ADVISORY

Pursuant to Republic Act No. 12103, April 16 is a special nonworking holiday in Marikina City. Consequently, there will be no work or classes at Marikina Polytechnic College on this date.

Offices will be closed, and all academic activities are suspended. Onsite transactions are scheduled to resume on April 20, 2026 (Monday).

MPC Rolls Out ‘ReHeaD’ and ‘OBE Bipod’ Frameworks to Counter National Energy Crisis

In response to the call for urgent and decisive action in the face of the energy crisis, Marikina Polytechnic College rolled out a modular contingency framework on March 26, 2026, to safeguard instructional continuity. Following the issuance of Memorandum 2026-057, President Rene M. Colocar expressed optimism that this strategic move ensures the continuity of quality instruction and safeguards the academic progress of students against external disruptions.

“MPC is creating a flexible, and expandable system of offline instructional materials. This system allows the college to maintain high academic standards and instructional continuity even when the power grid fails. Indeed, disruptions test systems, preparedness defines institutions,” Pres. Colocar stated.

Facilitated by Dr. Glen R. Mangali, Vice President for Planning, Research, Extension, Linkages, Quality Assurance, Alumni Relations and Publication, the college-wide orientation-cum-workshop titled “Reimagining Module Writing: Bridging Reflective–Heutagogical Development and OBE Bipod Frameworks” capacitated faculty members to design robust, self-contained, and offline-capable instructional modules for their respective courses.

Dr. Mangali introduced the OBE Bipod Assessment Framework and the Reflective–Heutagogical Development (ReHeaD) Framework, both of which are aimed at promoting creativity, lifelong learning, and research-oriented tasks while fostering student autonomy and deep engagement.

“The Bipod model balances the learning process with measurable student outputs, while the ReHeaD Framework utilizes a four-step reflection cycle - What, So What, Now What, and Then What - to help students become self-directed learners,” Dr. Mangali stressed in his discussion.

In a memorandum signed by the Dean of the College of Instruction, Dr. Medardo B. Bombita, faculty members are required to submit electronic copies of their instructional modules to their respective program chairs or coordinators. These materials must strictly adhere to the newly institutionalized ReHeaD and OBE Bipod frameworks.

Alongside these academic shifts, MPC strictly observes energy-saving and cost-reduction measures by consolidating campus operations and implementing modular contingency plans as the global crisis evolves.
