MARINA has put in place alternative measures to ensure the continued deployment of Filipino seafarers, including the issuance of certifications for those with immediate deployment requirements. The CERTIFICATION is VERY TEMPORARY, and SIDs will be issued thru the respective Manning Agencies once the system has been restored.
To date, more than 500 certifications have already been issued to expedite applications since 14 August 2026. Out of an estimated 890,000 Filipino seafarers certified meeting international standards, this represents approximately 0.06% of the seafaring population. These certifications are verifiable by Port State authorities.

MARINA has also met with 50 licensed manning agencies (LMAs) to directly address deployment concerns and ensure that affected seafarers receive the necessary assistance. MARINA Administrator Sonia Malaluan appeals to all manning agencies to provide correct information to seafarers and to immediately report to MARINA, any issue or problem encountered using the issued Certification.
