Philippine Collegian Ang Philippine Collegian ang opisyal na pahayagan ng mga mag-aaral ng Unibersidad ng Pilipinas Diliman. Each generation names its own foes.

The Philippine Collegian is the official student publication of the University of the Philippines Diliman. It is more commonly known to UP students as Kulê (pronounced coo-leh). Though the Philippine Collegian retains the singular distinction of being the most illustrious campus paper in the country, there is no single Collegian. A rummage through the archives, through pages crumbling with age, re

veals an impermanence of its character. There are indeed as many versions of the Collegian as there are batches of writers and students, and passing crises peculiar to different times. The process of writing, subversive as it is, fords the inter-generational divide. Such exercise puts one upon inquiry, the starting point of advocacy. When one writes, one requires breathing space: the right to dissect any topic under the sun and in the domain of heaven, and the right not to be interfered with in so doing. The practice of interrogating accepted modes of thinking and overturning paradigms breeds criticism of the powers that be. In the Collegian's storied past, this criticism, coming at times when to be informed was an offense, was not always welcome. There were issues which came out with white spaces where editorials should have been. Homobono Adaza, then editor in chief (EIC), was removed from office for writing an editorial against the UP Administration. During the Martial Law years, staffers were threatened that they would not graduate if they persisted in attacking the government. The bright lives of some of its editors: Abraham Sarmiento Jr., Antonio Tagamolila, and Enrique Voltaire Garcia III, among a host of others, were snuffed out. The history of the Collegian is likewise replete with struggles against those who desired to shackle the freedom of writers: the fight against vague provisions on the selection of judges for the editorial exam; the battle to abolish the position of a faculty adviser who had to sign every page proof of the paper; and the endeavor to take care of its own coffers without the Administration holding its finances hostage. Since the birth of Collegian in 1922, generations of writers have dipped their pens into the inkwell of society racked with vicissitudes. The Collegian was a party in their efforts to resolve the varied inequities of the times with articles that seared, and commentaries that burned. It is imperative that we turn the page to remind us of the efforts of those who came before us. JUST IN: A Quezon City Regional Trial Court issued Friday an arrest warrant against Vice President Sara Duterte over three counts of grave threats.

The Department of Justice filed the case in August for Duterte's statement in a press conference in November 2024 that she hired a hitman to assassinate President Ferdinand Marcos Jr, First Lady Liza Araneta Marcos and former House Speaker Rep. Martin Romualdez.

Sa pamamagitan ng pagtasa sa konsepto ng “American Dream,” mga danas ng nakatatandang kababaihan, at mga aral na dala ng pagkakamali, pinatutunayan ng pelikula na sa kabila ng samot-saring pagkabigo, may panibagong umpisa pa ring naghihintay kapag hawak mo ang pag-asa.

The memorandum comes in light of the anticipated continued heavy rainfall due to the Southwest Monsoon and decreased air quality levels due to severe forest fires in Indonesia.

NEWS UPDATE: Court documents reveal that the r**e case against a former College of Arts and Letters representative to the University Student Council was dismissed due to insufficient evidence on May 26.

Jobert Pillas, a Malikhaing Pagsulat student who served on the USC until his suspension and eventual expulsion in March, was detained for almost four months until the Quezon City Regional Trial Court granted the defense side’s request to dismiss the single r**e charge, per a copy of the court resolution given by Pillas and independently verified by the Collegian.

Pillas’s public defender argued that the prosecution had “failed to establish with sufficient evidence the guilt of the accused with moral certainty,” as the case saw the complainant go under cross-examination.

That testimony, however, was redacted in the copy of the resolution sent by Pillas.

He has been free since June, the former CAL representative told representatives from UP Diliman publications in a clarificatory meeting facilitated by Jay-ar Igno, coordinator of the Office of Student Projects and Activities, in August. Percival Cortez of the Diliman Legal Office was also present.

Inside the university, meanwhile, Pillas has no pending disciplinary cases with the Office of Anti-Sexual Harassment. However, a copy of this clearance provided to the Collegian by Pillas notes that it does not cover any potential cases at the college level that are yet to be reported to the university office.

ICMYI: Naglunsad ang Third World Studies Center ng pampublikong porum na pinamagatang “The Ideological Parasite in Diliman: The Marcos Dictatorship’s Philippine Center for Advanced Studies,” sa Pilar Herrera Hall, Miyerkoles.

Ibinahagi ni Patricio Abinales, dating TWSC research associate at professor emeritus ng Department ng Asian Studies sa University of Hawaii Manoa, kung paano nabuo ang Philippine Center for Advanced Studies noong rehimeng Marcos. Tinalakay kung paano ito nagsilbing sentro ng mga teknokrata sa ilalim ng rehimen, at kung paano nakontrol ng administrasyon ang midya, sining, at tuluyang nabago ang balangkas ng kurikulum ng pamantasan.

“Scholars and intellectuals and academics and artists should never lose their capacity for reflexivity, that is self-criticism, or self-observation and self-critique so that you’re not tempted to close your mouth or your eyes or your brain and later believe that only if you were given enough political power, you can change society in the way you want to do it,” ani Randy David, professor emeritus ng Department of Sociology at dating direktor ng TWSC.

Idiniin ni Abinales ang kahalagahan ng paghimok sa mga estudyante sa pag-aaral ng lipunan sa pagpapagalanap ng mga ideolohiyang tutunggali sa nakasanayan sa loob ng unibersidad.

“Liberal education included the right to question everything—you can run government, you can become top corporate executives, but on the other hand you’re taught to criticize government … it’s this push and pull that’s the essence of UP,” ani Abinales.

LOOK: Advocates gathered in front of the Department of Justice, Thursday, in Manila to denounce the Correctional Institution for Women over the disappearance of P7 million from the trust fund meant to support Persons Deprived of Liberty.

‎The fund, managed by prison authorities from the Bureau of Corrections, were discovered to be missing last July 30 after it was reported that only P6 million remained from the approximately P13 million reportedly held in the trust fund.

‎These missing money deposited by PDLs and their families were meant to sustain the women in correctional facilities to fund basic needs like food and medication, which are being sold inside at unreasonable prices.

‎"Yung tindahan sa loob, we think it's part of the whole cashless system na limited yung pinapayagan ... pinapapasok na cash sa loob because gusto nila doon bilhin sa loob ang mga basic needs ng PDL. At sa loob, doble-doble at sobra-sobra ang patong sa mga tindahan," said Karapatan Secretary-General Cristina Palabay in an interview.

The protest in Manila coincides with a mobilization held by advocates inside the CIW in Mandaluyong.

ICYMI: After being moved due to suspensions, the UP College of Fine Arts Student Council concluded its freshman welcoming event titled "FAmayanan FAir," Tuesday, September 1.

The fair spanned three days and included events such as an artists' talk featuring photographer Raffy Lerma and visual artist Archie Oclos at the UP Arts and Design West Hall.

Lerma and Oclos, both alumni of the college, imparted experiences during their time as undergraduates and student journalists, and how it influenced their journey as current cultural workers, whose practices narrate injustices and expose untold stories during former President Rodrigo Duterte's drug war.

Discussions about the role of artists in societal issues and personal anecdotes were shared throughout the talk, highlighting how artists are never detached from the community they find themselves in, and that resistance can be shown through the things they capture and create.

SINAGBAYAN also performed to further amplify the calls against fascist attacks towards activists and artists, including Alyssa Alano, RJ Ledesma, and the rest of the Toboso 19.

Most of Lerma's and Oclos' work are currently in display at the "DEKADA ng Sama-Samang Pag-Alala" exhibit, which explores narratives surrounding the Duterte regime's extrajudicial victims.

Sa kabila ng tuloy-tuloy na mga alerto ng NDRRMC, hindi alintana ang baha sa pangangailangang kumita ng mga manggagawa araw-araw, dahil isa lamang ito sa maraming hamong kailangan nilang ahunan upang makaraos. Walang ibang mapagpipilian kundi pumasok nang pisikal ang mga nasa sektor ng trade at service dahil sa ganitong paraan lamang mailalaan ang kanilang lakas-paggawa.

Mayroon mang karapatan ang mga manggagawang tumanggi sa trabahong may nagbabadyang panganib nang walang karampatang parusa, hindi sila lubusang napoprotektahan nito sapagkat nananatiling umiiral ang “no work, no pay” na polisiya.

Hindi maikukubli sa ngalan ng katatagan ng manggagawang Pilipino ang hirap na kailangan nilang indahin. Nararapat lamang na panagutin ang pamahalaan at mga negosyo sa pagtitiyak ng mga batayang karapatan sa ligtas na paggawa, nakabubuhay na sahod, at proteksyon sa panahon ng kalamidad.

TINGNAN: Patuloy ang laban para sa hustisya sa TRANSCRIPT: Naming Transfemicide, Writing Justice Into Policy—programang inilunsad ng Society of Trans Women of the Philippines kasama ang UP Department of Women and Development Studies, UP Center for Women’s and Gender Studies, at International Trans Fund, sa Bulwagang Tandang Sora, College of Social Work and Community Development, Martes.

Layon ng programang pangalanan ang transfemicide bilang isyu ng dahas at diskriminasyon. Ani STRAP, banta sa pamumuhay ng mga trans woman, trans feminine, at iba pang gender diverse na mga indibidwal ang interseksyon ng iba-ibang porma ng marhinalisasyon.

Inilunsad sa pagtitipon ang Transfemicide in the Philippines: A Preliminary Academic, Media, and Policy Reference bilang isang dokumentong mapaghahalawan ng kaalaman at datos. Layon nitong tugunan ang transfemicide gamit ang mga adbokasiya ng legal na reporma, dokumentasyon at pananaliksik, proteksyong pangkomunidad, at suporta sa mga biktima.

Nagmula ang pag-aaral sa Project Kierra, isang nasyonal na inisyatiba ng STRAP. Primarya nitong panawagan ang agarang legal na aksyon at pagkilala mula sa mga midya, imbestigatibo, at gobyernong institusyon sa harap ng mga kasalukuyang pagkukulang sa polisiya at batas—lalo na sa isyu ng deadnaming at misgendering sa mga dokumento at estadistika.

107 na ang naitalang kaso ng pagpatay sa mga transpinay sa Pilipinas mula taong 2009 hanggang 2025, pinakamataas na bilang sa mga bansang ASEAN, ayon sa inisyatibang Trans Monitoring Project ng Trans Europe and Central Asia.

Tampok din sa programa ang mga panel discussion kasama ang mga sektor ng komunidad, lipunang sibil, gobyerno, at iba pang-institusyon upang masuri ang mga pagkukulang, rekomendasyon, at mga aksyong kailangang isagawa upang labanan ang transfemicide.

“Transfemicide [should] not remain merely a word used by us activists and people in this room,” ani Vashti Ortego, Executive Director of STRAP, sa kaniyang paunang salita. “We will continue to push that it would enter the vocabulary of our institutions [and] our legislatures to understand that transfemicide [should make us] revisit laws on violence against women.”
