"Capacity Building for Effective Project Implementation and Workplace Excellence"

From July 21-22 2026, CHED-UniFAST MIMAROPA successfully conducted the UniFAST Mid-Year Assessment for 2026 alongside the Project Management Planning and Work Skills Enhancement Workshop in Subic. The activity brought together CHEDRO officials and UniFAST Regional Coordinators to assess accomplishments, strengthen collaboration, and enhance competencies essential for effective program implementation.

The workshop, led by Dr. Mark Anthony Latoja, provided participants with valuable insights into project management fundamentals, strategic planning, risk management, workplace productivity, effective communication, teamwork, and sound decision-making. Through engaging discussions, hands-on workshops, and collaborative planning sessions, participants developed practical action plans that will further improve the implementation, monitoring, and evaluation of CHED-UniFAST programs across the MIMAROPA Region.

The Mid-Year Assessment also served as an important venue to review the accomplishments of the first half of 2026, discuss priority initiatives for the succeeding months, orient personnel on the revised TES and TDP guidelines, and consolidate strategies to ensure the effective delivery of student financial assistance programs.

This successful activity reflects CHED-UniFAST MIMAROPA's continued commitment to fostering excellence, strengthening institutional capacity, and promoting a culture of collaboration, innovation, and quality public service for the benefit of every ka-MIMAtROPA students.

We extend our sincere appreciation to our resource speakers, facilitators, CHED MIMAROPA officials, UniFAST Regional Coordinators, and all participants for their active engagement and valuable contributions in making this activity meaningful and productive.

𝗝𝗢𝗜𝗡𝗧 𝗦𝗧𝗔𝗧𝗘𝗠𝗘𝗡𝗧 𝗢𝗙 𝗧𝗛𝗘 𝗗𝗘𝗣𝗔𝗥𝗧𝗠𝗘𝗡𝗧 𝗢𝗙 𝗘𝗗𝗨𝗖𝗔𝗧𝗜𝗢𝗡 𝗔𝗡𝗗 𝗧𝗛𝗘 𝗖𝗢𝗠𝗠𝗜𝗦𝗦𝗜𝗢𝗡 𝗢𝗡 𝗛𝗜𝗚𝗛𝗘𝗥 𝗘𝗗𝗨𝗖𝗔𝗧𝗜𝗢𝗡

The Department of Education (DepEd Philippines) and the Commission on Higher Education (CHED) categorically deny the false and misleading claims in a recent article alleging that CHED Chairperson Shirley C. Agrupis sought to replace Education Secretary Sonny Angara as Head of the Philippine delegation to the 14th ASEAN Education Ministers Meeting and Related Meetings in Singapore.

At no point did Chairperson Agrupis seek to lead the Philippine delegation or challenge Secretary Angara’s designation as Head of Delegation. Secretary Angara has always been the duly designated Head of Delegation, consistent with established ASEAN protocols.

DepEd formally invited Chairperson Agrupis to join the Philippine delegation to ensure that the country’s higher education priorities are fully represented in the regional discussions and aligned with the Philippines’ overall education agenda.

Her participation is particularly important in advancing the implementation of three major ASEAN higher education initiatives adopted during the CHED-hosted Ministers’ Roundtable in Manila on June 26, 2026: the ASEAN Ministerial Statement on Access to Quality Higher Education through Digital Transformation and Sustainability, the ASEAN Centre of Excellence for Teacher Education and Development, and the ASEAN GEMS Plus Project.

DepEd sought guidance from the Department of Foreign Affairs to ensure that appropriate diplomatic courtesies and protocol arrangements would be extended to Chairperson Agrupis as a Cabinet-level official. This had nothing to do with the leadership of the delegation.

Chairperson Agrupis’ participation is consistent with President Ferdinand R. Marcos Jr.’s directive to strengthen coordination among the country’s trifocalized education agencies. DepEd, CHED, and TESDA continue to work closely to align policies and programs and ensure a more seamless education system.

DepEd and CHED remain united in advancing the country’s education agenda and ensuring a strong, coherent, and productive Philippine participation in the ASEAN meetings.

We recognize that public officials must remain open to scrutiny, and we welcome constructive criticism grounded in facts. Honest criticism strengthens institutions and helps leaders improve. However, unsubstantiated accusations, speculations, and insinuations must never replace truth, fairness, evidence, and responsible public discourse.

We will not allow unfounded allegations to distract us from the work that must be done. Neither criticism nor recognition should dictate the course of public service. That course must always be guided by duty, conscience, and the welfare of the people.

Public service has never been about us. It has always been—and will always be—about the Filipino learner.

The Scholarship Program aims to raise the social equity of coconut farmers and alleviate poverty through the provision of quality education to coconut farmers and/or their dependents, empowering them to achieve their academic aspirations and contribute to the development of their communities.

With the conversion of Occidental Mindoro State College (OMSC) into a state university, all State Universities and Colleges (SUCs) in the MIMAROPA Region now proudly carry university status—a testament to years of dedication, perseverance, and commitment to academic excellence.

This achievement reflects the relentless efforts of our SUCs to strengthen instruction, research, extension, governance, infrastructure, and institutional quality in pursuit of the standards required for universityhood. Behind every milestone are years of hard work, strategic planning, and unwavering determination by university leaders, faculty, staff, students, alumni, local government partners, and stakeholders.

For CHED MIMAROPA, this moment is especially meaningful. We celebrate not only the success of our SUCs but also the shared journey we have taken together. Through policy guidance, technical assistance, quality assurance, capacity-building initiatives, monitoring, and continuous engagement, CHED MIMAROPA has proudly stood alongside our institutions as a partner, supporter, and enabler in their pursuit of growth and transformation. We have witnessed firsthand their determination to meet the rigorous standards of universityhood and their unwavering commitment to providing quality higher education to the people of MIMAROPA.
