The Ateneo School of Government, through its research and public policy unit, the Ateneo Policy Center, in partnership with the UP Center for Integrative and Development Studies Strategic Studies Program and Miriam College (formerly Maryknoll), with support from Konrad-Adenauer-Stiftung Philippines, warmly invites scholars, researchers, and practitioners to submit papers for presentation at the 8th Katipunan Conference, which will be held in October 2026.

The Conference continues its tradition of bringing together expert and emerging scholars to engage in critical, evidence-based dialogue on strategic issues confronting the Philippines. With the theme โ€œPhilippine Strategic Outlook 2030: Policy, Power, and Partnerships at the Business-Government Nexus,โ€ the conference situates these discussions within evolving global security dynamics, particularly tensions in the Middle East and their broader geopolitical implications, including risks to global energy supply chains through chokepoints like the Strait of Hormuz, as well as shifting U.S. strategic priorities between the Middle East and the Asia-Pacific. This event provides a platform for the exchange of insights across sectors and generations. Topics will range from regional stability and political warfare to supply chains, digital threats, resource security, and publicโ€“private coordination in building resilience.

We welcome abstracts that examine these dynamics and their implications for national security and economic resilience. Abstract submissions are open until June 30, 2026.

"A professional, rules-based public sectorโ€”shielded from excessive politicizationโ€”is essential to ensuring that policies are not merely announced, but effectively implemented. Transparency, consistency, and responsiveness must become the norm, not the exception. Without these internal anchors, even the most well-articulated foreign policy positions will ring hollow in the eyes of the international community."

In her latest opinion column, Ateneo School of Government (ASOG) Dean Jennifer Oreta reflects on the Philippinesโ€™ unsuccessful bid for a seat on the United Nations Security Council and argues that international influence ultimately depends on credibility, institutional strength, and political stability at home.

When the Sin Tax Law (2012) and the TRAIN Law (2017) were passed, they set up yearly increases on to***co products, including ci**rs, ci******es, and traditional forms of to***co. When to***co excise taxes increase, so do the prices of to***co products, subsequently lowering to***co expenditure shares and consumption especially by lower-income households (Glova and Cunanan, 2026).
When revenues from these taxes are strategically funneled into expanding public health services, we see that to***co taxation, as a policy tool, serves a dual purpose:
