What’s the new law on ETEEAP?

Republic Act No. 12124 — The ETEEAP Act

Enacted into law on March 3, 2025, this act formally institutionalizes what was previously an executive-order program dating back to 1996.

It empowers working professionals and those with prior informal or non-formal education to earn college degrees based on validated real-world skills and experiences.

CHED (Commission on Higher Education) is entrusted with implementing the law. Its duties include:

Deputizing higher education institutions (HEIs) to offer ETEEAP.

Setting standards for competency assessments.

Monitoring implementation and enforcing compliance.

Key qualification criteria for applicants:

At least 23 years old.

Completed secondary education.

At least 5 years of relevant work experience.

Implementing Rules and Regulations (IRR)

CHED issued the IRR via CHED Memorandum Order No. 11, Series of 2025 (CMO 11 s. 2025).

Approved on June 16, 2025, and effective July 1, 2025, these rules supersede all prior guidelines and regulations related to ETEEAP.
