As the people celebrated the declaration of Davao City Mayor, Rodrigo Duterte to the presidential bid , the competition and the game of politics also begin with numbers of players. When ‘Digong’ declares his presidential bid on November 21, I personally , was happy for the result for I am a fan of what he is promoting- a system of “Federalism”. Days of waiting, finally people can no longer bring the pain of desire of hoping Mayor Duterte to run. But what the people shocked of, was his reason to run. “ Yes, I am runnung…. I cant accept an American President”, Duterte. The expression may create a brainstorming of mind to a political science student like me. His reason seems to be arguable , but think.. would you allow really that someone whose identity or nationality is quite debatable and unknown? In the world of intellectual exchange, his reason might not be valid for the definition of public service. But common! Election is fast approaching! The world of politics should insist. For me, the words that come out from his mouth are really in a right timing. I salute him not only of his principle nor his system but his wittiness in the arena of politics. I believe when he said that , “I cant accept an American president” was really a nice tactic and strategy to ruin and destroy the image of his political enemy. His reason to run is valid and acceptable for in the world of politics, there is no rightness and wrongness, people can take every move as their tactics and strategy in conquering a desired crown. Its all a game. Finally, the impact would be interesting! It will force other presidentiables to strive more. People will have their options and choices for there will be many candidates in the ballot papers. Thus, people have to change their thoughts of whom they will vote for, for there is someone who just entered the competition of election. Election is now interesting!
On the other hand, Philippine governance today is what people think hopeless. They are hopeless because they are tired of the promises that the politicians of yesterday who is now the public administrator of today failed to comply and sustain those. I believe, the current governance of the Philippines needs a must change. The current image is covered by corruption and dissatisfaction wherein people’s demands and inputs were not addressed and sustained. The faith of the masses in Philippine Adminstration is slowly vanishing. I suggest, on the next administration their new role is how to regain the trust of the masses in Philippine Governance. Through this, the active participation of the public will be alived and that, it is easy enough to have an exchange between the government and the people for genuine development and prosperity.

There exists an executive branch with the bureaucracy at its core, a Philippine legislature, and a Philippine judiciary. There are Philippine electoral processes and procedures. There are Philippine subnational institutions and local governments, together with decentralization processes and procedures. Within this context, we can arguably affirm that indeed, there is a Philippine public administration characterized by the presence of administrative structures and processes operating within a unique Philippine context.” . On the other hand, some scholars like, Dr. de Guzman and Dr. Corpuz assert that there is a Philippine Public Administration (PPA), both also suggest that the question be properly contextualized.
