in improving th

e quality of life within a better natural and built environment. PALA also assists in raising the standard of education through accreditation of Landscape Architecture Programs in Philippine colleges and universities. To be able to use the title “Landscape Architect” and practice Landscape Architecture in the Philippines, one must be licensed by the Professional Regulation Commission. The Board of Landscape Architecture conducts a thorough examination for licensure and handles professional discipline procedures.

With grateful hearts, the Philippine Association of Landscape Architects (PALA) remembers Sergio Peñasales, a distinguished member and one of the pioneers of Landscape Architecture in the Philippines.

As among the first batch of Filipino master’s degree holders in Landscape Architecture from the University of California, Serge helped pioneer the practice of Landscape Architecture in the Philippines in the early 1960s, alongside D.G. Perez, I.P. Santos, Jess Sison, Dr. Salvador Bautista, and Anselmo Alquinto. He was also instrumental in advancing and professionalizing the practice of Landscape Architecture in our country.

We honor his invaluable contributions to the profession and the lasting legacy he leaves to generations of landscape architects.

In remembrance of his life and legacy, we offer our prayers for his eternal peace with our Lord. May his memory continue to inspire us, and may his contributions live on through the profession he helped shape.

LaCISAP proudly participated in the ROOTWORK Pre-Workshop Site Visit and Case Study Validation in Naga City, in partnership with PALA and UAP.

The visit brought together professionals and local representatives for a meaningful exchange on the city’s landscape, communities, and opportunities for Nature-based Solutions.

We are grateful to be part of this collaborative initiative and to contribute to the conversations shaping more resilient, livable, and future-ready communities.

As part of the site visit, the team explored various sites across Naga City, providing opportunities to observe existing conditions, identify key challenges, and explore potential approaches for integrating Nature-based Solutions into the city’s landscape and communities.

Using Naga City as its case study, ROOTWORK brings together landscape architects, architects, environmental planners, civil engineers, allied professionals, local government representatives, and other participants interested in NbS to examine real urban and environmental challenges and explore how natural systems and green infrastructure can contribute to more livable, resilient, and sustainable communities.
Participants will work through site analysis, mapping exercises, interdisciplinary discussions, and collaborative planning to develop strategies and recommendations responsive to Naga City’s local conditions and opportunities.

The Philippine Association of Landscape Architects (PALA), led by National President Holtzjosip C. Abbu and represented by LAr. Vic L. Dul-oog, actively participated in the Orientation and Design Workshop for Beneficiary LGUs of the FY 2025 Local Government Support Fund – Green Green Green (LGSF-GGG) Program held on 16 July 2026 at the DHSUD Central Office.

As a key partner of the Department of Human Settlements and Urban Development – Environmental, Land Use, and Urban Planning and Development Bureau (DHSUD-ELUPDB), PALA shared its expertise on landscape architecture, sustainable public open space planning, and design principles to guide LGU beneficiaries in developing high-quality, inclusive, and climate-responsive green infrastructure projects. Through the leadership of National President Holtzjosip C. Abbu and the technical inputs of LAr. Vic L. Dul-loog, PALA reinforced the importance of integrating sound landscape planning into local development initiatives.

The workshop, organized by the DHSUD-ELUPDB Urban Development Division, provided participating LGUs with orientation on the program guidelines, project requirements, and design standards, while offering technical assistance to strengthen their proposed Green Green Green projects.

Implemented in partnership with the Department of Budget and Management (DBM) and the Metropolitan Manila Development Authority (MMDA), the Green Green Green Program continues to empower local government units in creating accessible, resilient, and people-centered public open spaces that contribute to more sustainable and livable communities.
