Greetings of Peace and Prosperity!
It has been a perennial problem of the parents of Barangay Peñafrancia where to send their children after graduation in elementary. The nearest public high school is 5 km. away and the mode of transportation is, seldom, habal-habal ,and frequently, walking which would take 2 hours for students coming from the said barangay to reach it, notwithstanding the added danger during inclement weather where the road is rough.
Barangay Peñafrancia is one of the 22 barangays of the southern part of the Municipality of Claveria. It is 27 km away from the poblacion, along the national road, and hardly accessible by any vehicle.
Majority of the folks are farmers and fisherman while some are engaging in small businesses and others are coconut farm helpers.
As of the latest survey at Peñafrancia, number of out-of-school youth has reached its alarming state. After elementary, those who have the resources would have to leave the island using motorboat just to enroll at Aroroy National High School in the Municipality of Aroroy, while those of indigent families would have to enroll at Quezon National High School, 5km away from Barangay Peñafrancia. Students coming from Peñafrancia Elementary School would have to walk daily to reach the said school and, worst during rainy months, have to endure the muddy and mountainous road. Most often, they have to be contented with whatever packed lunch their parents could provide usually consisting of rice with cooking oil, soy sauce and salt as their viand or root crops and worst nothing to eat at all. With agony that they have to endure daily, some would stop schooling, adding to the number of out-of-school youth (OSY). This disturbing problem of the community is being shared also by the neighboring barangay. Most of the OSY would end up as farm laborers, and household helpers, thus, continuing the cycle of poverty.
With the opening of Clemente A. Alvarez High School (CAAHS) at Peñafrancia, not only graduates of Peñafrancia Elementary School will benefit but also those from Malacbalac elementary school.
Clemente A. Alvarez High School (CAAHS) will be operating as Public Junior High School starting this School Year 2021-2022 offering Grade 7 and 8 in its first year of operation and the remaining grade levels in the succeeding years. The proposed Public Junior High School will cater the need for secondary education of the learners in the community and from the nearby barangay of San Vicente. Furthermore, this will address the alarming number of out-of-school youth, and, eventually, uplifting the morale of the community through quality education.
As a newly established Public Junior High School, we have to beg for the support from the Barangay Local Government Unit (BLGU), Local Government Unit (LGU), and other Government and Non-Government Organizations for its maintenance and operation while not yet included in the national budget which will take three (3) to five (5) years. As such, through the initiative of BLGU- Peñafrancia, and the support of LGU-Claveria, a unit of two (2) rooms made of lumber and amacan was built on school site. However, due to the increasing list of enrolment, the school has to provide another unit and comfort rooms, as well as the printing materials and equipment for modules’ production because, currently, we are using a borrowed laptop and printer from Peñafrancia ES.
In view hereof, we are knocking from your good heart for any assistance you could offer to us either financial or material support. Rest assured that your benevolent act will inspire our students who would be our future leaders to pursue their dreams and, in the end, become educated, productive, and competitive citizens of our country.
