Romblon State University proudly congratulates University President Prof. Dr. Merian P. Catajay-Mani for being recognized among the Top 10 SUC Presidents in the Philippines who are Scopus Producers and Researchers, based on the GHF University Excellence update dated August 13, 2026.

This recognition reflects your steadfast leadership and commitment to advancing research excellence, fostering innovation, and strengthening RSU’s culture of knowledge and institutional growth.

Congratulations as well to the Office of the Vice President for Research, Extension, Development, and Innovation and the entire RSU research community for the growing number of publications that continue to strengthen RSU’s culture of research and innovation.

RSU welcomes home PNP Alumni in courtesy visit to President Mani, top officials

Odiongan, Romblon— 22 alumni of Romblon State University, two supervising police officers and 10 personnel currently assigned outside the province, paid a courtesy visit to University President Merian P. Catajay-Mani in a homecoming that highlighted the university's role in shaping the careers of its graduates now serving in law enforcement.

The visit brought together 34 officers now serving under the Philippine National Police, many of whom credited their alma mater for the opportunities that paved the way for their careers in public service.

Edgar Andalecio, Director of the National Service Training Program (NSTP), introduced the visiting delegates of the Philippine National Police.

“Wala po kami sa kinatatayuan namin ngayon, kung hindi kami binigyan ng pagkakataon ng RSU," police trainee De Juan said during his testimony.

Pres. Mani reminded the members of the values encapsulated in the acronym P.O.L.I.C.E.:

- Peacemaker
- Order maker
- Loyal
- Integrity in service
- Courageous and Committed
- Excellent in service

In her remarks, President Catajay-Mani thanked the visiting officers and alumni for returning to share their success stories with the university community, noting that every graduate's achievement reflects the institution's enduring role in their personal and professional formation.

"Sa bawat tagumpay, tandaan na may tahanan na humubog sa inyo, at ang inyong pangalawang tahanan ay ang RSU," Pres. Mani said in a statement, extending its blessing and continued prayers for the safety and protection of its alumni now serving in uniform.

Mr. Andalecio also called on the university’s vice presidents to share messages to the visiting delegation.

“Ang inyong serbisyo ang nagdadala ng kalayaan at kapayapaan sa ating bansa,” Vice President of Administration and Finance Dr. Tomas Faminial said.

“Lagi niyong isaisip na lahat ng inyong ginagawa ay hindi lang para sa inyo at sa pamilya niyo, kundi para papurihan ang panginoon,” Vice President for Academic Affairs Dr. Emelyn F. Montoya shared as advice to the trainees.

Vice President for Student Affairs and Services Dr. Gianinna Elaine Labicane also greeted the trainees, expressing her gratitude for their efforts in upholding the PNP motto “to serve and protect.”

“Mata sa langit, paa sa lupa, at puso para sa bayan,” Dr. Labicane added.

Referencing the popular song “May Pulis, May Pulis, sa Ilalim ng Tulay,” Vice President for Research, Extension, Development, and Innovation Dr. Eddie G. Fetalvero reminded the trainees to serve with integrity, so that children who sing the song may do so with pride rather than suspicion, a proof of genuine trust in the men and women behind the uniform.

Dr. Fetalvero likened the trainees to kangkong (water spinach), a plant known for its resilience and ability to thrive in both clean and adverse environments.

In the same way, he encouraged the police officers to bloom wherever they are planted; rising above difficult circumstances with strength, adaptability, and unwavering integrity.

Finally, Dr. Fetalvero quoted Ellen White’s book “Education” (1903) as a challenge to the trainees, “The greatest want of the world is the want of men—men who will not be bought or sold, men who in their inmost souls are true and honest, men who do not fear to call sin by its right name…”

“This is just the beginning of our journey and we hope to strengthen our partnership with Romblon State University as we extend our service to the community,” said Police Trainee De Juan representing PSFTP 2025-01 Siklab Tala.

As the visiting officers prepared to return to their respective posts across and beyond the province, university officials reaffirmed that RSU’s doors, and its blessing, remain open to them always.

MIMAROPA leaders strengthen trifocalization through inter-agency MOU signing

Key education leaders in MIMAROPA signed an MOU to strengthen trifocalization by aligning DepEd, TESDA, and CHED efforts. The partnership aims to create seamless pathways from basic education to TVET and higher education.

Key officials involved in the ceremonial signing included Hon. Eleandro Jesus F. Madrona, DepEd MIMAROPA Regional Director Ronnie S. Mallari, TESDA MIMAROPA Regional Director Baron Jose L. Lagran, and CHED MIMAROPA Regional Director Edna Imelda Fernandez-Legazpi.

President Merian Mani represented RSU, together with the vice presidents, Dr. Emelyn Montoya (VPAA), Dr. Tomas Faminial (VPAF), and Dr. Gianinna Elaine Labicane (VPSAS).

Also in full support of the partnership were 17 municipal mayors, DepEd Romblon Schools Division Superintendent Roger Capa, and TESDA Romblon Provincial Director Atty. Glenn Niño M. Sartillo.

The dialogue focused on addressing learner attrition, improving transitions between sectors, and recognizing prior learning and competencies from TVET for credit in tertiary programs. Through this MOU, the three agencies reaffirmed their shared commitment to coordinated action for regional education goals.
