The Ministry of Basic, Higher and Technical Education (MBHTE), through its Bureau of Special Education (BSPED), reinforced its commitment to inclusive and equitable education in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) by successfully conducting a five-day Professional Development Training for Kโ12 teachers on Teaching Pedagogies, Values Education, and Inclusive School Approaches from December 7 to 12, 2025, at the University of the Philippines Diliman.
The activity focused on making inclusive education work in BARMM through the Multi-Tiered System of Supports (MTSS) using targeted and individualized interventions. It gathered receiving teachers, school heads, and Special Education (SpEd) Division focal persons from SpEd-implementing schools across ten BARMM schools divisions.
The activity aimed to strengthen educatorsโ competencies in MTSS implementation, learner assessment, and the development of Individualized Education Programs (IEPs) and Behavior Intervention Plans (BIPs). It underscored the importance of early intervention, evidence-based decision-making, and responsive instructional practices in supporting learners with disabilities, learning difficulties, and other special educational needs.
The program was led by BSPED Director Alkhan U. Sangkula, PhD, and spearheaded by the BSPED Regional Team, in line with the policy direction of Minister Mohagher Iqbal and Director General Abdullah P. Salik, JD, who continue to champion inclusive education as a cornerstone of the Bangsamoro education reform agenda.
The training featured Dr. Lutze-Sol Aplaon Vidal of the University of the Philippines College of Education, together with Teacher May and Sarah Grace L. Candelario, as resource persons. They provided technical guidance on inclusive education practices, psychoeducational assessment, early intervention strategies, IEP development, and behavior management, all aligned with Republic Act No. 11650, or the Inclusive Education Law.
This initiative reflects MBHTEโs sustained efforts to institutionalize inclusive education systems across BARMM, ensuring that policies are translated into classroom practices and that every Bangsamoro learner is seen, supported, and given the opportunity to succeed.

12- Point Agenda under Project RUBY CARES ( Raising -Up Bangsamoro Youth through Connecting Academics Resources and Enhanced Services ) in aligned with MBHTEโs Education Code will serve as a guiding principle of every PAPS in our division, hence, it must be free of misinformation and misconceptions through a comprehensive and extensive series of orientations.
Consequently, the division is currently working double time on orientating the educators on the field who are the implementers of the said program.
With that being said, I would like to extend my warmest congratulations to the ASDS, EPS, and coordinators for the success of the orientation and my sincerest gratitude to the Coordinating Principals, School Heads, Teachers and staff, for the cooperation and dedication. To the LGU of every municipality, thank you po for the commitment and unwavering support. My apologies for not being able to attend the orientation due to prior commitments, but I am fully confident that the division personnel have delivered what is expected of them and more.
I pray that may we all work together in achieving our common goal: providing quality education to empower our Bangsamoro learners to be the hope that we aspire them to be, in shaa Allah.

ICYMI: LANAO DEL SUR โ The Ministry of Basic, Higher and Technical Education (MBHTE) through the Bureau of Special Education (BSPED), successfully implemented the Special Education Annual Medical Assessment (SPEDAMA) for Learners with Manifestation of Difficulties across the Lanao Cluster.
The implementation of SPEDAMA marks a significant step toward ensuring the well-being and future of Bangsamoro learners with special educational needs (LSENs). This specialized medical assessment provides essential data and support for delivering effective, inclusive education across the divisions.
The program was efficiently spearheaded by the cluster's dedicated focal persons: Hadja Anakharemah Hadji Hassan (Marawi City Focal), Iyasmin Dandamun (Lanao del Sur II Focal), and Nobaisah B. Ibrahim, JD (Lanao del Sur I Focal).
The local organizers expressed their deepest gratitude to the MBHTE BARMM BSPED Team, whose sincere efforts reflect their dedication and genuine care for the LSENs. The successful conduct of the assessment was made possible by the guidance of Director Alkhan U. Sangkula, PhD, Safiya Sugala-Unggas (BSPED Regional Focal Person), Omar Gani (Deputy BSPED Focal), Amilhatta Unggas (BSPED ICT), Monaria Kutig (BSPED Staff).
The initiative received invaluable support from the Lanao del Sur I Division headed by its compassionate Schools Division Superintendent Bae Rubina Mimbantas Macabunar, PhD, who consistently guides the SPED Cares program. Essential backing was also provided by Assistant SDS Tasnimah M. Bantuas, PhD, Supervisor Rasmia A. Mimbantas, Admin Officer Lailani Lala Indar, and coordinating principal Raisalam Laguindab (South Wao) and Sir Edsel Rosal.
A special acknowledgment goes also to the medical team from "Silver Lining Psychological Center" for their expertise.

LOOK: MARAWI CITY, Philippinesโ The Schools Division Office of Lanao del Sur-I has concluded its orientation for its Adopt Supervisors and Coordinating Principals, centering on the comprehensive 12-Point Agenda under the flagship initiative, "Project Ruby Cares.โ
The intensive orientation, held on October 1, 2, and 5, 2025, were championed by the compassionate and prudent Schools Division Superintendent Bae Rubina Mimbantas Macabunar, PhD, who views the agenda as the core operational strategy for elevating educational quality and compassionate governance throughout the SDO.
The main objective of the orientation was to equip the frontline leadersโthe Adopt Supervisors and Coordinating Principalsโwith the knowledge and expertise required to implement the 12-Point Agenda directly in the schools. The SDO expects this agenda to be cascaded to the field, ensuring that the division's strategic directives are translated into tangible improvements at the grassroots level.
The significance of the program was highlighted by the presence of Assistant Schools Division Superintendent Tasnimah Mampao-Mamainte, PhD who provided guidance and support throughout the sessions.
A team of education officials led the discussions, providing the expertise necessary to fully dissect and operationalize the 12-Point Agenda. The distinguished roster of lecturers included: CID Jamira P. Sarip, M&E Chief Junaid Saligoin, JD, EPS Mombao B. Abdul, PhD, EPS Noraida P. Mecampong, PhD, EPS Bonaira U. Mustapha, PhD, EPS Mujahidah R. Pangandaman, Supervisor Nobaisah Ibrahim, NIC Norodin Ismael, ADIOYasren Abdullah, YFD coordinator Farhan Macapandi, Supervisor Amanie Amanoddin, represented by Ustadh Jamalodin Mariga, and ITO Mohaimen Potawan.
The successful conduct of the orientation marks a pivotal moment for SDO LDS1, setting the stage for a period of focused and guided field supervision aimed at improving learning outcomes and strengthening the educational landscape of the division.
