Kinumpirma ni Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman na makatatanggap ng kani-kanilang mid-year bonus ang mga kawani ng gobyerno simula ika-15 ng Mayo ngayong taon.

โ€œMasaya po akong i-anunsyo na makatatanggap ng mid-year bonus ngayong taon ang ating mga lingkod-bayan, na nakalaan sa agency-specific allocation sa ilalim ng 2023 General Appropriations Act or GAA. Alam naman po natin na isa ito sa mga inaabangan ng ating mga kapwa kawani ng gobyerno na talagang makatutulong sa kanilang araw-araw na pangangailangan," saad ni Secretary Pangandaman.

โ€œKaya pinaaalalahanan po namin ang lahat ng mga ahensya at opisina ng gobyerno na siguruhin ang napapanahong pagbibigay ng mga bonus sa ating mga empleyado o batay sa umiiral na rules and regulations, simula May 15 po 'yan," dagdag pa ng Kalihim.

Ang mid-year bonus ay katumbas ng isang buwang sahod pagsapit ng ika-15 ng Mayo at ipagkakaloob sa mga karapat-dapat na empleyadong nakapag-serbisyo ng kabuuan o pinagsama-samang apat (4) na buwan mula ika-1 ng Hulyo ng nakalipas na taon hanggang ika-15 ng Mayo ng kasalukuyang taon.

Kailangan ding nananatili pa sa serbisyo ang kawani pagtungtong ng ika-15 ng Mayo ng kasalukuyang taon at nakakuha ng satisfactory performance rating sa loob ng immediately preceding rating period o applicable performance appraisal period.

Ipagkakaloob ang mid-year bonus sa lahat ng posisyon para sa mga civilian personnel, regular man o casual, contractual, appointive o elective, full-time o part-time, kasalukuyang umiiral o nilikha sa Executive, Legislative, at Judicial branches, Constitutional Commissions at iba pang Constitutional Offices, State Universities and Colleges (SUCs), Government-Owned or -Controlled Corporations (GOCCs) na sakop ng Compensation and Position Classification System (CPCS), at sa mga local government units (LGUs).

Kabilang din sa mga empleyadong makatatanggap ng mid-year bonus ang mga military personnel ng Armed Forces of the Philippines sa ilalim ng Department of National Defense at mga uniformed personnel ng Philippine National Police, Philippine Public Safety College, Bureau of Fire Protection, at Bureau of Jail Management and Penology ng Department of Interior and Local Government, Bureau of Corrections ng Department of Justice, Philippine Coast Guard ng Department of Transportation, at National Mapping and Resource Information Authority ng Department of Environment and Natural Resources.

Ang pagbibigay ng mid-year bonus para sa mga kawani na sakop ng mga GOCCs ay tutukuyin ng kani-kanilang governing boards.

Dagdag pa rito, ang pagbibigay ng mid-year bonus para sa mga kawani ng pamahalaan sa mga probinsya, syudad, munisipalidad at mga barangay ay tutukuyin naman ng kani-kanilang sanggunian.

1. The administration of President Ferdinand R. Marcos Jr. will be providing around PHP206.50 billion in subsidies and cash support, or "ayuda," under the proposed 2023 budget in a bid to support vulnerable sectors amid surging commodity prices brought about by global inflation. According to the Department of Budget and Management (DBM), the amount is composed of cash transfers and other subsidy programs by various agencies.

2. The Department of Social Welfare and Development (DSWD) will get a big chunk of the budget, with PHP165.40 billion to be allocated for the implementation of various social assistance programs.

3. About PHP22.39 billion will also be provided for the implementation of the Medical Assistance to Indigent and Financially - Incapacitated Patients (MAIFIP) by the Department of Health (DOH).

4. The TUPAD Program of the Department of Labor and Employment (DOLE) will be provided with PHP 14.9 billion for next year.

5. About PHP 2.5 billion will be provided to the Department of Transportation (DOTr) for the provision of fuel subsidies to the transport sector.

6. Another PHP 1 billion will be provided to the Department of Agriculture (DA) for the provision of fuel assistance to corn farmers and fisherfolk.

7. Other budget allocations in specific programs under the 2023 National Expenditure Program include PHP115.6 billion for the Pantawid Pamilyang Pilipino Program (4Ps); PHP 25.3 billion for Social Pension for Indigent Senior Citizens (SPISC); PHP19.9 billion for Protective Services for Individuals and Families in Difficult Circumstances (PSIFDC); and PHP4.4 billion for Sustainable Livelihood Program (SLP).

8. The Universal Access to Quality Tertiary Education (UAQTE) Program will receive PHP 47.4 billion to subsidize higher and technical-vocational education while about PHP 100.2 billion will be allocated for implementing the National Health Insurance Program (NHIP) of the Philippine Health Insurance Corporation (PHIC) to ensure affordable and inclusive healthcare.

9. About PHP1 billion was also set aside for the COVID-19 compensation package that will cover an estimated 65,293 healthcare workers and PHP 19.0 billion for the public health emergency benefits and allowances of 526,727 healthcare workers.

10. The budget department added that in order to provide financial support to 1.6 million indigent and financially incapacitated Filipinos who are unable to afford and access quality medical care, PHP22.4 billion has been provided for medical assistance to indigent and financially-incapacitated patients.

11. As a response to global inflation, the DBM said the 2023 NEP also earmarked PHP2.5 billion for the provision of fuel subsidies to public transport drivers amid the increasing prices of petroleum, while the DA's fuel assistance program will receive PHP1 billion to alleviate the impact of rising fuel prices on local farmers and fisherfolk.
