PASAY CITY โ€” The Bicol State College of Applied Sciences and Technology (BISCAST), represented by Vice President for Administration and Finance Mr. Abbas F. Villalon, joined the Commission on Higher Educationโ€™s Strategic Partnerships Convergence on June 10, 2026, at the Philippine International Convention Center in Pasay City.

Centered around the theme โ€œACHIEVE-ing Knowledge Economy for a Future-Ready Bagong Pilipinas,โ€ the event gathered agency, academe, and industry partners in celebration of CHED's 32nd Founding Anniversary and the 6th National Higher Education Day.

CHED Chairperson Dr. Shirley C. Agrupis delivered the State of Higher Education Address, presenting the Commission's accomplishments and outlining future strategic direction for Philippine higher education.

Program highlights included Project PAG-IBIG, the unveiling of the Higher Education Development Fund Coffee Table Book, and the introduction of the Technology Business Incubation: AUN SDG-Based Priority Program, alongside the CHED ACHIEVE Reform Agenda 2030.

The event also facilitated ceremonial signings to formalize partnerships and scholarship initiatives, as well as guidelines for the release of funds to address gaps in Free Higher Education for State Universities and Colleges (SUCs).

BISCASTโ€™s participation reflects its continuing support for CHEDโ€™s reform agenda and its commitment to advancing accessible, inclusive, and innovation-driven higher education in the nation.

A significant milestone for innovation and technology development was marked during the Metals and Engineering Industry Forum 2026 as the Metals Industry Research and Development Center celebrated its 60th Anniversary and formally conducted the awarding and handover ceremony of Metals and Engineering Innovation Centers (MEICs) to ten State Universities and Colleges (SUCs) across the country on June 19, 2026, at Acacia Hotel Manila.

The event gathered industry leaders, government agencies, and academic institutions to strengthen collaboration in advancing the Philippine metals and engineering sector through innovation, technology transfer, and capability building. Representing BISCAST were SUC President II Prof. Charlie P. Nacario, PhD, Engr. Dominic P. Bolima of SFIO/ManFabLab, Engr. Joselito A. Ruadil and Engr. Mark Allen O. Estipona of MEIC, together with Patrocinio N. Felizmenio and Engr. Mary Therese T. Basco of DOST PSTO - Camarines Sur.

The handover of MEICs to the 10 SUCs symbolizes a strengthened commitment to regional innovation, research and development, and the enhancement of local manufacturing capabilities, empowering higher education institutions to serve as catalysts for technological advancement and industry growth in their respective regions.

Balancing career, academics, and family shouldn't be a solo battle.

Today, the Bicol State College of Applied Sciences and Technology proudly joins the nationwide childcare community initiative pioneered by Romblon State University.

This initiative is purposefully designed to uplift working parents, support student-parents, and give our children the safe, nurturing spaces they deserve right within our communities.

During the simultaneous launching, BISCAST, led by SUC President Prof. Charlie P. Nacario, PhD. alongside with VPAF Mr. Abbas F. Villalon, VPAA Dr. Apolonia C. Sebello, Student Development Services Director Dr. Jonathan S. Dela Cruz, and GAD Focal Person Ms. Faye Sharon N. Almendral, presented the future Family Empowerment Facilityโ€”a dedicated space where programs that nurture, support, and strengthen families will soon take root.

The Bicol State College of Applied Sciences and Technology (BISCAST) concluded its two-day 53rd Commencement Exercises on May 29, 2026, formally sending off the final batch of the Class of 2026 at the Student Pavilion.

The closing ceremony honored graduates from the College of Engineering, College of Architecture and Design, and College of Trades and Technology, whose aspirations were built through years of study, training, and discipline.

Serving as commencement speaker was Ar. Alvin A. Avanceรฑa, Senior Building Consultant at Napier & Blakeley in Sydney, Australia, and a proud alumnus of the pioneering 2001 Bachelor of Science in Architecture batch of BISCAST, then known as the Bicol College of Arts and Trades.

Reflecting on his journey from humble beginnings to international professional practice, Ar. Avanceรฑa encouraged graduates to remain anchored in the values they learned at BISCAST and to embrace their responsibilities to themselves, others, and God.

Further recounting his experiences as a missionary and professional, he shared how faith and adherence to principles guided his journey, reminding graduates to trust in God's promises while preparing diligently for their goals.

โ€œIsa lang ang di kayang gawin ng Diyos, ang magsinungaling. Mangyayari at mangyayari iyong pangako Niya,โ€ he said.

He also encouraged the Class of 2026 to remain resilient in the face of setbacks and uncertainty.

โ€œAfter your graduation, you will face many challenges ... frustrations โ€ฆ [and] rejections. Remember, kapag may rejection, there's always something na nakalaan sa iyo.โ€

Delivering the valedictory address was Cherrylene R. Peรฑa, Bachelor of Science in Mechanical Engineering graduate and Magna Cum Laude.

In her speech, Peรฑa spoke candidly about the challenges she faced and how she persevered in pursuit of her dreams, sharing her inspiring journey from a 4Ps beneficiary to a DOST scholar.

Drawing from the metaphor of a mosaic, Peรฑa encouraged her fellow graduates to embrace the imperfections and struggles that shaped their journey, and to cherish the faith and support of the people who helped them through.

โ€œAs we step forward, may we never forget that the beauty of our journey lies not in perfection, but in the fragments that came together to make us whole,โ€ she said.

During the ceremony, special recognition was also accorded to Hon. Recy Angely SA. Balauro, Supreme Student Council President and Student Trustee, in recognition of her exemplary service and contributions as the student representative to the BISCAST Governing Board during Academic Year 2025-2026.

In the presence of proud family, friends, faculty, support staff, College Deans, College Officials, and members of the BISCAST Board of Trustees, SUC President II Prof. Charlie P. Nacario, PhD led the conferment of degrees and academic titles, officially ushering the graduates into the next chapter of their lives.

With the close of its two-day 53rd Commencement Exercises, BISCAST celebrated the graduation of more than a thousand members of the Class of 2026, carrying with them the knowledge, values, and ASTean spirit cultivated throughout their years in the College.

The first batch of the BISCAST Class of 2026 officially crossed the commencement stage on May 28, 2026, at the Student Pavilion, as the Bicol State College of Applied Sciences and Technology opened its two-day 53rd Commencement Exercises.

Years of hard work and sacrifice culminated as graduates from the Graduate School, College of Education, College of Business and Entrepreneurship, and College of Science were honored during the opening rites held under the theme, โ€œClass of 2026: Values-Driven Workforce, Digitally Inclined Lifelong Learners.โ€

Delivering the commencement address was Atty. Marizza P. Pila-Enriquez, Assistant Provincial Prosecutor of the Office of the Provincial Prosecutor of Camarines Sur, and a BISCAST (then Bicol College of Arts and Trades) alumna from the Bachelor of Secondary Education major in Technology and Livelihood Education, Batch 2003.

Addressing the graduates, Atty. Pila-Enriquez spoke on the realities of entering a rapidly evolving, technology-driven workforce, urging the Class of 2026 to remain adaptable, practical, and teachable.

โ€œSkills are your currency, but they have an expiration date. In a digital world, you must constantly level up and upgrade what you know to stay relevant,โ€ she said.

She further emphasized that although there is no exact โ€œformula to a bright future,โ€ one can be earned by building one's intelligence and competencies while always carrying oneself with kindness, integrity, and character.

โ€œThe world out there is loud, fast, and digital, but as long as you stay true to your values, keep an eager mind, and protect your peace, you will be unstoppable,โ€ she added.

Meanwhile, Class Valedictorian Ric A. Reyes, Bachelor of Secondary Education major in Science, Summa Cum Laude, reflected on the unseen struggles behind academic success and reminded fellow graduates that consistency and perseverance often matter more than talent alone.

โ€œSometimes, discipline matters more than talent. Sometimes, the people who succeed are simply the people who keep showing up, even when things become difficult,โ€ Reyes said.

He concluded his address with a message of hope for graduates carrying silent battles of their own: โ€œSo to everyone here who feels pressured, lost, afraid, or uncertain about the futureโ€ฆ padagos lang.โ€

Witnessed by families, faculty members, support personnel, College Deans, and administrators, SUC President II Prof. Charlie P. Nacario, PhD, formally conferred the degrees and titles upon the graduates and encouraged them to continue carrying the BISCAST name with pride.

โ€œMay the Salihoy remind you that wherever you go, you carry with you the honor of BISCAST and the responsibility to serve with excellence and integrity,โ€ President Nacario said.

More than a celebration of scholastic achievement, the opening day of the 53rd Commencement Exercises marked another milestone in BISCASTโ€™s continuing mission to shape professionals who are ready not only for industry, but for meaningful service to society.
