Mariners Canaman Strengthens Community Partnerships Through MOA/MOU Signing Ceremony

Following the pioneering launching of the School Community Projects, Mariners’ Polytechnic Colleges Foundation of Canaman (Mariners Canaman) further strengthened its commitment to meaningful community engagement through a Memorandum of Agreement (MOA) and Memorandum of Understanding (MOU) Signing Ceremony held on August 29, 2026, from 11:00 a.m. to 1:00 p.m. at the ICTC Hall.

The ceremony formalized partnerships between Mariners Canaman, community organizations, local government units, and civil society organizations in support of various community-based initiatives under the school’s Community and Extension Services.

A Memorandum of Agreement was signed between Mariners Canaman, represented by School President Dr. Marilissa Jimenez-Ampuan, and the Tabang Bikol Movement (TBM), represented by Chairperson Evita Jimenez-Tuazon. Serving as witnesses were TBM Board Member Ms. Rachel Esguerra and Vice President for Academic Affairs Armelfa M. Olea.

The school also entered into Memoranda of Understanding with partner Civil Society Organizations (CSOs), represented by their respective leaders:

- Canaman Young Leaders for Empowerment Organization – Mr. Mathew-Jule A. Naoe, President
- Gryphons Fire Volunteers and Rescue Camarines Sur – Mr. Manuel Amasa, Executive Director
- Eagle Scouts Association of Camarines Sur – Scouter Carlo Paul B. Ubaldo, Chairman
- Ilaw ng Kababaihan Guinaban, Ocampo – Mrs. Rechel Medrano, President
- Ilaw ng Kababaihan Canaman – Mrs. Mary Grace Brizuela, President

The partnerships are envisioned to provide a stronger framework for collaborative programs in community development, disaster preparedness and response, environmental protection, social empowerment, livelihood development, and other extension initiatives.

Meanwhile, several Memoranda of Agreement with partner barangays and organizations are awaiting the necessary resolutions prior to their formal signing. These include the Barangay Local Government Unit of Mangayawan, Canaman, represented by Chairperson Alma Basmayor; BLGU of Uson, Libmanan, represented by Chairman Roger C. Delos Santos; BLGU of New Caaluan, Tinambac, represented by Chairman Pedro Brazal; and the Solo Parents Association of Magarao, represented by President Ms. Mary Jane A. Aguirre.

The occasion was also graced by representatives from the offices of local chief executives, including Hon. Municipal Councilor Jane Geronimo of Tinambac and Municipal Administrator Reynaldo Rannin, Jr. of Magarao, signifying the continuing support of local government partners for the school's community engagement initiatives.

Serving as co-witnesses to the partnership agreements were Ms. Patria Boneo of the Research and Development Office and Sir Eric Lucena of the Community and Extension Services Office.

The ceremony was hosted by Sir Gil Domingo with Midn. Julian Zapanta and Midn. Jayvee Charles Odi, who guided the participants through the proceedings with the MaCoVo members facilitating the same.

The MOA/MOU signing marks another significant milestone for Mariners Canaman as it builds a broader network of partners committed to transforming education into meaningful community action. Through these strengthened partnerships, the institution continues to pursue its mission of developing competent, socially responsible, and community-oriented students while creating sustainable programs that respond to the needs of its partner communities.

Together with its community partners, Mariners Canaman continues to sail beyond the classroom—building stronger communities through partnership, service, and shared responsibility.

Mariners Volunteers Join Citywide Clean-Up Prelude to MaNa Mo 2026 and Peñafrancia Festivities

NAGA CITY — In a strong demonstration of environmental responsibility and community engagement, Mariners’ volunteers joined the citywide clean-up activity on August 29, 2026, spearheaded by the Naga City Environment and Natural Resources Office (ENRO) as part of the preparations for the upcoming Peñafrancia Festivities and a prelude to MaNa Mo 2026, the maritime and archipelagic remembrance activities observed every September under the leadership of the National Maritime Council.

The activity, held from 5:00 a.m. to 7:00 a.m., brought together stakeholders and volunteers committed to promoting environmental wellness and maintaining a clean and safe urban environment.

Mariners volunteers conducted their clean-up operation along the route from Rotunda–LandBank, extending to the area in front of Yashano Mall and toward Sagop Creek. Despite the early morning schedule, the volunteers actively worked together in collecting and properly consolidating solid wastes found along roadsides and waterways.

At the end of the activity, the Mariners team collected approximately 15 garbage bags and 12 sacks of solid waste. The collected materials consisted mostly of plastic wastes, cigarette butts, shop refuse, and various paper materials, reflecting the continuing need for responsible waste disposal and sustained community-based environmental initiatives.

The participation also highlighted the important role of student organizations in advancing environmental stewardship. Representing the student organizations were members of the Stewards’ Club of CSMC, Mariners’ First Response Team, Dragonboat Team, and Mariners' Community Volunteers Community Volunteers (MaCoVo).

Faculty and staff also actively supported the initiative, including CESO, Engr. Francis Oquendo, Sir Ronnie Zape, Mam Ara San Buenaventura, Sir Edwin San Buenaventura, Sir Mark Angelo Huit, Engr. Ruel Donio, Coach Jessie Asay, and Sir Rey Bajar. At the same route, the faculty and staff of mother school, Mariners' Polytechnic Colleges, Inc., participated the citywide environmental activity too.

The activity reinforces Mariners’ commitment to environmental wellness, volunteerism, disaster preparedness, and social responsibility, while strengthening collaboration with local government and community stakeholders.

More than a clean-up drive, the initiative served as a reminder that protecting the environment is a shared responsibility. Through the active participation of its students, faculty, and staff, Mariners continues to contribute to a cleaner, safer, and more resilient community—while honoring the maritime and archipelagic character of the Bicolano community.

As the city prepares for the Peñafrancia Festivities and the nation observes MaNa Mo 2026 this September, Mariners’ volunteers demonstrate that environmental stewardship begins with collective action—one clean street, one clean waterway, and one community at a time.

Mariners Canaman Launches Five School-Community Projects to Strengthen Community Resilience and Inclusive Development

CANAMAN, CAMARINES SUR — August 29, 2026 — Mariners’ Polytechnic Colleges Foundation of Canaman formally launched its five flagship school-community projects during a ceremony held at the ICTC Hall on August 29, 2026, strengthening its commitment to meaningful, sustained, and community-centered extension services.

The five projects—Project BARKO, Project ALAGAD, Project ELIZA, Project KURIT, and Project HEAL+S—were presented as collaborative platforms designed to address the diverse needs of partner communities through skills development, disaster preparedness, environmental protection, sports, financial literacy, and gender and inclusive development.

The projects were presented by 2/M Alex Aco (Maritime Programs), Sir Mark Angelo Huit (CSMC TVET), Ms. Cristy Aragon-Dacara (BSCA) , Ms. Neneth Madronero-Fabian (Senior High School), and Ms. Ann Daluro (PATHFIT), respectively.

The initiatives focus on the following key areas:

- Project ALAGAD – alternative livelihood and community economic opportunities;
- Project BARKO– disaster preparedness, response, and community resilience with environmental protection and sustainable community practices;
- Project KURIT– psycho-social activities for kids and art enthusiasts;
- Project HEAL+S– sports training, health wellness, and development; and
- Project ELIZA – financial literacy, logistics of business products, gender awareness, and inclusive community empowerment.

The launching brought together school leaders, faculty and staff, local government officials, community organizations, volunteers, students, and other stakeholders, highlighting the importance of a whole-of-community approach in addressing local challenges.

Among those who attended were Dr. Marilissa Jimenez-Ampuan, Chairperson Evita Jimenez-Tuazon, school officials, and representatives of the local government units and barangay local government units of Tinambac, Bombon, Magarao, Canaman, and Libmanan.

The ceremony also gathered representatives from various civil society organizations, including the Tabang Bikol Movement , Canaman Young Leaders for Empowerment Organization, Solo Parents of Magarao, GRYPHONS Bicol, Eagle Scouts of Camarines Sur, Ilaw ng Kababaihan of Canaman, and Ilaw ng Kababaehan of Guinaban, Ocampo. Members of the Mariners’ Community Volunteers and NSTP-CWTS trainees likewise participated in the event.

Beyond Partnerships on Paper

More than a ceremonial launching, the activity emphasized that community extension must translate partnerships into actual programs and tangible benefits for people.

One of the recurring messages during the ceremony was the spirit of volunteerism: “We are all volunteers.” Speakers emphasized that genuine community service does not always come with financial compensation. Instead, it is sustained by commitment, cooperation, and the desire to serve.

The speakers also underscored that continued partnership brings progress—a partnership that must go beyond documents, memoranda, and agreements and become visible through actual activities and results in the communities.

Financial considerations were also placed in proper perspective. In extension work, financial resources should not become the primary measure or motivation for service. The greater priority is the impact of programs and the ability of partners to work together to respond to community needs.

A symbolic moment during the ceremony involved the use of an egg as a representation of growth. Like an egg that develops into something greater when properly cared for, the five community projects are envisioned to grow through sustained cooperation among the school, government units, civil society organizations, volunteers, and community members.

From Commitment to Action

The launching marks another step in Mariners Canaman's continuing effort to strengthen its community engagement programs by connecting academic resources and student participation with actual community needs.

Through the five projects, the school seeks to create opportunities where students become active partners in community development, while local governments, civil society organizations, and community leaders contribute their experience, resources, and local knowledge.

The initiative also reinforces the principle that sustainable extension service is built not merely through one-time activities but through long-term relationships, shared responsibility, and continuing engagement.

As Project BARKO, ALAGAD, ELIZA, KURIT, and HEAL+S move from the launching stage toward implementation, Mariners Canaman and its partners look forward to transforming their shared commitments into concrete actions—helping communities become more resilient, productive, environmentally responsible, financially capable, healthy, and inclusive.

The August 29 launching therefore served not simply as the introduction of five projects, but as a renewed declaration that partnership is most meaningful when it moves from paper to practice, from plans to action, and from service to lasting community impact.
