Surface water quality is a sensitive global environmental issue, as it is important for long-term economic development and environmental sustainability. Due to population growth, urbanization, and the effects of climate change, the degradation of surface water quality cannot be avoided. Therefore, a more accurate, continuous, and operational monitoring of water quality is highly significant. This study aims to systematically review and synthesize existing literature on the technological advancement, challenges, and future directions of Remote Sensing (RS) and Geographic Information System (GIS) techniques in surface water quality monitoring. Following PRISMA guidelines, a structured literature search of published studies was conducted across Science Direct, Web of Science, and Scopus databases between 2012 and 2025. The findings demonstrate that RS data can reliably retrieve key water quality parameters and provide large-scale, repeatable observations across surface water when integrated with GIS-based spatial modeling and in situ validation. This review systematically consolidates RS retrieval methods and GIS-based analytical frameworks, explicitly distinguishing robust retrievals from context-dependent proxy approaches and identifying methodological gaps that constrain operational deployment. The synthesis from the integration of the enhanced RS-GIS results will enable the RSโGIS community to develop a strong, scalable pathway to map spatial heterogeneity and future-ready water quality monitoring systems that support environmental sustainability, resource security across diverse aquatic environments, provide early warning on environmental risks, and inform water governance.

Academic libraries play a critical role in supporting student learning, yet the relationship between utilization, satisfaction, and user experience remains insufficiently examined in specific disciplinary contexts. This study examined studentsโ utilization, satisfaction, and experiences with library services at Romblon State University โ San Fernando Campus using a convergent mixed-methods design. Quantitative data were gathered through survey responses measuring patterns of library use and levels of satisfaction across resources, physical attributes, personnel services, accessibility, and programs, while qualitative data explored studentsโ lived experiences and perceptions. Students frequently used the library, primarily for studying and collaborative work, and reported high levels of satisfaction across service dimensions. However, statistical analysis revealed no significant relationship between frequency of visits and satisfaction, suggesting that perceived service quality and overall user experience are more influential than usage patterns alone. Qualitative findings further emphasize the role of the library as an academic support hub, a conducive learning environment, and a space that fosters personal growth and meaningful staff interaction, while also identifying areas for improvement, such as Wi-Fi connectivity, collaborative spaces, and digital integration. The study underscores the need for academic libraries to prioritize service quality, user-centered design, and technological enhancement to sustain relevance in evolving educational contexts. These findings provide evidence-based insights for institutional policy, library management, and future research on student-centered academic library development.

Cooperative principles play an essential role in the sustainability of multi purpose cooperatives, especially in emerging economies. Yet there is insufficient empirical evidence on how these principles affect economic, social, and environmental sustainability. This study evaluates MPCs' adherence to cooperative principles and their influence on economic, social, and environmental sustainability performance. Using a quantitative research design, a validated survey questionnaire was administered to 49 purposively selected cooperative members from a total of 56 individuals. The results showed strong agreement on voluntary and open membership, education and training, and concern for the community, with strengths in regulatory compliance, customer relations, and environmental issues. Still, certain types of renewable energy need to be adopted immediately as a better approach. Regression results showed similarities in voluntary membership and education, but variations in democratic control, economic participation, autonomy, cooperation, and concern for community, financial, and social sustainability. A Pearson correlation analysis showed a strong positive relationship between cooperative principles and sustainability outcomes. Therefore, adherence to cooperative principles would promote economic, social, and environmental sustainability for MPCs. However, variations in governance and environmental campaigns create areas that must be addressed to support sustainable development.

In coordination with the DNA Barcoding Laboratory of Romblon State University (RSU), the University of the Philippines Los Baรฑos (UPLB) conducted the DOST-PCAARRD-funded Project LAYAG: Basic Molecular Biotechnology Laboratory Training at the RSU Biology and Analytical Laboratory, REDI Bldg, last August 11-13, 2026.
The workshop was attended by 14 participants from the RSU, local high schools across Romblon, and HEIs in MIMAROPA. This hands-on program equips the participants with essential skills in DNA extraction, PCR, bioinformatics, and sequence analysis to advance sustainable agricultural development in the region.
