The Office of Legal Affairs (OLA) of the Bicol State College of Applied Sciences and Technology took part in the ISO Awareness and Orientation Seminar - Educational Organization Management System (EOMS) ISO 21001:2015 on March 10, 2026, held at Lotus Blu Hotel.

Representing the OLA were Atty. Darcy Bertulfo E. de Lima, Attorney IV, and Ms. Sarah Jovilyn A. Cardiel, Legal Assistant Il, who joined the activity to strengthen the office’s understanding of quality management systems applicable to higher education institutions.

The seminar was facilitated by ISO Consultant Helen A. Evalle, who discussed the fundamentals and key requirements of ISO 21001:2025, particularly its framework for establishing, implementing, and improving an Educational Organization Management System (EOMS). During the session, the consultant also provided insights on the processes and documentation necessary for institutional alignment with ISO standards.

With initiatives like this, the OLA remains committed to advancing quality standards and supporting the College’s pursuit of excellence.

On February 20, 2026, the BISCAST Human Resource Management and Development Office (HRMDO) spearheaded the Onboarding and Reorientation Program for newly engaged and returning Contract of Service (COS) support personnel and Part-Time Instructors (PTI). The Office of Legal Affairs was invited to provide guidance on essential legal matters relevant to their roles.

During the session, Ms. Sarah Jovilyn A. Cardiel, Legal Assistant II, highlighted key contract provisions, as well as workplace policies under 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 𝟳𝟴𝟳𝟳 (𝗔𝗻𝘁𝗶-𝗦𝗲𝘅𝘂𝗮𝗹 𝗛𝗮𝗿𝗮𝘀𝘀𝗺𝗲𝗻𝘁 𝗔𝗰𝘁 𝗼𝗳 𝟭𝟵𝟵𝟱) and 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 𝟭𝟭𝟯𝟭𝟯(𝗦𝗮𝗳𝗲 𝗦𝗽𝗮𝗰𝗲𝘀 𝗔𝗰𝘁 𝗼𝗿 𝗕𝗮𝘄𝗮𝗹 𝗕𝗮𝘀𝘁𝗼𝘀 𝗟𝗮𝘄), reinforcing the College’s commitment to a safe and respectful working environment. Prado, Legal Assistant III, discussed the salient features of 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝟭𝟬𝟭𝟳𝟯 (𝗗𝗮𝘁𝗮 𝗣𝗿𝗶𝘃𝗮𝗰𝘆 𝗔𝗰𝘁 𝗼𝗳 𝟮𝟬𝟭𝟮), emphasizing the importance of safeguarding personal information in accordance with legal requirements.

The Legal Affairs team’s participation underscored the College’s dedication to equipping its personnel not only with operational knowledge but also with a clear understanding of their legal rights and responsibilities.

The (SC) has ruled that a teacher may be held liable to pay damages for harm caused by a student under their supervision if they did not exercise due diligence in preventing the incident.

In a Decision written by Associate Justice Ramon Paul L. Hernando, the SC’s First Division upheld the liability of Gil Apolinario (Apolinario), the principal of Brgy. Palale Elementary School in Sta. Margarita, Samar, for damages arising from the death of Francisco De Los Santos (De Los Santos).

The incident involved a 15-year-old student who, under Apolinario’s instruction, cut down a banana plant near the school and on the side of a highway. The plant fell and struck De Los Santos, who was passing by on a motorcycle, leading to his death. De Los Santos’ family then filed a complaint for damages against Apolinario.

Ruling that Apolinario, as the teacher-in-charge, is vicariously liable for damages, the SC held that teachers and school heads are responsible for students’ actions while under their supervision. Even outside school hours, educators must exercise due diligence when assigning tasks to students.

Ordering Apolinario to pay De Los Santos’ heirs PHP 355,000 in damages and litigation expenses, the SC
said that under the Civil Code, a person who causes harm to another due to fault or negligence must pay for the damage done.

This obligation also applies, following the principle of vicarious liability, to teachers-in-charge and school heads who are primarily responsible for their students’ actions while under their supervision unless they can show that they took proper precautions.
