ICYMI:
The Biliran Province State University – School of Engineering (BiPSU-SOE) recently held a Batas Pambansa 344 Awareness Seminar and Accessibility Engineering Audit at Lucsoon Elementary School, Naval, Biliran last February 4, 2026.

Faculty members Engr. Bryan C. Bernil, Engr. Edu S. Espina, and Engr. Paciencia J. Polinar served as coordinator and resource persons, sharing their expertise on inclusive and accessible engineering practices.

This initiative was made possible through a collaboration between BiPSU-SOE and NORFIL Foundation Inc., a non-government organization dedicated to enabling communities for inclusion programs for children and youth with disabilities.

The seminar gathered a diverse group of participants, including representatives from LGU-Naval, PDAO, BHWs, Brgy. Lucsoon council members, teachers, and studentsβ€”all united in promoting accessibility and inclusion.

The engineering students conducted a laboratory activity on the Load Characteristics Simulation of a Synchronous Machine using SCADA and MATLAB to analyze its performance under varying load conditions. The experiment aimed to evaluate key parameters such as terminal voltage, armature current, power factor, excitation response, voltage regulation, and efficiency.

MATLAB was utilized to model and simulate the steady-state behavior of the synchronous machine, allowing students to observe the relationship between load variations and machine performance, while SCADA was employed for real-time monitoring and data acquisition of system variables.

The activity emphasized the role of synchronous machines in voltage control and reactive power management within power systems.

By integrating simulation, supervision, and analytical interpretation of results, the laboratory strengthened the students’ understanding of electrical machine principles and enhanced their technical proficiency in using industry-relevant engineering tools.

The School of Engineering successfully conducted an Accessibility Audit of Essential Facilities at Baganito Elementary School in line with Batas Pambansa Blg. 344 (Accessibility Law) on February 11, 2026. This activity aims to assess and promote the development of barrier-free facilities, ensuring that school infrastructures are safe, inclusive, and accessible for persons with disabilities and individuals with mobility challenges.

The activity was conducted in partnership with School of Engineering Faculty, Engr. Paciencia Polinar, Engr. Bryan Bernil, Engr. Edu Espina, the Local Government Unit (LGU) of Kawayan, and the Faculty and Staff of Baganito Elementary School, together with NORFIL Foundation, Inc. β€” a non-government organization committed to promoting child welfare and strengthening family and community support systems, particularly for vulnerable and disadvantaged children.

Through this collaborative effort, the team evaluated existing school facilities and provided recommendations that support inclusive education and safer learning environments for all students.

successfully conducted a general cleaning activity in the rooms and facilities of the School of Engineering on January 4, 2026.

This initiative aimed to ensure a clean, organized, and conducive learning environment for students and faculty as the new academic term begins. ICYMI: SUCCESSFUL COMMUNITY EMPOWERMENT AT BRGY. JULITA!

The School of Engineering (SOE) successfully conducted a two-day Integrated Community Extension Services Program (ICESP) at the Brgy. Julita, Biliran, Biliran. These back-to-back training sessions were designed to bridge the technical knowledge gap and build a more resilient community.

πŸ—οΈDay 1: Structural Integrity & Building Permit 101
Held on December 3, 2025, this session transformed Barangay Officials into first-line safety inspectors.
β€’ Safety First: Officials learned to identify structural "Red Flags" like undersized columns and weak concrete mixes.
β€’ Permit Literacy: Training focused on the essential steps and documentation for issuing Barangay Building Clearances.
β€’ Practical Learning: The team conducted a field walkthrough for a hands-on structural audit of local infrastructure.

⚑Day 2: Climate Change Adaptation on Energy Consumption
On December 4, 2025, the focus shifted to sustainability and reducing household costs.
β€’ Solar Solutions: Participants received hands-on training on the installation and maintenance of Off-Grid Solar PV Systems.
β€’ Energy Savings: The community was taught how to perform energy-efficient audits to lower monthly electricity bills.
β€’ Environmental Impact: Discussions included carbon footprint calculation and the proper disposal of e-waste and batteries.

β€’ Practical Tools: The program resulted in the creation and adoption of Barangay Structural Safety and Energy Consumption Audit Checklists.
