OFFICIAL STATEMENT OF PALAWAN STATE UNIVERSITY

Palawan State University (PalawanSU) acknowledges and shares the grave concerns raised by the University Student Government (USG) regarding reported incidents of harassment and misconduct during the final night of Burungitan 2026. The University strongly condemns any act of assault or misconduct, reaffirming its unwavering commitment to upholding the dignity, safety, and rights of every student in accordance with Republic Act No. 11313 (Safe Spaces Act), with the specific disciplinary classifications, guidelines, and sanctions set forth under the PalawanSU Student Handbook.

Immediate administrative actions are currently underway to address these matters. A fact-finding activity has been initiated, and an investigating committee has already been drafted, with the official University Order for its creation set to be issued on Monday, August 24, 2026. This investigation will be conducted fairly, impartially, and in close coordination with the USG to establish the facts, ensure due process, and hold all responsible parties strictly accountable under university policies and applicable laws.

Students who experienced or witnessed any form of misconduct during the event are strongly encouraged to seek assistance through the Office of Student Affairs and Services (OSAS) and the Gender and Development (GAD) Services. These offices are fully equipped to provide immediate guidance, support, and proper referrals while maintaining strict confidentiality to safeguard the privacy and dignity of everyone involved.

As no formal complaint has been filed to date, PalawanSU respectfully urges the community to exercise prudence, refrain from unverified speculation, and avoid publicly identifying, accusing, or circulating images and videos of individuals allegedly involved. Such actions may compromise due process and carry legal consequences. Concerns are best handled through proper institutional channels as the University works to maintain a safe, secure, and respectful campus environment for all.

Building on the success of the previous days, Day 3 of the National Government Procurement Act (NGPA) Caravan further empowered public sector practitioners through expert-led discussions on operational strategies, digital procurement transition, and regulatory compliance.

The morning session kicked off with Director Samantha Grace E. Moscoso steering Module 2: Procurement by Electronic Means. Director Moscoso provided an insightful and comprehensive breakdown of modernizing government transactions, leveraging digital platforms, and implementing e-procurement solutions under Republic Act No. 12009. The interactive lecture kept attendees engaged, clearing up nuances regarding online bidding procedures, system security, and practical strategies to ensure seamless compliance in their respective agencies.

In the afternoon, the high energy continued as Atty. Charity Anne Osdon took the stage to facilitate Module 5: Contract Implementation and Sanction Mechanism. Known for a sharp, articulate approach to complex legal frameworks, Atty. Osdon unraveled the intricacies of contract monitoring, variation orders, and administrative liabilities. The discussion highlighted critical legal parameters, accountability measures, and practical risk management tools, providing participants with clear, actionable takeaways to mitigate operational risks and enforce compliance in public procurement.

The three-day caravan came to a successful close, graced by University President Dr. Venzon L. Limpiada, who delivered an inspiring closing remarks. Participants emerged with a solid, well-rounded understanding of the NGPA guidelines—empowered to enforce these standards with greater efficiency, integrity, and confidence moving forward.

This activity was hosted by Palawan State University (PalawanSU) through the University Procurement Office as the lead committee, in partnership with the Government Procurement Policy Board - Technical Support Office (GPPB-TSO).

The Palawan State University community joins the family, friends, and loved ones in mourning the passing of Sir Felomino Vicente Tria Fernandez.

Day 2 of the New Government Procurement Act (NGPA) Caravan began with a brief recapitulation of Day 1's discussions, allowing participants to review foundational concepts before transitioning into the day’s main agenda. The morning session featured Module 4: Modes of Procurement, where Atty. Charity Anne Osdon guided participants through the modernized framework under Republic Act No. 12009. Moving away from the rigid constraints of RA 9184, the session highlighted a shift toward a more agile, "fit-for-purpose" approach that offers public entities greater flexibility to tailor procurement strategies to specific project needs.

In addition to refining traditional methods like Competitive Bidding and Small Value Procurement, Atty. Osdon detailed innovative modalities including Competitive Dialogue, Unsolicited Offer with Bid Matching, Direct Procurement for Science, Technology and Innovation, and Direct Acquisition. The lecture was followed by an open forum in the afternoon, providing attendees a platform to address practical implementation challenges, clarify nuances of the new modalities, and interact directly with the speaker.

Ultimately, the session emphasized that selecting the appropriate procurement mode is a strategic decision essential for ensuring transparency, expediting project delivery, and maximizing public fund value.

Palawan State University (PalawanSU) facilitated the YAKAP PhilHealth GAMOT Enrollment on August 20, 2026, at the 2nd Floor of the Faculty Research Training Center, Tiniguiban Heights, Puerto Princesa City, providing employees and retirees with an opportunity to access health benefits under the PhilHealth program.

During the event, the team successfully served 220 PalawanSU employees and retirees who availed themselves of the YAKAP GAMOT enrollment services.

The activity was spearheaded by the College of Nursing and Health Sciences (CNHS), together with the Palawan State University Faculty Union, in collaboration with the City Government of Puerto Princesa through the City Health Office.

The program formally opened with a prayer led by Ailyn P. Jaranilla, RM, followed by the singing of the Philippine National Anthem led by Shilly Mayfee O. Tierra, RN, and a welcome message from CNHS Dean Prof. Jenifer H. Alcorano.

Meanwhile, University President Dr. Venzon L. Limpiada shared an inspirational message, drawing on his own experience of needing medical assistance and the financial challenges that often come with the cost of medicines. He emphasized the importance of bringing accessible health benefits closer to PalawanSU employees and retirees through the enrollment opportunity.

PhilHealth personnel were also present during the activity to assist employees and retirees with their enrollment and address inquiries and concerns related to their PhilHealth membership and benefits.

The YAKAP PhilHealth GAMOT program provides qualified PhilHealth members with access to covered medicines and other health benefits, helping reduce the financial burden of medication and promote better access to essential healthcare.

The enrollment activity reflects PalawanSU’s continuing commitment to supporting the health and well-being of its employees and retirees by bringing essential government health programs and services closer to them.

Palawan State University (PalawanSU) served as the host institution for the RA 12009 New Government Procurement Act (NGPA) Caravan, a three-day training program held from August 18 to 20, 2026, at Citystate Asturias Hotel, Puerto Princesa City.

The opening program featured a message from PalawanSU President Dr. Venzon L. Limpiada, represented by Prof. Marissa S. Pontillas, Vice President for Academic Affairs, who welcomed delegates from various government agencies within and outside Palawan. She emphasized the importance of strengthening knowledge and practices in government procurement and promoting efficient, transparent, and compliant procurement processes.

For Day 1, Ms. Michaela D. Saludsod-Etoquilla, a GPPB-recognized trainer from Palawan State University, served as the resource speaker for two (2) topics: Key Provisions of Republic Act No. 12009 and its Implementing Rules and Regulations (IRR), and Strategic Procurement Planning.

The sessions provided participants with a deeper understanding of the new procurement law and its application in government procurement processes. An open forum and synthesis session also allowed participants to discuss key points and clarify concerns raised during the discussions.

The three-day caravan aims to strengthen the capacity of government personnel in implementing RA No. 12009, while promoting more efficient, transparent, and compliant procurement practices across government agencies.
