"No thinking person can dispute the fact that our country is suffering from the effects of a serious deterioration of academic and other standards in our educational system. This Court is disturbed by the big number of candidates taking the bar examinations who, after six (6) years in the elementary grades, four (4) years in high school, and eight (8) years in college appear to be functionally semi-illiterate judging from the answers they give to bar examination questions. The same is true of other disciplines, professions, and occupations. A drastic upgrading of educational standards especially in the elementary and high school levels is imperative."
