On behalf of the BISCAST student body, we express our warmest gratitude to Atty. Shafira S.J. Quincose as she completes her service as Board Secretary.

We will always remember her hard work, open doors, and kindness toward the students—most notably her student-friendly notarizations that saved so many of us time and effort. Her dedication went beyond her job description, leaving a lasting impact on our campus.

𝗔𝗗𝗩𝗜𝗦𝗢𝗥𝗬 | 𝗪𝗢𝗥𝗞 𝗔𝗥𝗥𝗔𝗡𝗚𝗘𝗠𝗘𝗡𝗧 𝗢𝗡 𝗦𝗘𝗣𝗧𝗘𝗠𝗕𝗘𝗥 𝟮𝟴, 𝟮𝟬𝟮𝟲 𝗜𝗡 𝗢𝗕𝗦𝗘𝗥𝗩𝗔𝗡𝗖𝗘 𝗢𝗙 𝗧𝗛𝗘 𝟯𝟰𝗧𝗛 𝗡𝗔𝗧𝗜𝗢𝗡𝗔𝗟 𝗙𝗔𝗠𝗜𝗟𝗬 𝗪𝗘𝗘𝗞

In reference to Memorandum Circular No. 136, s. 2026, entitled "Suspension of Work in All Agencies and Instrumentalities of the National Government, including Goverment-Owned or -Controlled Corporations and State Universities and Colleges, on 28 September 2026 Starting 1:00 in the Aftemoon, relative to the 'Kainang Pamilya Mahalaga Day,' in the observance of the 34th National Family Week," work in all government agencies, including State Universities and Colleges, shall be suspended beginning 1:00 P.M. on Monday, September 28, 2026

In view thereof, and considering the limited work period in the morning, transportation expenses, commuting difficulties, possible traffic congestion, and the inconvenience and additional hassle of travelling to and from the campus for only a half-day of onsite work, the following work arrangement shall be observed by the BISCAST community:

1. Work from Home - 𝗠𝗼𝗿𝗻𝗶𝗻𝗴 𝗼𝗳 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿 𝟮𝟴, 𝟮𝟬𝟮𝟲
All BISCAST personnel shall observe a Work-from-Home (WFH) arrangement during the morning of Monday, September 28, 2026, and shall remain available during official working hours to perform their respective duties and responsibilities.

2. Suspension of Work - 𝟭:𝟬𝟬 𝗣.𝗠. 𝗼𝗻𝘄𝗮𝗿𝗱𝘀
Work in BISCAST shall be suspended beginning 1:00 P.M. on Monday, September 28, 2026, in accordance with Memorandum Circular No. 136, s. 2026.

The BISCAST community is encouraged to take this opportunity to spend meaningful time with their families in observance of the "Kainang Pamilya Mahalaga Day" and the 34th National Family Week.

In view of the declared holidays earlier in September 2026, the 𝗠𝗶𝗱𝘁𝗲𝗿𝗺 𝗘𝘅𝗮𝗺𝗶𝗻𝗮𝘁𝗶𝗼𝗻 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗙𝗶𝗿𝘀𝘁 𝗦𝗲𝗺𝗲𝘀𝘁𝗲𝗿, 𝗔𝗬 𝟮𝟬𝟮𝟲-𝟮𝟬𝟮𝟳 originally scheduled for 𝗢𝗰𝘁𝗼𝗯𝗲𝗿 𝟱-𝟭𝟭, 𝟮𝟬𝟮𝟲, is hereby rescheduled to 𝗢𝗰𝘁𝗼𝗯𝗲𝗿 𝟮𝟲-𝟯𝟭, 𝟮𝟬𝟮𝟲.

This adjustment also supports the BISCAST student athletes participating in the upcoming State Colleges and Universities Athletic Association (SCUAA) 2026, scheduled for October 12-17, and provides sufficient time for faculty members to complete coverage of all topics and lessons included in the Midterm Examination.

All concerned are hereby requested to ensure that the revised examination schedule is properly communicated to all students and to make the necessary adjustments to their respective classes and instructional activities accordingly.

𝗔𝗗𝗩𝗜𝗦𝗢𝗥𝗬 | 𝗗𝗘𝗡𝗚𝗨𝗘 𝗣𝗥𝗘𝗩𝗘𝗡𝗧𝗜𝗢𝗡 𝗔𝗡𝗗 𝗛𝗘𝗔𝗟𝗧𝗛 𝗣𝗥𝗘𝗖𝗔𝗨𝗧𝗜𝗢𝗡𝗔𝗥𝗬 𝗠𝗘𝗔𝗦𝗨𝗥𝗘𝗦 (𝗢𝗙𝗙𝗜𝗖𝗘 𝗠𝗘𝗠𝗢𝗥𝗔𝗡𝗗𝗨𝗠 𝗩𝗣𝗔𝗔 𝗡𝗢. 𝟮𝟬𝟮𝟲-𝟬𝟲𝟴)

As we return to our classrooms, offices, and other learning spaces after the six-day break, everyone is reminded to remain vigilant and take the necessary precautions to protect ourselves and our BISCAST community from dengue.

In observance of Dengue Prevention Month, all faculty members and students are encouraged to practice the following healthy habits and preventive measures:

1. Use mosquito/insect repellent lotion whenever possible, especially when staying outdoors or in areas where mosquitoes may be present.

2. Get enough sleep and maintain a healthy lifestyle to support overall health and strengthen the body's immune defenses.

3. Eat nutritious and balanced meals and take appropriate vitamins when needed to help maintain good health.

4. Inspect and clean classrooms, offices, and surrounding areas upon our return. Remove stagnant water and other possible mosquito breeding sites, including containers, drains, plant pots, and other areas where water may accumulate.

5. Maintain cleanliness and proper waste disposal in all school premises and immediately report areas that may become potential mosquito-breeding grounds.

6. Be alert for possible symptoms of dengue. Anyone experiencing symptoms such as sudden fever, severe headache, body or joint pains, nausea, vomiting, rash, or unusual bleeding should immediately consult the School Physician or the nearest health facility/hospital. Do not self-medicate or delay seeking medical attention.

7. Considering the current shortage of insect-repellent products, everyone is encouraged to maximize other preventive measures, particularly wearing appropriate protective clothing and keeping our surroundings clean and free from stagnant water.

Let us keep BISCAST a safe, healthy, and dengue-free institution.

On this Solemnity of Our Lady of Peñafrancia, we gather our prayers, hopes, and thanksgiving at the feet of our beloved Ina. May her motherly love and protection embrace Bicol and all who call upon her.

The BISCAST-Supreme Student Council wishes you a very Happy Birthday. Our council would not survive half of what we do without you steering the ship. #𝗟𝗢𝗢𝗞 | Headed by the Supreme Student Council (SSC), student organizations from the Bicol State College of Applied Sciences and Technology (BISCAST) proudly marched from Panganiban Drive to Plaza Quezon during the Civic Parade yesterday, September 17.

Undeterred by the scorching heat, the BISCAST contingents brought vibrant energy to the Peñafrancia Festival 2026, showcasing their unique organizational identities through creative attire, eye-catching banners, and spirited props.

In line with BISCAST's participation in the Penafrancia festivities, please be informed that classes shall be conducted through online/asynchronous mode of instruction on 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿 𝟭𝟱, 𝟮𝟬𝟮𝟲 (𝗧𝘂𝗲𝘀𝗱𝗮𝘆) to allow the Majorettes, Reserve Officers' Training Corps (ROTC), BISCAST Band, and Voyadores to conduct their final rehearsals in preparation for their participation in the said festivities. Students' Pavilion shall be reserved for the final blocking and rehearsals of the participating contingents during the said period.

All faculty members shall report onsite as scheduled and ensure the continuity of instruction by providing appropriate learing activities, instructional materials, and necessary instructions to their students during the said period.

This arrangement is being implemented as the conduct of the final rehearsals may affect the regular conduct of classes and the use of campus facilities.
