Filipino seafarers must undergo Updating Training on Basic TrainingโPersonal Safety and Social Responsibilities (BT-PSSR) or Revised Basic Training (BT)
INDUSTRY LOOKOUT: MANILA โ Starting January 1, 2026, all Filipino seafarers must undergo Updating Training on Basic TrainingโPersonal Safety and Social Responsibilities (BT-PSSR) or Revised Basic Training (BT), as ordered by the Maritime Industry Authority (MARINA) in compliance with new global maritime standards against bullying, harassment, and sexual assault aboard ships.
The directive enforces the International Maritime Organization (IMO) Resolution MSC.560(108), which amended the Standards of Training, Certification and Watchkeeping (STCW) Code, specifically Table A-VI/1-4, in May 2024. The amendment requires all maritime administrations to integrate workplace safety, inclusion, and conduct awareness into seafarer training, thereby strengthening protection and professionalism across the global fleet.
Through MARINA Advisory No. 2025-40, the Philippines aligns with these international standards to maintain compliance and ensure Filipino seafarers remain globally competitive. Addressing concerns raised by seafarers on social media, the agency clarified that the BT-PSSR is part of the refresher training within Basic Training and is not a new, standalone course. It is required for seafarers renewing or holding expiring Certificates of Proficiency (COP) in BT, while those with expired or new applications must complete the Revised Basic Training.
Administrator Sonia B. Malaluan signed the directive, showing the countryโs commitment to safety, dignity, and accountability at sea. This ensures Filipino seafarers keep meeting global standards for competence and conduct.
