ACT welcomes relieving teachers of 4Ps duties, calls for removal of other non-teaching tasks
The Alliance of Concerned Teachers called as a ‘positive move’ the Department of Education’s push to relieve public school teachers of duties related to the implementation of the Department of Social Welfare and Development’s 4Ps program. ACT also called for the removal of other non-teaching duties imposed by other agencies, local government units and the DepEd itself.
“Non-teaching duties are added burdens that take up the time of our teachers better devoted to lesson preparations, improving learning quality and other teaching-related tasks. All advisers with learners who are 4Ps beneficiaries have the duty to monitor their class attendance and ensure that absences do not exceed the allowable number for them to continue to be eligible for the program. Each school also appoints a teacher to be the 4Ps coordinator who serves as the focal person for the program, monitors the implementation of the program and ensures the school’s filling up and collection of Compliance Verification forms,” shared Vladimer Quetua, ACT Chairperson.
“Class advisers are also tasked to perform deworming among learners aged five to 18. Nahirapan ang mga g**o natin na isagawa ito noong distance learning dahil kailangan nilang maiabot ang tabletas sa mga magulang, at sadyain ang mga hindi pumupunta sa paaralan. Dagdag rin na trabaho ng mga g**o ang pagkuha ng timbang at taas ng mga bata, pag-encode at pagtukoy ng mga malnourished at wasted, na siyang basehan para sa school feeding program. Sa halip na nagtuturo, tagahanda rin ng pagkain ang mga g**o para sa feeding program. May kaakibat rin na paperworks ang lahat ng ito,” said Quetua.
“Responsibilidad pa rin ng mga g**o ang mga programang ipinapatupad ng mga lokal na pamahalaan sa mga paaralan gaya ng mga ayuda sa estudyante, clean and green, urban farming at iba pa,” Quetua furthered.
“Ang DepEd mismo, napakaraming reports at paperworks na ipinapagawa sa mga g**o gaya ng school-based management documents at Results-based Performance Management System. Dahil sa kawalan ng kawani sa paaralan, naimbento na ang clinic-teacher, guidance-teacher, teacher-custodian, Learning Information System coordinator at kung anu-anupang coordinator na lahat ay g**o rin,” lamented Quetua.
“Marami sa mga programang ito ay magaganda naman ang layunin, pero kailangan nating timbangin ang nagiging epekto nito sa pangunahing gawain ng mga g**o na magpakahusay sa pagtuturo, gayundin sa kanilang kalusugan at kagalingan na nasasakripisyo na dahil sa sobrang dami ng trabaho,” asserted Quetua.
“Nauunawaan natin na mainam na lugar ang paaralan para matiyak na naaabot ang malawak na bilang ng mga bata para sa serbisyo, subalit dapat magtalaga ng ibang tauhan na gagawa ng mga tungkulin. Gaya rin, dapat na mag-empleyo ang DepEd ng mga kawani sa paaralan na siyang marapat na gumawa ng non-teaching duties at dapat magbigay ng support services para sa operasyon ng paaralan,” Quetua suggested.
