Discussions on House Bill 7875 at the Congress on May 5, 2026 with the proposals of E-NET Philippines to be included in the bill.
In the Congress, Prof. Flora C. Arellano proposed integrating the recommendations of Civil Society and E-Net Philippines into the House Bill 7875, or the Philippine Global Education City Act, on May 5, 2026, aiming to turn the country into a regional hub for world-class higher education. The bill facilitates the entry of foreign higher education institutions (FHEIs) into special zones to boost local education standards, research, and economic growth. E-Net Philippines would rather recommend the inclusive quality education to the learners (concerning "no learners will be left behind"), persons with disabilities, last-mile schools, and ALS.

Global Action Week for Education (GAWE) is GCE’s flagship annual mobilisation, uniting activists, learners, educators, and communities worldwide to demand governments fulfil their promises on the right to inclusive, quality public education for all. Each year, the campaign focuses attention on a priority theme drawn from GCE’s strategic plan, connecting local struggles to global advocacy on transforming education, education in emergencies and crises, and education financing.

Honored and grateful to represent TEACHERS INC at the Education Budget Forum: Strategic Investments to Reach Marginalized Learners and Strengthen Education System Capacity for FY 2027.
My sincere thanks to the organizers for the invitation and for creating a meaningful space where voices from the ground can be heard—especially the voices of marginalized learners, teachers, and communities who continue to strive for quality and equitable education despite daily challenges.
Being part of this forum is more than participation—it is a responsibility. A responsibility to bring forward the realities faced in our schools, to advocate for budgets that truly reach the last mile, and to ensure that every peso invested in education transforms into real opportunities for Filipino learners.

Gender equality in education remains a pressing issue in the Philippines. While the country has made notable progress in increasing school enrollment rates for both boys and girls, deeper structural and cultural challenges persist. These include gender stereotypes in curricula, uneven participation in certain academic fields, gender-based violence in schools, and limited representation of women in educational leadership. Within this landscape, teachers play a pivotal role in shaping young minds and promoting inclusive values.
Empowering educators is one of the most transformative strategies for advancing gender equality in education.
