IN MEMORIAM | Fernando E. Estacio

With deep sadness, the Bureau of Learning Delivery mourns the passing of Fernando E. Estacio, a dedicated Specialist whose service and commitment to improving teaching and learning touched many lives.

He served with quiet diligence, professionalism, and a genuine heart for public service, making meaningful contributions to the work of the Bureau and to the teachers and learners it supports for TVL, TechPro and Rural Farms Schools.

We extend our sincerest condolences to his family, friends, and colleagues. May he rest in peace, and may his legacy of service continue to inspire those he leaves behind.

IN PHOTOS: Orientation on the Utilization of Play-Based Modules to Develop Physical Movement and Social Interaction in Key Stage 1
December 3–5, 2025 | Baguio Teachers’ Camp, Baguio City

The three-day orientation brought together CLMD Chiefs and ELLN Supervisors from across the regions as the Department of Education, through the Bureau of Learning Delivery – Teaching and Learning Division (BLD-TLD), introduced the Play-Based Modules and the Compendium of Play-Based Activities for Key Stage 1.

In his message, Program Focal Person Dean Owen J. Doncillo emphasized the shared responsibility of nurturing joyful, meaningful, and developmentally appropriate learning experiences. He highlighted how play-based instruction is not an “extra activity,” but a powerful foundation for early learning—isang paraan upang ang mga bata ay matutong mag-isip, makipag-ugnayan, at gumalaw nang may tiwala sa sarili. He also encouraged the regions to champion these materials and ensure that the spirit of play becomes visible in every KS1 classroom.

The sessions highlighted the role of structured pedagogy, early language and numeracy foundations, and the importance of movement and joyful learning in the early grades. Participants explored how play-based activities are integrated into the Revised K to 10 Lesson Exemplars and how the compendium can support teachers in planning developmentally appropriate, engaging, and meaningful learning experiences.

Regional teams also crafted action plans to guide the rollout of PBL materials in schools—ensuring readiness, contextualization, and strong support for teachers. Their commitment marks an important step toward building classrooms where young learners move, collaborate, explore, and learn with purpose.

Together, the participants affirmed a shared vision: Key Stage 1 classrooms where children learn with wonder, move with freedom, grow with confidence, and thrive for tomorrow.

IN PHOTOS: Finalization Workshop for Key Stage 1 Mathematical Storybooks

The three-day Finalization Workshop brought together writers and specialists to refine and polish the Key Stage 1 Mathematical Storybooks after several weeks of creative development. The session focused on enhancing linguistic quality, strengthening concept accuracy, and ensuring child-friendly language across all narratives.

BLD language specialists Ma’am Michelle Tolentino and Sir Jerome Hilario, together with Dr. Rosalina Villaneza, Chief of the Teaching and Learning Division, provided expert guidance that helped elevate each storybook’s clarity and instructional value. Their insights supported the teams in producing manuscripts that effectively blend early numeracy and literacy.

A collective sense of accomplishment filled the workshop as story ideas took final shape, emerging as engaging and meaningful materials for young learners. The activity demonstrated the commitment of educators to make mathematics accessible, inviting, and worth exploring through stories.

The workshop was led by Key Stage 1 focal person Xyphrone O. Ortiz, alongside select specialists. Appreciation is extended to Bureau Directors Dir. Gerson Abesamis and Atty. Ester Futalan, and to Dr. Rosalina Villaneza, for their continued support throughout the development process.

UPCOMING: Orientation on the Utilization of Play-Based modules, scheduled on December 3–5, 2025, at Baguio Teachers’ Camp.

This activity will convene CLMD Chiefs and ELLN Supervisors from all regions to provide a comprehensive orientation on the use and classroom integration of the finalized play-based materials. The sessions aim to ensure that regions are equipped to guide schools in promoting physical movement and social interaction through structured play-based activities for Key Stage 1 learners.

IN PHOTOS: Structured Pedagogy Learning Session

The Bureau of Learning Delivery, led by our Director Gerson Marvin M. Abesamis, gathered the whole team (TLD, SID, Innovation Unit and Office of the Director) on November 17–18 in EPSON Philippines, for a two-day learning session dedicated to strengthening Structured Pedagogy across key stages and learning areas.

The activity brought together the collective expertise of the entire Bureau to refine approaches, clarify design principles, and enhance the intentionality of learning experiences crafted for Filipino learners.

Day 1 focused on Designing Learning Experiences through hands-on activities such as the Rush Workshop and LEGO Serious Play, facilitated by Director Abesamis, grounding the team in meaningful engagement and collaborative creativity. This was followed by a session on the Design Principles, where participants explored how clear goals and teaching, checks for understanding, active retrieval and spacing, scaffolding, inclusion, self awareness and metacognition, social learning, and values integration intersect to support effective classroom instruction. The afternoon Jigsaw Workshop allowed the participants to deepen their understanding of the eight principles through shared analysis and strategic alignment.

Day 2 opened with a series of sessions on Pedagogical Approaches, facilitated by TLD specialists: Inquiry-Based Learning by Julieven Abrea; Play-Based Learning and Explicit Instruction by Jerome Hilario; Problem-Based Learning by Mary Stephanie Yaw; and Experiential Learning by Dir. Gerson Marvin Abesamis (who facilitated the learning experience in unconventional way.)

These sessions were followed by a Structured Pedagogy Application Lab, where the BLD Units used what they learned to craft sample lesson flows, integrate principles with approaches, and align their work with the needs of learners and the curriculum.

The two-day activity affirmed BLD’s shared commitment to coherence, intentionality, and learner-centered design ensuring that every learning experience we create is grounded in how children learn best and anchored in our duty to deliver quality, equitable education for all.

The workshop brought together passionate teachers and writers to craft mathematical storybooks that blend early numeracy skills with meaningful narratives for young learners.

With the inspiring presence of Dr. Luis “Tito Doc” Gatmaitan, the activity emphasized the power of storytelling in making math relatable, joyful, and developmentally appropriate for children in Key Stage 1.

Because when math meets imagination, learning becomes a story worth telling.

This DepEd Order provides clear directions in determining the appropriate language of instruction for early grade learners, ensuring that teaching and learning are responsive to local linguistic contexts.
