𝗕𝗖𝗢𝗗𝗗𝗦𝗔𝗦, 𝗖𝗛𝗘𝗗 𝗥𝗢𝗩 𝗮𝗱𝘃𝗮𝗻𝗰𝗲 𝘀𝗮𝗳𝗲 𝘀𝗽𝗮𝗰𝗲, 𝗶𝗻𝗰𝗹𝘂𝘀𝗶𝘃𝗶𝘁𝘆 𝗶𝗻 𝗕𝗢𝗔𝗧-𝗦𝗔𝗦 𝟮𝟬𝟮𝟱

The second run of the Bicol Orientation and Training on Student Affairs and Services (BOAT-SAS) was held on October 9-10, 2025, at Ateneo de Naga University (ADNU) in Naga City.

Organized by the Bicol Council of Deans and Directors of Student Affairs and Services (BCODDSAS), the two-day regional event gathered 157 practitioners and students from 64 higher education institutions (HEI) across all provinces of the Bicol Region. The event was anchored on the theme, “From Policy to Practice: Cultivating Safe, Ethical & Inclusive Spaces for All.” It featured a series of keynote talks, sharing of replicable practices, and a collaborative workshop focused on improving the delivery of SAS in Bicol.

The program commenced with an address from Naga City Mayor Maria Leonor “Leni” Robredo, who underscored the vital role of student involvement and shared ownership in shaping policies and programs that directly impact them. She urged Student Affairs and Services (SAS) practitioners to actively engage students in decision-making processes, emphasizing that initiatives should be measured by their meaningful outcomes and real-world impact, rather than by statistics alone.

Dr. Pamela Sorra-Viñas, Education Supervisor II at the Commission on Higher Education Regional Office V (CHED ROV) and BCODDSAS Adviser, provided an orientation on the mandates, policies, and essential services that higher education institutions must implement. She also updated participants on upcoming SAS policies currently being finalized by CHED.

In the afternoon, Atty. Hilario Caraan, Managing Lawyer and Chairperson of the Student Discipline Formation Committee at De La Salle University, delivered a talk titled “Navigating Change: Legal and Practical Considerations in Student Discipline and Safety.” He discussed recent developments and key concepts in laws related to sexual harassment, child protection, cybercrime, and bullying.

Day 2 opened with a session by Rodolfo “Sonny” Virtus Jr., Director of the Office of Student Affairs at ADNU and President of BCODDSAS. He spoke on “Creating Caring Cultures: Safe and Inclusive Spaces in Schools,” highlighting practical strategies for promoting professionalism and respect for human dignity in various student-personnel interactions. Virtus also addressed approaches to handling incidents of discrimination and harassment in a supportive, sensitive, and confidential manner.

The afternoon featured presentations of replicable SAS practices from participating institutions. Rhodaviv Avila, Director of the Office of Student Services and Development at Camarines Norte State College and BCODDSAS Vice President for Public Higher Education Institutions, along with Andrew Emmerson Abilgos, shared their initiatives for supporting special populations and strategies for implementing off-campus activity policies. Joshua Mark Bautista, Higher Education Student Affairs Coordinator at Universidad de Sta. Isabel, discussed their approach to empowering students and organizations in program planning, implementation, and financial management.

Participants then engaged in small group discussions to reflect on their learnings and outline initial steps for improving their own policies, programs, and services. This workshop was facilitated by Daisy Soto Judavar, Dean of Student and Alumni Affairs at the University of Saint Anthony and BCODDSAS Board Member.

The event concluded with closing remarks from Adrian Giovanni Gerona, Director of the Office of Student Affairs and Services at Osmeña Colleges and BCODDSAS Vice President for Private HEI. He expressed gratitude to the participants, CHED ROV, and all those who contributed to the success of the training. The program was hosted by Mark Jerson Bongat, Director of USI Promotions and Marketing Office, and Maria Lorenz Pepito, Guidance Staff of Osmeña Colleges.
