Eight awards. One outstanding performance.
Biliran Province State University emerged as the most-awarded State University and College in Eastern Visayas during the DBM Region VIII FY 2026 Mid-Year Performance Dialogue held on August 19 at the DBM Regional Office VIII in Tacloban City.
During the event, Ms. Jesica Myka B. Quijano, Acting Director of the Office for Strategy Management, presented BiPSU’s accomplishments and performance, highlighting the University’s strong financial stewardship, efficient resource utilization, achievement of physical targets, and timely reportorial compliance.
BiPSU received eight recognitions, including:
• 1st Place – FY 2025 Obligations Budget Utilization Rate, at 99.98%
• 2nd Place – FY 2025 Disbursements Budget Utilization Rate, at 97.27%
• 1st Place – Five-Year Average Income Utilization Rate for FY 2021–2025, at 80.44%
• Highest FY 2025 Income Utilization Rate, at 90.40%
• FY 2025 Income Collection Award, for attaining 123.25% of the target
• FY 2025 Physical Performance Achiever, for accomplishing 100% of the indicators under the General Appropriations Act
• FY 2026 First- and Second-Quarter Reportorial Compliance Recognition, for the complete and timely submission of all 24 required Budget and Financial Accountability Reports
• Special Recognition for the FY 2025 Agency Performance Review, for earning a perfect overall score of 5.00
Ms. Quijano was joined by Atty. Pahmi Hadji S. Ampaso, Chief Administrative Officer for Finance, and Dr. Sheila Day A. Gabuya, Supervising Administrative Officer for Finance.
These recognitions reflect BiPSU’s continuing commitment to accountable governance, responsible public fund management, and excellent service to its stakeholders.
