𝐂𝐨𝐧𝐠𝐫𝐚𝐭𝐮𝐥𝐚𝐭𝐢𝐨𝐧𝐬 𝐭𝐨 𝐭𝐡𝐞 𝐏𝐨𝐥𝐢𝐜𝐲 𝐇𝐚𝐜𝐤𝐚𝐭𝐡𝐨𝐧 𝟐𝟎𝟐𝟓 𝐖𝐢𝐧𝐧𝐞𝐫𝐬!
The UP NCPAG congratulates the three (3) winners of the Policy Hackathon of ICARE 2025. First place went to Team Policy Hackerz (UP Diliman), second place to Team Vanguard (PUP Manila), and third place to Team NakakAllocables (De La Salle — College of Saint Benilde).
Team Policy Hackerz presented their pitch deck titled, "PRO-FIL: Public Review and Open-Contracting System for Infrastructure and Local Procurements." Team Vanguard developed a "National Contractor Risk Scoring System." And lastly, Team NakakAllocables's presentation focused on "The Paradox of NCR: High Fiscal Capacity, Sub-Optimal Utilization."
All 9 (nine) youth teams presented their pitch decks to a panel of judges in a closed-door venue on December 10. The top three (3) teams were announced on December 11 and were then asked to present their enhanced version of their pitch decks.
Again, the UP NCPAG, through the collaboration of CLCD and GRIT Labs, congratulates all the teams that participated in ICARE 2025.

Meet the youth participants of the Policy Hackathon at the Interdisciplinary Conference on Accountability, Reform, and Engagement (ICARE) 2025. All nine (9) youth teams with 3 to 5 members each, from different schools nationwide compete for meaningful use of data and data analytics tool to contribute to public discourse.
The ICARE 2025 of the UP NCPAG and GRIT Labs, together with the UP NCPAG - Center for Leadership, Citizenship and Democracy (UP NCPAG - CLCD), has opened the venue for youth participation towards accountability. The talents, skills, and expertise of the youth help shape a new way of understanding policy issues and solutions grounded in facts and developed through collaboration and innovation.
Three (3) winners will be announced at the end of the program.

The UP NCPAG - Center for Leadership, Citizenship and Democracy (UP NCPAG - CLCD) officially kicked off one of the ICARE 2025's parallel sessions: Policy Hackathon 2025, with the theme “Big Data, Bold Reforms: Transforming Big Data into Smart Policies for Better Governance.” The 3-day event is held from 9 December to 11 December 2025 at the QC MICE Center.
CLCD Director Rizalino Cruz welcomed all participating schools and emphasized the relevance of data and turning them into insightful, evidence-based policies that promote transparency, accountability, and integrity in public service. He also highlighted the role of the youth, whose talents, skills, and expertise help drive innovative solutions for better governance. Ms. Melanie Riva, Hackathon Coordinator, walked through the competition rules, followed by Mr. Francis Miguel Garcia of GRIT Labs who also shared the Data Access Protocols and key technical guidelines.
Exciting things ahead, and all the best to the youth!

The UP NCPAG - Center for Leadership, Citizenship and Democracy(UP NCPAG - CLCD) has explored partnership with the Department of Agriculture – National Meat Inspection Service (DA-NMIS) in conducting an impact assessment study of the Meat Establishment Improvement Program (MEIP). The MEIP is an ongoing initiative that focuses on the construction, rehabilitation, improvement, and upgrading of slaughterhouses to ensure a safe and high-quality meat supply across the country. An exploratory meeting was held on 24 November 2025 for this research engagement.
During the meeting, DA-NMIS team introduced the objectives of the research project, while CLCD shared insights into the plans for the project’s implementation.
In attendance were both the CLCD team with CLCD Director Dr. Rizalino Cruz, University Researcher Melissa Digo, and University Research Associates Lydia Angeles and Trisha Serrano, and the DA-NMIS with Dr Jonathan Sabiniano, Engr. Marivic Cruzada, Arch. Marianne Limbo, Ms. Kris Morada, and Mr. Randolph T. Bondo.

The UP NCPAG - Center for Leadership, Citizenship and Democracy(CLCD), headed by Dr. Rizalino Cruz , and the Philippine Energy Research and Policy Institute (PERPI), led by Ms. Geraldine Geronimo, Chief Administrative Officer, discussed plans for an upcoming training program for PERPI personnel. The institute invited Dr. Cruz and CLCD to train their technical and administrative staff in policy development and analysis. PERPI, an independent energy research institute, aims to enhance its personnel's capacity to conduct policy research and write policy briefs and memos that inform policymaking related to energy systems, technology, sustainability, regulations, and reforms.
The training program is scheduled for early next year. Ms. Aira Ivy Inguito (PERPI) and Ms. Nelin E. Dulpina (CLCD) also participated in the meeting.

The UP NCPAG LEAD4R Fellows joined the Management Association of the Philippines' (MAP) CEO Academy Training on Philippine Quality Awards (PQA) for HEI Presidents with industry and government leaders from October 27 to October 28, 2025 at the UP BGC.
The 2-day training event featured keynote addresses, plenary sessions, and IPOO workshops led by MAP Education Committee Chair and former DFA USec Federico Macaranas, and other distinguished leaders in the country. The training aimed to equip higher education and industry leaders with the PQA framework for performance excellence in promoting leadership development, AI-engaged and future-ready Filipinos, and stakeholder collaboration toward quality-based education reform.
UP NCPAG - Center for Leadership, Citizenship and Democracy Director Rizalino Cruz and University Researcher Melissa Digo served as facilitators, and, backed by their leadership, they engaged the LEAD4R Fellows in a collaborative discussion where ideas were brainstormed, perspectives were integrated, and workshop outputs were refined. IPOO was the framework used for the event's outputs which closely aligns with the UP NCPAG - FVR LEAD4R Fellowship Program. LEAD4R Fellow Arch. Ryan Cabañez acted as rapporteur for the group's presentation.
MAP and UP NCPAG forged a Memorandum of Agreement (MOA) in November 2023, which led to The UP NCPAG - FVR LEAD4R Fellowship Program implemented by the UP NCPAG - CLCD.
