Infrastructure Program: Status of the North Hills Village Main Road.
One of the major concerns consistently raised by our residents is the deteriorating condition of the North Hills Village (NHV) Main Road, particularly the numerous potholes ("lubak-lubak na kalsada") that have caused inconvenience to motorists, pedestrians, commuters, and emergency vehicles. The NHV Homeowners Association (NHVHOA) fully recognizes the urgency of this concern and understands the daily challenges experienced by our community.
We wish to inform all residents that the Association has been actively pursuing a long-term solution to this issue. However, the primary challenge lies in the fact that the North Hills Village Relocation Area has not yet been officially turned over to the Local Government Unit (LGU) of Norzagaray, Bulacan. Because the road network remains outside the ownership and administrative jurisdiction of the LGU, the Municipality cannot legally allocate public funds for its permanent rehabilitation, repair, or asphalt overlay.
To address this long-standing concern, the NHVHOA has been continuously coordinating and negotiating with the Department of Public Works and Highways (DPWH) and Philippine Guarantee Corporation (PhilGuarantee), which are among the government agencies involved in the management and disposition of the relocation project. Through a series of formal communications, follow-up requests, and meetings, the Association has consistently appealed for the completion of the necessary documentation and processes that will facilitate the official turnover of the roads and common areas to the Local Government Unit.
Recent communications from both DPWH and PhilGuarantee indicate that coordination between the concerned agencies is ongoing. PhilGuarantee has likewise informed the Association that its Recovery Management Department has completed the identification of road lots, alleys, and open spaces, while the conduct of actual site verification and documentation remains part of the continuing process. These developments are important steps toward the eventual transfer of the infrastructure assets to the appropriate government agency.
The NHVHOA remains committed to protecting the interests of all homeowners by persistently following up with the concerned national government agencies until the turnover process is completed. We firmly believe that once the roads are officially transferred to the Local Government Unit, the Municipality of Norzagaray will be in a better legal position to implement permanent infrastructure improvements, including the repair, concreting, or asphalt overlay of the NHV Main Road through government funding.
While the process requires compliance with legal and administrative requirements beyond the authority of the Homeowners Association, we assure all residents that this matter remains one of the Association's highest priorities. We respectfully ask for the continued understanding, patience, and support of the community as we work closely with DPWH, PhilGuarantee, and the Local Government Unit toward achieving a lasting solution for the benefit of all North Hills Village residents.
