📣As October comes to an end, Filipinos from across the country go home and visit their dead relatives and pay respect to them in celebration of Undas. Public utility vehicles that have already reached their maximum age have been given an additional two years by the Land Transportation Franchising and Regulatory Board (LTFRB). This, according to the LTFRB, will aid PUV operators in recouping their financial losses brought on by the COVID-19 outbreak.
Buses utilized for shuttle, tourist, and school transportation services with year models 2005 and 2006 may continue to operate through the end of this year under Board Resolution No. 164. Buses with year model 2006 may continue to operate through the end of 2023.
On the other hand, buses with year model 2007 and 2008 can still be used until 2024. Year model 2007 UV Express units are still permitted this year, year model 2008 units until 2023, and year model 2009 units until 2024. 2010 year model vehicles can still be allowed to operate this year for Sedans, AUVs, SUVs, and utility vans used as tourist cars. Those units with year models 2014 and 2015 are still allowed up to 2023 and 2024, respectively.
Vehicles that are used for transport network vehicle services (TNVS) are permitted to operate until 2022 for year model 2013, until 2023 for year model 2014 and until 2024 for year model 2015. The resolution stated that “A Roadworthiness Inspection Report issued by the Land Transportation Office or DOTr-accredited PMVC (Private Motor Vehicle Inspection Centers) should be submitted as a requirement prior to confirmation of unit.”
In an effort to alleviate financial strain brought on by the health crisis, the LTFRB recently released a resolution asking for the waiver of penalties for PUV operators.

📣Heads up, drivers! According to the Memorandum Circular No. 2022-2342 dated August 10, 2022, the LTO has extended the validity of registration for motor vehicles with license plates ending in “8” until September 30, 2022, “9” until October 31, 2022 and “0” until November 30, 2022. There will be no penalty and surcharge to be collected from these vehicles.

With the possibility of stricter driver’s license renewal, the Roadworthy Driving Seminar for All Drivers Act refiled in Congress will now be a chore for most motorists. This bill, authored by Representative Robert Ace Barbers of the Second District of Surigao del Norte back in 2019, has now been refiled as House Bill No. 1544.
If this bill were to be passed into law, all driver’s license applicants would have a mandatory 3-hour driving seminar on safety precautions, accident preventability, defensive driving techniques, Philippine traffic laws and regulations, first-aid applications, and basic knowledge on rescues. This will be followed by an exam and an actual 30-minute driving test to be supervised by a qualified instructor. The seminar and exam fees will be included in the license fee for successful applicants. Those who fail will pay from PHP 500 to PHP 1,000.
Rep. Barbers states that "no matter what traffic solution is implemented, uneducated drivers are still the problem and contribute to traffic congestion." He also adds that the problem lies with uneducated drivers who contribute to traffic congestion. This bill aims to encourage more educated and disciplined drivers and, thus, promote safety on our roads.

📣Heads up, drivers! According to a memorandum released by the LTO last July 1, 2022, there has been a 2-month extension on the validity of all student permits, driver's licenses, conductor's license and medical certificates due to expire on July 2022. Extension of validity will be until September 30, 2022. This was done in order to curb the transmission and spread of the COVID-19 virus in the Philippines.

📣A set of newly updated restriction codes have been made by the LTO. With this, they have placed an emphasis on new Driver’s License Codes and updated existing restrictions, most notably adding specific sub-levels based on kind of vehicle and Gross Vehicle Weight (GVW). Under this new system of detailed subcategories, the license now describes what the owner can or cannot drive.
