The Legal Education Board (LEB) joins the nation in observing the Law Day, pursuant to the Presidential Proclamation No. 1477, s. 1975, declaring the September 19 of every year as Law Day. The Board also reaffirms its commitment to advancing quality legal education and professional formation in the Philippines.

Guided by its mandate under Republic Act No. 7662, the LEB works to strengthen legal education institutions, promote quality standards, and support the development of competent, ethical, and socially responsive future members of the legal profession.

As we commemorate this occasion, the LEB recognizes the vital role of legal education in strengthening the rule of law and preparing future lawyers to serve justice and the Filipino people.

[IN PHOTOS] The Legal Education Board (LEB) successfully conducted the Advancing Regional Initiatives and Synergy in Legal Education (ARISE) - South Luzon on September 14, 2026, hosted by the University of Nueva Caceres, bringing together representatives of legal education institutions for a meaningful exchange on regional concerns, institutional experiences, and emerging priorities in legal education.

The dialogue provided an avenue for stakeholders to share perspectives, identify common challenges, exchange institutional practices, and put forward recommendations relevant to the development of legal education in the region.

The initiative was carried out under the oversight of Commissioner Voltaire G. San Pedro, Regular Member Representing the Philippine Association of Law Schools and Cluster Oversight for South Luzon, with Project Management and Planning Division serving as secretariat.

Insights and recommendations gathered during the dialogue will serve as valuable inputs in the Board’s continuing efforts to develop responsive policies, programs, and developmental interventions for legal education institutions.

On September 15, 2026, Supreme Court (SC) Associate Justice Jose Midas P. Marquez was awarded the University of Nueva Caceres’ (UNC) highest academic distinction, becoming the first recipient of the degree of Doctor of Laws, Honoris Causa, conferred by Southern Luzon’s oldest and first university since its establishment in 1948.

Justice Marquez was cited for his contribution to the administration of justice and his long and distinguished career in the Judiciary, with UNC School of Law Dean Antonio C. Rivero underscoring the Associate Justice’s remarkable ascent from an SC law clerk to his eventual appointment as a Member of the High Court.

It is a value that Justice Marquez has carried throughout his 35 years—and counting—of service in the Court, beginning with his early days as an intern and later as a law clerk of several SC Justices, until he became the chief of staff of then Chief Justice Reynato S. Puno. As chief of staff, he concurrently served as Assistant Court Administrator, Chief of the Public Information Office, and Spokesperson of the Court. He later served briefly as Deputy Court Administrator before being appointed Court Administrator in 2010. In 2021, he was appointed the 192nd Associate Justice of the SC.

In his message, Justice Marquez likewise underscored the importance of maintaining a progressive perspective, a vision shared by the Members of the Court under the leadership of Chief Justice Alexander G. Gesmundo. Justice Marquez said this outlook guided the adoption of the Strategic Plan for Judicial Innovations 2022-2027 (SPJI) and the institutionalization of reforms and innovations across the Judiciary.

As UNC welcomed Justice Marquez into its alumni community, his message to the university’s future lawyers returned to the purpose that lies at the heart of the legal profession: service beyond oneself. He left the students with one final reminder:
“Remember that you became a lawyer not only for yourself, but for others; not for the sake of present comfort, but because you are willing to fight for a brighter, more just future.”

ADVANCING REGIONAL INITIATIVES AND SYNERGY IN LEGAL EDUCATION (ARISE) – SOUTH LUZON

The University of Nueva Caceres proudly welcomed legal education institutions and key stakeholders in the conduct of Advancing Regional Initiatives and Synergy in Legal Education (ARISE) – South Luzon, conducted by the Legal Education Board (LEB) on September 14, 2026, in the Bicol Region.

The regional consultation brought together members of the legal education community to foster institutional collaboration, meaningful dialogue, and knowledge sharing, strengthening collective efforts to advance legal education in the region.

Through ARISE, the University of Nueva Caceres supported a meaningful platform for dialogue and collaboration, contributing to the shared pursuit of excellence, innovation, and continued development in legal education.
