| The Bureau of Customs (BOC) reaffirmed its commitment to regional cooperation as it took part in the in-person Joint Validation Mission for the ASEAN Authorized Economic Operator (AEO) Mutual Recognition Arrangement (AAMRA) in May 2025 in Phnom Penh, Cambodia. Hosted by the General Department of Customs and Excise of Cambodia (GDCE) in coordination with the ASEAN Secretariat, the activity demonstrates the Philippines’ continued support for regional economic integration and aligns with President Ferdinand R. Marcos Jr.'s directive to strengthen international trade cooperation.
The joint validation brought together representatives from Brunei Darussalam, Indonesia, Malaysia, the Philippines, Singapore, and Thailand to assess the alignment of each country’s AEO program with the World Customs Organization (WCO) SAFE Framework. Delegates visited Denso (Cambodia) Co., Ltd and Minebea (Cambodia) Co., Ltd to evaluate implementation on the ground and exchange best practices, an important step toward the full implementation of the AAMRA. Ms. Gladys Cabugawan and Ms. Basilisa Absalon represented the BOC Interim AEO Office.
The AAMRA, signed by all 10 ASEAN Customs Administrations in 2023, is a landmark initiative promoting mutual recognition of AEO programs across the region. By participating actively in the AAMRA, the BOC helps reduce trade barriers, enhance supply chain security, and foster closer regional cooperation. The AEO Program provides accredited businesses with faster and more streamlined customs procedures, making Philippine trade more efficient and competitive on the global stage.
