The report calls for an "end to the global war", and for the "criminalisation, marginalisation and stigmatisation of people who use drugs but who do no harm to others". The Commission was a 19-person panel which issued an assessment in Mid - 2011 of the global war against drugs. Including former U.N. Secretary General Kofi Annan; Richard Branson, founder of the Virgin Group; four former presidents, including the commission's chairman, Fernando Henrique Cardoso of Brazil; George P.
