CITY OF SAN FERNANDO, LA UNION โ The Teacher Education Council (TEC) conducted the Orientation Workshop on the Pilot Implementation of the System to Affirm Career Stages for Teachers for Region I on August 25โ27, 2026, at J&V Hotel, City of San Fernando, La Union.
The three-day orientation workshop aimed to prepare Region I for the pilot implementation by establishing a common understanding of the systemโs policy foundations, design, processes, tools, evidence requirements, and implementation timelines.
The activity was conducted with the support of DepEd Region I, headed by Regional Director Dr. Estela P. Cariรฑo, together with Assistant Regional Director Dr. Rhoda T. Razon.
Dr. Arlene A. Niro, Chief Education Supervisor of the Field Technical Assistance Division (FTAD), welcomed the participants and expressed the Regional Officeโs support for the pilot implementation and its goal of providing teachers with meaningful opportunities for professional growth and career progression.
Dr. Nestor C. Herana, Schools Division Superintendent of the Schools Division Office of the City of San Fernando, La Union, delivered a message highlighting the importance of the initiative in recognizing teachersโ professional practice and strengthening pathways for their continuing development and career advancement.
The System to Affirm Career Stages is a standards-based mechanism that validates teachersโ professional practice against the Philippine Professional Standards for Teachers (PPST). It is anchored on Republic Act No. 11713, or the Excellence in Teacher Education Act, and Republic Act No. 12288, or the Career Progression System for Public School Teachers and School Leaders Act, supporting coherent and evidence-based pathways for professional growth and career progression.
The orientation was facilitated by the TEC team composed of Roseller Garcia, Education Program Specialist II; Gabriel Maria F. Tibayan, Project Development Officer III; and Rommel Aballe, External Support.
Meanwhile, the DepEd Region I Focal Team was led by Dr. Raymund R. Molano, Education Program Supervisor of the Human Resource Development Division (HRDD), as Regional Focal Person, together with Ritchie G. Macalanda, Education Program Supervisor of FTAD, and Abigail A. Cabilin, Education Program Specialist II of HRDD.
During the workshop, participants were guided through the end-to-end affirmation process, including entry into the system, submission and validation of evidence, decision-making, and post-decision support. The sessions also clarified the roles and responsibilities of the Regional Office, Schools Division Offices, teacher applicants, and assessors. Participants were likewise given opportunities to raise implementation concerns, clarify processes, and identify support needed during the pilot.
The pilot implementation will test the feasibility, fairness, and adaptability of the system in actual education settings. The experiences, observations, and feedback generated from Region I will provide valuable field-level inputs to TEC in further refining the systemโs processes, tools, and implementation arrangements before its wider implementation.
Through the initiative, TEC and DepEd Region I strengthen their commitment to a fair, transparent, standards-based, and evidence-informed system that recognizes teachersโ professional practice and provides meaningful pathways for continuing professional growth and career progression.
