Psychological tests should measure functioningโnot familiarity.
Psychological assessment carries a public responsibility. Its value depends not only on the tools used but also on the integrity of the conditions under which information is gathered, interpreted, and used.
When test materials, answer strategies, โreviewers,โ or coaching tips are shared, the issue goes beyond simple preparation. These practices can affect the meaning of test scores and weaken the fairness, validity, and credibility of assessment results.
Pre-exposure, coaching, and repeated exposure may lead scores to reflect familiarity, rehearsed responding, or practice effectsโnot only the personโs actual psychological functioning.
This is why test security is not gatekeeping. It is part of an ethical and responsible psychological assessment. We can help people understand the purpose of assessment, but we should not teach them how to outsmart it.
The Assessment Psychology Divisionโs Ethical Advisory on Protecting the Integrity of Neuropsychological Test Screening and Assessment Materials firmly underscores that responsible psychological assessment must be guided by professional ethics, test security, and the standards set by RA 10029 and psychological practice in the Philippines.
We encourage practitioners, educators, and institutions to read, reflect on, and share this advisory as part of our shared responsibility to protect the integrity of psychological assessment.

Expert item review is a valuable part of instrument development, particularly in examining face validity and content validity. It helps determine whether items are clear, relevant, representative, and aligned with the intended construct. However, validation should not end with a simple Retain, Remove, Revise checklist.
The concept of construct validity, formally developed by Cronbach and Meehl in the mid-1950s, was built on the premise that psychological constructs cannot be validated through item review alone. In psychological assessment, validity refers to the degree to which evidence and theory support the intended interpretation and use of test scores for a specific purpose, population, and context.
A sound validation process draws from multiple sources of evidence, including test content, response processes, internal structure, relationships with other variables, and the consequences of test use. Ultimately, the goal is not only to refine individual items, but to build a coherent validity argument that supports the meaningful and appropriate use of test scores. This is especially critical when instruments are used for high-stakes decisions, where weak validity evidence is not just a psychometric concern, but an ethical one.
