With this, a new strategy is formulated and guides the form and purpose of the proposed HRI. The Program Director of the Institute is Atty. Francis Tom Temprosa.

The Human Rights Institute Program is borne out of both the vision and necessity to strategically align the CHR’s internal capability to do more to better serve the mandate of educating and promoting human rights in the Philippines and of Filipinos abroad, and be able to better comply with the constitutional mandate to establish a continuing program of research, education, and information to enhance respect for the primacy of human rights. The HRI is envisioned to be the fit-for-purpose structure that will enable the new strategy to succeed. Other needed changes may be introduced through small steps at the initial stages of the operations of the HRI, and it is expected to evolve over time. He is currently Director IV, Human Rights Education and Promotion Office. It is managed by the Education and Training Division with the Advocacy and Information Campaign Division.

Hindi lang pagtugon sa mga reklamo ang ginagawa ng Commission on Human Rights. Isa rin sa aming pangunahing mandato ang pagpapalawak ng kaalaman ng publiko tungkol sa karapatang pantao.

Sa pamamagitan ng Human Rights Promotion Office ng CHR, dinadala natin ang usapin ng human rights sa mga paaralan, komunidad, iba’t ibang sangay at ahensya ng gobyerno, at iba pang sektor upang mas maraming Pilipino ang maging mulat sa kanilang mga karapatan at pananagutan.

Tara na’t alamin kung paano isinusulong ng Komisyon ang human rights education at kung paano nagsisimula ang pagtataguyod ng karapatang pantao sa isang simpleng hakbang: ang pag-unawa rito.
