As we observe Rule of Law Month, may we be reminded that the law is not merely a set of rules—it is a foundation for justice, accountability, equality, and responsible citizenship. May we never forget that "𝗝𝘂𝘀𝘁𝗶𝗰𝗲 𝗯𝗲𝗴𝗶𝗻𝘀 𝘄𝗵𝗲𝗿𝗲 𝘁𝗵𝗲 𝗹𝗮𝘄 𝗶𝘀 𝗿𝗲𝘀𝗽𝗲𝗰𝘁𝗲𝗱, 𝗮𝗻𝗱 𝗳𝗿𝗲𝗲𝗱𝗼𝗺 𝗲𝗻𝗱𝘂𝗿𝗲𝘀 𝘄𝗵𝗲𝗿𝗲 𝗷𝘂𝘀𝘁𝗶𝗰𝗲 𝗽𝗿𝗲𝘃𝗮𝗶𝗹𝘀.” Respect for the rule of law begins with understanding our rights and responsibilities and recognizing that no one should be above the law.

Sariwa pa rin ang sugat at namamaga pa rin ang puso ng mga Pilipino sa nakaraang hindi mahilom-hilom ng kahit anong lunas. Ilang taon na ang lumipas, ngunit hanggang ngayon, nakaukit pa rin sa kasaysayan ng bansang Pilipinas ang pilat na hindi na mabubura pa. Sa bisa ng 𝐏𝐫𝐨𝐤𝐥𝐚𝐦𝐚𝐬𝐲𝐨𝐧 𝐁𝐥𝐠. 1081 na pinirmahan ni dating pangulong Ferdinand Marcos Sr., sumailalim ang Pilipinas sa pamumunong militar noong 𝐢𝐤𝐚-21 𝐧𝐠 𝐒𝐞𝐭𝐲𝐞𝐦𝐛𝐫𝐞 1972 na naging simula at tanda sa masaklap na kasaysayan ng bansa.

Sa bawat katarungang nalulustay at patuloy na pagsasawalang-bahala sa karapatang pantao, mas lalong lumalakas ang puwersa ng mga mamamayang napagkaitan ng kalayaan noon. Ang pagkalimot sa nakaraan ay pagkalimot sa hustisiyang nilapastangan; ang pagkalimot sa nakaraan ay pagkalimot sa dignidad na inapakan. Sa ika-54 na paggunita ng Martial Law, ating alalahanin ang mga matang nabulag, taong napipi, at pangarap na nadurog dahil sa maling pamamalakad. Sabay-sabay nating alalahanin ang hirap na naranasan dahil lamang sa kasakiman.

Huwag makalimot; huwag kalimutan. Patuloy na 𝐭𝐮𝐦𝐢𝐧𝐝𝐢𝐠, 𝐛𝐮𝐦𝐨𝐬𝐞𝐬, at 𝐥𝐮𝐦𝐚𝐛𝐚𝐧 para sa mas maginhawa at malayang bansa. 𝐍𝐞𝐯𝐞𝐫 𝐚𝐠𝐚𝐢𝐧, 𝐍𝐞𝐯𝐞𝐫 𝐅𝐨𝐫𝐠𝐞𝐭 – panatilihing buhay ang mga alaalang dumurog sa mga pangarap ng milyong Pilipino at kinabukasan ng Pilipinas.

𝗧𝗢𝗪𝗔𝗥𝗗 𝗔 𝗦𝗧𝗥𝗢𝗡𝗚𝗘𝗥 𝗨𝗡𝗖𝗣𝗟𝗦: 𝗪𝗛𝗬 𝗖𝗢𝗡𝗖𝗢𝗠 𝟭 𝗠𝗔𝗧𝗧𝗘𝗥𝗦

What does it mean to future-proof an organization?

The UNC Pre-Law Society Constitution and By-Laws (CBL) provide the foundation upon which our Society has been built. But as UNCPLS continues to grow and evolve, so too must the rules and structures that govern it.

The experience of successive Chancelleries and generations of members has provided valuable insight into how the Society's provisions, structures, and systems operate in practice. There is now an opportunity to examine that experience, reflect on where the existing CBL may require greater clarity or development, and consider how its provisions can continue to serve UNCPLS in the years to come.

This is where the First Constitutional Commission, also known as ConCom 1, begins.

Through Advocacy Council Resolution No. 2026-01, the First Constitutional Commission is established as an independent and temporary deliberative body tasked with comprehensively reviewing the existing CBL, gathering input from the membership, and preparing proposed revisions.

The initiative comes in response to Executive Memorandum No. 2026-01, which called for a comprehensive review of the Society's governing rules in light of UNCPLS's continued institutional growth, organizational continuity, membership development, and evolving role within the University and the wider community.

But ConCom 1 is not simply about rewriting constitutional provisions. It is about understanding the organization we have built, examining how it functions in practice, and developing such provisions that are responsive to both our founding principles and the realities of a growing Society.

The ConCom 1 will also engage external organizational development experts to help inform its review of the Society's structures, processes, systems, and member development mechanisms.

Importantly, the work of ConCom 1 does not replace the authority of the General Assembly. The proposed changes will ultimately remain subject to the approval requirements established under Article XII of the existing CBL.

This is an opportunity to look closely at where UNCPLS stands today and thoughtfully consider what it needs for the generations that follow.

The lecture, delivered by 𝐇𝐨𝐧. 𝐌𝐚𝐫𝐯𝐢𝐜 𝐌.𝐕.𝐅. 𝐋𝐞𝐨𝐧𝐞𝐧, 𝐒𝐞𝐧𝐢𝐨𝐫 𝐀𝐬𝐬𝐨𝐜𝐢𝐚𝐭𝐞 𝐉𝐮𝐬𝐭𝐢𝐜𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐒𝐮𝐩𝐫𝐞𝐦𝐞 𝐂𝐨𝐮𝐫𝐭 𝐨𝐟 𝐭𝐡𝐞 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞𝐬, gave us clearer perspective on the growing role of artificial intelligence in the legal profession and the judiciary. More than discussing the capabilities and limitations of AI, the lecture reminded us of what technology cannot carry—the human values, judgment, responsibility, and compassion that give meaning to the practice of law.

We were also given valuable guidance on the essential skills needed to become a good lawyer, including 𝗵𝗼𝘄 𝘁𝗼 𝗿𝗲𝗮𝗱 𝗰𝗮𝘀𝗲𝘀 𝗺𝗼𝗿𝗲 𝗲𝗳𝗳𝗲𝗰𝘁𝗶𝘃𝗲𝗹𝘆 𝗮𝗻𝗱 𝗵𝗼𝘄 𝘁𝗼 𝘄𝗿𝗶𝘁𝗲 𝘄𝗶𝘁𝗵 𝗰𝗹𝗮𝗿𝗶𝘁𝘆, 𝗽𝗿𝗲𝗰𝗶𝘀𝗶𝗼𝗻, 𝗮𝗻𝗱 𝗽𝘂𝗿𝗽𝗼𝘀𝗲. These lessons reminded us that the law is not simply about memorizing provisions or arriving at answers; it is about understanding, reasoning, communicating, and ultimately serving people.

As aspiring lawyers, the discussion left us with an important reflection: 𝗔𝗜 𝗺𝗮𝘆 𝗯𝗲𝗰𝗼𝗺𝗲 𝗮 𝗽𝗼𝘄𝗲𝗿𝗳𝘂𝗹 𝗰𝗼𝗺𝗽𝗮𝗻𝗶𝗼𝗻 𝗶𝗻 𝘁𝗵𝗲 𝗽𝗿𝗮𝗰𝘁𝗶𝗰𝗲 𝗼𝗳 𝗹𝗮𝘄, 𝗯𝘂𝘁 𝗶𝘁 𝗰𝗮𝗻 𝗻𝗲𝘃𝗲𝗿 𝗿𝗲𝗽𝗹𝗮𝗰𝗲 𝘁𝗵𝗲 𝗹𝗮𝘄𝘆𝗲𝗿 𝘄𝗵𝗼 𝘁𝗵𝗶𝗻𝗸𝘀 𝗰𝗿𝗶𝘁𝗶𝗰𝗮𝗹𝗹𝘆, 𝗺𝗮𝗸𝗲𝘀 𝗲𝘁𝗵𝗶𝗰𝗮𝗹 𝗷𝘂𝗱𝗴𝗺𝗲𝗻𝘁𝘀, 𝘂𝗻𝗱𝗲𝗿𝘀𝘁𝗮𝗻𝗱𝘀 𝘁𝗵𝗲 𝗵𝘂𝗺𝗮𝗻 𝘀𝘁𝗼𝗿𝘆 𝗯𝗲𝗵𝗶𝗻𝗱 𝗲𝘃𝗲𝗿𝘆 𝗰𝗮𝘀𝗲, 𝗮𝗻𝗱 𝘀𝘁𝗮𝗻𝗱𝘀 𝗳𝗼𝗿 𝘁𝗵𝗼𝘀𝗲 𝘄𝗵𝗼 𝘀𝗲𝗲𝗸 𝗷𝘂𝘀𝘁𝗶𝗰𝗲. While AI can process information, it cannot carry the weight of responsibility that comes with wearing the symbol of the legal profession.

We are deeply grateful for the opportunity to learn from 𝑯𝒐𝒏. 𝑱𝒖𝒔𝒕𝒊𝒄𝒆 𝑳𝒆𝒐𝒏𝒆𝒏 and to be part of a meaningful conversation about the future of law. We were likewise honored by the presence of 𝐌𝐚𝐲𝐨𝐫 𝐋𝐞𝐧𝐢 𝐑𝐨𝐛𝐫𝐞𝐝𝐨, whose presence made the gathering even more meaningful.
