Aquino in response to the growing need of the Department of Labor and Employment (DOLE) for more comprehensive and innovative research to back up its policy recommendations. Headed by an Executive Director and assisted by a Deputy Executive Director, ILS

has been instrumental in the promotion of labor market efficiency, industrial peace and social justice in the last 37 years.

Newly-appointed ILS Chief and Supervising Labor and Employment Officer formally take oath

QUEZON CITY โ€” Chief Labor and Employment Officer Bernard Paul M. Mangulabnan and Supervising Labor and Employment Officer Jan Danielle R. Bondad-Tambungui took their oath of office as newly-promoted officials before ILS Executive Director III Jeanette T. Damo and ILS personnel on September 2, 2026, at the ILS Conference Room, MegaOne Building, Santa Teresita, Quezon City.

Prior to his promotion, Bernard Paul M. Mangulabnan served as OIC Chief Labor and Employment Officer of the Employment Research Division. Since joining ILS in 2013, he has held various technical and leadership positions and has contributed to research on employment regulation, labor market development, foreign employment policies, and just transition initiatives.

For her part, Jan Danielle R. Bondad-Tambungui previously served as Senior Labor and Employment Officer of the Labor and Social Relations Research Division. Her research work has focused on labor standards compliance, labor-management relations, contracting and subcontracting, gender and development in labor organizations, workers' associations, and other emerging labor issues.

The Institute for Labor Studies (ILS) invites all qualified and eligible suppliers to submit quotations for the Procurement of Web Hosting Services.

This project involves the procurement of a twelve (12)-month web hosting service subscription for the official website of the Institute for Labor Studies (ILS). The service shall provide a secure, reliable, and uninterrupted hosting environment to support the continuous operation and accessibility of the ILS website and its associated online platforms. It aims to ensure the effective dissemination of information, knowledge products, and digital services to stakeholders and the general public.

Quoted prices shall be inclusive of Value-Added Tax (VAT) and all other applicable taxes and charges. Only bidders whose quotations comply with the required technical specifications and eligibility requirements shall be considered for evaluation.

Binigyang-diin ng ILS ang mga Pangunahing Inisyatiba sa Pananaliksik sa Pakikipag-ugnayan Ngayong Araw sa DOLE-NAGKAISA!

MAYNILA โ€“ Nakilahok si Executive Director Jeanette T. Damo ng Institute for Labor Studies (ILS) sa delegasyon ng Department of Labor and Employment (DOLE) nitong umaga, ika-20 ng Agosto, sa diyalogo kasama ang NAGKAISA! Labor Coalition, sa ilalim ng pamumuno ni Kalihim Francis N. Tolentino.

Nagsilbing lunsaran ang diyalogo upang maihain ng koalisyon ang pitong prayoridad na isyu nito sa Kagawaran at mapatibay ang ugnayan sa pagitan ng pamahalaan at ng mga stakeholder sa sektor ng paggawa. Sa naging talakayan ukol sa unemployment (kawalan ng trabaho) at underemployment (kakulangan sa trabaho), binigyang-diin ni Executive Director Damo ang mga kasalukuyang pagsisikap sa pananaliksik ng Institute upang tugunan ang mga hamong ito sa labor market.

Ibinahagi ni ED Damo na ang ILS ay inatasan kamakailan sa isang pagdinig sa badyet ng ILS na magsagawa ng pag-aaral ukol sa school-to-work transition. Binanggit din niya na ang mga natuklasan sa mga pag-aaral ng Institute ngayong 2026 ukol sa labor standards (mga pamantayan sa paggawa), labor relations (ugnayan sa paggawa), at kapakanan ng mga manggagawa, kasama ang nabanggit na pag-aaral, ay ihaharap sa DOLE Research Conference ngayong darating na Oktubre. Sa pamamagitan ng mga inisyatiba nito sa pananaliksik, patuloy na sinusuportahan ng ILS ang mga pagsisikap ng Kagawaran sa pagbuo ng mga patakaran at programang nakabatay sa ebidensya na nagtataguyod ng marangal na trabaho at nagpapabuti sa kapakanan ng mga manggagawang Pilipino.

ILS Highlights Key Research Initiatives During DOLE-NAGKAISA! Dialogue

MANILA โ€“ Institute for Labor Studies (ILS) Executive Director Jeanette T. Damo joined the Department of Labor and Employment (DOLE) delegation during the recent dialogue with the NAGKAISA! Labor Coalition, chaired by Secretary Francis Tolentino.

The dialogue served as a venue for the labor coalition to present its seven priority issues to the Department and strengthen engagement between government and labor stakeholders.
During the discussion on unemployment and underemployment, Executive Director Damo highlighted the Institute's ongoing research efforts addressing these labor market challenges. She shared that the ILS was recently directed during the budget hearing to conduct a study on school-to-work transition.

She also noted that the findings of the Institute's 2026 studies on labor standards, labor relations, and workers' welfare and the above mentioned study will be presented during the DOLE Research Conference this coming October.

Through its research initiatives, the ILS continues to support the Department's efforts in developing evidence-based policies and programs that promote decent work and improve the welfare of Filipino workers.
