TUTULAN ANG PAX SILICA! Lupa at soberanya, hindi huwad na pag-unlad at kontra-mamamayang teknolohiya! Tunay na reporma sa lupa at pambansang industriyalisasyon, hindi imperyalistang pandarambong!

Kami, ang nagkakaisang komunidad ng CLSU, ay mariing tumututol laban sa inisyatibang Pax Silica at sa mga proyektong kaugnay nito, kabilang na ang pagtatayo ng malalaking data center at pasilidad para sa industriya ng semiconductor, sa pagkakait sa karapatan sa lupa ng pambansang minorya at magsasaka, pananamantala sa likas na yaman ng Pilipinas para sa kapakinabangan ng dayuhan, pagkasira ng kalikasan, at pagsagasa sa soberanya ng Pilipinas.

Higit pa rito, kinokondena namin ang Rehimeng Marcos Jr. sa higit na pagyukod ng ekonomya ng bansa para sa pagsalang ng makadayuhang interes sa halip na isulong ang pagtugon sa mga krisis ng sambayanan. Dapat nating igiit ang pagbatay ng anumang pambansang patakaran sa teknolohiya at industriya tungo sa malawakang kagalingan at interes ng mga Pilipino, seguridad ng mamamayan, at demokratikong pagpapasyaโ€” hindi sa dikta ng pandaigdigang kompetisyon sa tubo at interes ng malalaking korporasyon!

Ang Pax Silica ay isang alyansang itinatag at pinangungunahan ng US na naglalayong tiyakin at patatagin ang tuloy-tuloy na suplay ng mga semiconductor, at mga pasilidad na kinakailangan sa pagpapaunlad ng Artificial Intelligence (AI) tulad ng mga dambuhalang AI data centers. Ayon mismo sa US Department of State, ang inisyatibo na ito ay inilulunsad bilang malawak na hakbang ng US para sa pagpapalawak ng impluwensiya nito sa pandaigdigang industriya ng makabagong teknolohiya, lalo na sa industriya ng semiconductors. Sambit din nila ang paggamit sa Pax Silica bilang paraan upang mahigitan ang karibal na imperyalistang Tsina sa supply chain ng mga semiconductor.

Sa likod ng ipinapangakong pag-unlad at pagsulong ng makabagong teknolohiya, malinaw na nakapakete rito ang pansariling interes ng US at ng malalaking dayuhang korporasyon. Ang pagkamkam sa 1,620 ektaryang lupain sa New Clark City ay isang malinaw na halimbawa na kaya lang isakripisyo ng estado ang lupain at kapakanan ng mamamayan para sa interes ng dayuhang pamumuhunan. Sa ganitong kalakaran, hindi lamang lupa ang nanganganib na maagaw sa mga mamamayan ng Pilipinas, kundi pati ang ating kabuhayan, kultura, kasaysayan, at pagkakakilanlan.

Noong ika-16 ng Abril, opisyal nang lumagda ang Pilipinas sa isang deklarasyon hinggil sa pagsali nito sa inisyatibang Pax Silica. Inaasahang susundan ito ng pinal na kasunduan sa Nobyembre, kasabay ng pagpupulong ng ASEAN sa Maynila na inaasahang dadaluhan ni Pangulong Donald Trump ng US.

Likas na yaman ng Pilipinas ang pagkukunan ng hilaw na materyales, lupang Pilipino ang pagtatayuan ng data centers at mga pagawaan, at napakababa ng minimum wage para sa mga manggagawa, subalit makapangyarihang banyaga ang kakamal ng pinakamalaking kita mula sa Pax Silica. Habang nananatiling lugmok ang ekonomya, nais pang magtayo ni gobyerno ni Pangulong BBM ng isang dambuhalang proyekto na makadayuhan ang oryentasyon.

Sa harap ng matinding kapabayaan ng gobyerno sa pambansang demokratikong interes ng masang Pilipino, nararapat lamang na tumindig ang malawak na numero ng mga Pilipino, kabilang na ang hanay ng kabataan-estudyante, laban sa mga anti-demokratikong layunin katulad ng Pax Silica.

Sielesyuans, sama-samang tayong kumilos at manindigan upang masidhing tutulan ang Pax Silica!

Naninindigan kami sa pagtutol laban sa mga sumusunod na punto:

1. Pagpapalayas sa mga magsasaka at pambansang minorya mula sa kanilang lupang sinasaka at minana
Sa Capas, Tarlac, maraming pamilya ng mga magsasaka at Aeta ang apektado sa pangangamkam ng kanilang kabuhayan at lupaing ninuno dahil sa Pax Silica. Maging ang halagang iniaalok ng Bases Conversion and Development Authority (BCDA) na โ‚ฑ30.00 kada meter square ay napakababa at isang pambabastos kung ihahambing sa tunay na halaga ng lupang pinagkukunan ng kabuhayan ng mga magsasaka. Higit sa pagkakaroon ng titulo, kinikilala rin ang karapatan ng mga katutubo sa kanilang lupang ninuno batay sa kanilang matagal nang paninirahan at paggamit dito. Sa pagpapatupad ng mga proyektong kaugnay ng Pax Silica, buong pamayanan ang maaaring maapektuhan at mapaalis sa kanilang lupain.

2. Banta sa suplay ng tubig at kuryente ng mamamayan
Ayon kay BCDA Chief Joshua Bingcang, mangangailangan ang mga pasilidad na kaugnay sa Pax Silica ng 65-90 milyong litro ng tubig. Aniya rin, kakain ito ng 3,000 MW (megawatts) ng kuryente kada araw, na humigit-kumulang 19.2% na katumbas ng inaasahang peak electricity demand ng Luzon ngayong 2026 (15,600 MW), o 16% ng kasalukuyang grid capacity ng Luzon. Kapantay nito ang napakalaking konsumo ng isang buong lungsod at sapat na kuryente para sa daan-daang libong kabahayan. Sa halip na tiyaking sapat ang suplay at abot-kaya ang presyo ng tubig at kuryente para sa mamamayan, nanganganib na higit na mailaan ang mga suplay nito para sa pagpuno ng pangangailangan ng malalaking Data Centers. Sa huli, maaaring ang karaniwang mamamayan pa ang magbayad ng mas mataas na halaga o mawalan ng sapat na access sa kuryente at tubig.

3. Matinding pagsubasta sa kalikasan
Nababahala ang mga siyentista at grupong makakalikasan sa posibleng polusyon ng nakalalasong residues mula sa data centers at pagawaan ng semiconductor. Maaaring matagpuan mula sa wastewater ng mga semiconductor ang matatapang na compounds na maaaring makapagdulot ng kanser at pagkapinsala ng mga kemikal para sa kalikasan at kalusugan tulad ng TMAH. Samantala, iginigiit din ng mga kritiko na maaaring makapagdulot ang mga AI data centers ng 10-65 milyong litro na kakulangan ng tubig sa panahon ng El Nino.

Imbes na palaguin ang pagkakaroon ng mga pambansang industriya, magiging bahagi rin ng Pax Silica ang extraction o pagmimina ng mga mineral para sa paggawa ng mga semiconductor. Ayon kay Dr. Giovanni Tapang, tagapagsalita ng grupo ng mga siyentista na Agham, sa Pilipinas itatapon ang lahat ng magreresultang basura mula sa mga minerals na gagamitin para sa paggawa ng mga piyesa ng semiconductor, ngunit hindi sa Pilipinas gagawin ang mga semiconductor.

Hindi rin Pilipinas ang gagamit sa mga malilikhang semiconductor sapagkat wala tayong pambansang industriya na maaaring magproseso rito, kundi ang mga dayuhang bansa at korporasyon; bagkus, kukunin lamang nito ang mga kritikal na mineral mula sa Pilipinas.

4. Pagsasamantala sa mura at maamong lakas-paggawa ng manggagawang Pilipino
Bagama't nangangako ang pamahalaan ng mga trabaho at pag-unlad ng industriya, walang sapat na katiyakan na ang mga ito ay magiging pangmatagalan o permanente, de-kalidad, at tunay na makikinabang ang mga manggagawang Pilipino. Istratehiko rin para sa mga dayuhang kapitalista ang pagtatayo ng mga pagawaan sa mga semikolonya kagaya ng Pilipinas dahil sa mababang pasahod sa mga manggagawa sa bansa para sa cost-cutting. Pinananatiling mababa ang sahod, kontraktwal at walang benepisyo ang katangian ng paggawa sa bansa upang makapaghikayat lalo ng mga dayuhang mamumuhunan.

5. Pinatinding neoliberalisasyon sa ekonomya ng bansa
Libre para sa US ang unang dalawang taon ng upa sa lupa ng mga proyekto sa ilalim ng inisyatibang Pax Silica. Sa halip na gamitin ang mga likas na yaman, lupa, enerhiya, at lakas-paggawa ng bansa upang paunlarin ang sariling ekonomiya at tugunan ang pangangailangan ng mamamayan, iniaangkop ang mga ito sa pangangailangan ng pandaigdigang pamilihan at dayuhang pamumuhunan.

Bahagi ang inisyatibong Pax Silica ng isang mas malawak na modelo ng huwad na pag-unlad na nakatuon sa pagbubukas ng bansa sa dayuhang kapital, pagpapaluwag sa paggamit at pagmamay-ari ng lupa at likas na yaman, at pagbebenta ng murang lakas-paggawa upang makahikayat ng pamumuhunan mula sa pandaigdigang pamilihan.

6. Pagtransporma sa Pilipinas bilang piyesa ng US war-machine
Nasasangkot ang Pilipinas sa gitgitan ng dalawang imperyalistang US at Tsina sa karera nito para sa pandaigdigang hegemonya. Tinatransporma ang Pilipinas bilang supply chain ng semiconductor at AI-based na teknolohiya ng US, na primaryang ginagamit para sa pagnenegosyo nito sa mga pandaigdigang digma, kabilang na ang mga armas at teknolohiya na ginagamit para sa pakikipaggirian nito sa Kanlurang Asya, Latin Amerika, at Silangang Europa. Istratehikal para sa pandaigdigang dominasyon ng US ang pagpwesto ng mga korporasyon nito sa mga karatig-bansa ng Tsina upang isara ang mga border ng Tsina sa kalakalan, subalit mula rito ay tinutulak ang buong rehiyon na mag-ambag sa isang giyera na wala sa ganansya ng masa.

Nakasaad sa pahayagan ng United States Government ang matinding pangangailangan sa mga semiconductor dahil ito ang pangunahing piyesa na nagbibigay buhay sa mga mahahalagang teknolohiya tulad ng smartphones, medical devices, cars, computers, at iba pa. Ang National Institute of Standards Technology (NIST) ay naatasan para magpatupad ng proyektong pagmamanupaktura at gumagawa ng mga semiconductor, ang CHIPS for America. Layunin nito na palaguin ang supply chain ng Amerika para sa mga semiconductor, patungo sa pagiging numero uno sa industriyang ito.

Isa sa mga pinaka-unang tinukoy nila kung saan ginagamit ang mga semiconductor ay ang pagpapatibay sa military systems ng Estados Unidos, tulad ng mga fighter jet. Nabanggit din rito ang paggamit sa AI, biotechnology at clean energy para sa parehong layunin. Sa gayon, higit na napapasailalim ang likas na yaman, lupa at iba pang mga yaman ng Pilipinas sa loob ng plano ng US upang mapalakas ang paghahari nito sa pandaigdigang kapital.

Imbes na umasa ang Pilipinas sa dayuhang pamumuhunan at korporatisasyon ng ating mga pampublikong serbisyo at pagmamay-ari, dapat isulong ng masang Pilipino ang Pambansang Industriyalisasyon. Dapat palayain ang ating bansa sa tanikala ng pandaigdigang kapital, laluna sa sakal ng Imperyalistang US, at itindig ang industriyang lehitimong tumutugon sa pangangailangan ng mamamayan. Ngunit para makamit ang pambansang industriyalisasyon, pangunahing tungkulin ng mamamayang Pilipino ang palayain ang mga lupain mula sa monopolyong pagmamay-ari ng mga malalaking Panginoong May-lupa at lokal na mga negosyante.

Ilantad ang huwad na kaunlaran at pagkawasak na dala ng Pax Silica! Isulong ang Tunay na Reporma sa Lupa at Pambansang Industriyalisasyong Pilipino bilang tugon sa malubhang krisis ng mamamayan!

Today, August 18, 2026, the International Studies Student Council (ISSC) conducted its third general reading of the Constitution and By-Laws (CBL) via Google Meet. The session brought together committee heads and members, as well as block officers and representatives

In line with its main purpose, the meeting gave attending BAIS-GSD students a platform to share their ideas and concerns to be integrated into the final Constitution and By-Laws, ensuring student leaders stay accountable and responsive to the student body.
