Pursuant to the deliberation proceedings of the CAS Student Council Commission on Impeachment and the Council En Banc held on 𝐉𝐮𝐧𝐞 𝟏𝟔, 𝟐𝟎𝟐𝟔, it was determined through a 𝐔𝐍𝐀𝐍𝐈𝐌𝐎𝐔𝐒 𝐃𝐄𝐂𝐈𝐒𝐈𝐎𝐍 that the grounds for impeachment filed against the respondent are 𝐕𝐀𝐋𝐈𝐃.

In accordance with the final deliberation held today, the CAS Student Council remains committed to overseeing the appropriate actions and procedures moving forward regarding this matter.

𝐎𝐏𝐈𝐒𝐘𝐀𝐋 𝐍𝐀 𝐏𝐀𝐇𝐀𝐘𝐀𝐆 𝐍𝐆 𝐂𝐀𝐒 𝐒𝐓𝐔𝐃𝐄𝐍𝐓 𝐂𝐎𝐔𝐍𝐂𝐈𝐋 𝐒𝐀 𝐀𝐑𝐀𝐖 𝐍𝐆 𝐊𝐀𝐋𝐀𝐘𝐀𝐀𝐍

Ngayong ika-12 ng Hunyo, ginugunita natin ang araw na lumaya ang Pilipinas mula sa daan-daang taong pananakop at paniniil ng mga dayuhan. Sa araw na ito, inaalala at pinagpupugayan natin ang magiting at buwis-buhay na pakikibaka ng ating mga bayani at ng masang Pilipino upang ipagtanggol ang karapatan at kasarinlan ng bansa.

Bagaman matagal narin simula noong idineklara ang ating kasarinlan at iwinagayway ang ating watawat, ang kalayaang tinatamasa natin ngayon ay nananatiling huwad lamang hangga’t ang bulok at mapang-aping sistema ay patuloy na umiiral sa lipunan.

Ang tunay na kalayaan ay ang radikal na paglaya ng bawat Pilipino mula sa pang-aapi, panggigipit, at kahirapan. Ito ay ang paglaya ng mga magsasaka at pesante mula sa kawalan ng lupa, at pananamantala at monopolyo ng mga panginoong maylupa. Ito ang paglaya ng mga mangingisda mula sa walang tigil na panghihimasok ng mga banyaga sa ating mga karagatan, at sa mga malalaking korporasyong banta sa pangkabuhayan. Ito ang paglaya ng mga manggagawa mula sa mababang sahod, kontraktwalisasyon, at pananamantala ng mga kapitalista. Ito ang paglaya ng bawat mamamayan mula sa korapsyon, huwad na pamamahala, at impluwensiya ng mga imperyalistang bansa.

Ang ganap na paglaya ay ang pagpanday ng isang lipunang pantay at makatarungan. Ito ay isang lipunang tunay na pinapahalagahan at pinagsisilbihan ang interes ng masang Pilipino.

Hangga’t sa hindi tuluyang lumaya ang ating lipunan mula sa tanikala ng pananamantala at pang-aapi, hindi nahihinto ang ating pakikipaglaban. Mga kabataan, makiisa at manindigan para ipagpatuloy ang pakikibaka para sa tunay na kalayaan at demokrasya ng sambayanang Pilipino.

On May 13, 2026, the UPV CAS Student Council has formally received an impeachment complaint filed against UPV Elektrons Governor Ivan Jay Negapatan. In line with the principles of accountability, transparency, and due process, the Council has acknowledged the complaint and has already initiated the necessary procedures in accordance with the College of Arts & Sciences Student Council Constitution, by-laws, and established protocols.

WHEREAS, pursuant to Article X, Section 3, the CAS Student Council has appointed a Commission on Impeachment with five (5) council members to investigate charges against the council members concerned and submit recommendations to the council.

WHEREAS, in accordance to Article III, Section 1-c, all concerned parties will be given the opportunity to be heard, and the process will be handled with utmost professionalism and confidentiality.
