𝐁𝐎𝐀 𝐂𝐇𝐀𝐈𝐑 𝐇𝐎𝐍. 𝐍𝐎𝐄 𝐆. 𝐐𝐔𝐈𝐍̃𝐀𝐍𝐎𝐋𝐀 𝐏𝐎𝐒𝐈𝐓𝐈𝐎𝐍 𝐎𝐍 𝐎𝐍𝐋𝐈𝐍𝐄 𝐑𝐄𝐅𝐑𝐄𝐒𝐇𝐄𝐑 𝐂𝐋𝐀𝐒𝐒𝐄𝐒

During the BOA Updates section during the PICPA 80th Annual National Convention today, November 19, 2025, at SMX Convention Center, the hosts asked Chair Noe his thoughts on easing the requirements on refresher program specially on allowing the conduct of online refresher course. Here us the summary of his response:

𝟏. 𝐖𝐡𝐲 𝐬𝐭𝐫𝐢𝐜𝐭𝐞𝐫 𝐫𝐮𝐥𝐞𝐬 𝐰𝐞𝐫𝐞 𝐢𝐦𝐩𝐨𝐬𝐞𝐝

Chair Quiñanola began by explaining why the BOA tightened the Refresher Program requirements:

👉The refresher requirement had been repeatedly abused and circumvented.
👉 Review centers (which are not allowed to offer refresher courses) were accepting refresher enrollees by partnering with CHED-accredited schools solely to issue certificates.
👉 He cited an example of a school in Pasay that they have inspected, the school has 0% CPALE passing rate, yet issuing refresher certificates without even conducting actual classes.
👉 Because of these abuses, the BOA decided to strengthen monitoring and strictly limit offering of refresher programs not only to CHED-recognized HEIs but added another layer of requirement which is BOA Accreditation for the school.

𝟐. 𝐇𝐢𝐬 𝐬𝐭𝐚𝐧𝐜𝐞 𝐨𝐧 𝐫𝐞𝐪𝐮𝐞𝐬𝐭𝐬 𝐟𝐨𝐫 𝐨𝐧𝐥𝐢𝐧𝐞 𝐫𝐞𝐟𝐫𝐞𝐬𝐡𝐞𝐫 𝐜𝐥𝐚𝐬𝐬𝐞𝐬

A candidate from Koronadal asked if online classes could be allowed since the nearest school is in Davao.
Chair Quiñanola firmly responded:

👉 No to online refresher classes.
👉 Candidates should INSTEAD LOOK FOR A NEARBY HEI and recommend it to the BOA.
👉 The BOA will then contact that school and encourage it to apply for accreditation to offer the refresher program.
👉 He gave another example of talking to a school in Marawi that they asked to accredit as well.
👉 𝐇𝐞 𝐞𝐦𝐩𝐡𝐚𝐬𝐢𝐳𝐞𝐝 𝐭𝐡𝐚𝐭 𝐜𝐚𝐧𝐝𝐢𝐝𝐚𝐭𝐞𝐬 𝐬𝐡𝐨𝐮𝐥𝐝 𝐧𝐨𝐭 𝐫𝐞𝐪𝐮𝐞𝐬𝐭 𝐨𝐧𝐥𝐢𝐧𝐞 𝐜𝐥𝐚𝐬𝐬𝐞𝐬, 𝐛𝐮𝐭 𝐬𝐡𝐨𝐮𝐥𝐝 𝐡𝐞𝐥𝐩 𝐢𝐝𝐞𝐧𝐭𝐢𝐟𝐲 𝐩𝐨𝐭𝐞𝐧𝐭𝐢𝐚𝐥 𝐬𝐜𝐡𝐨𝐨𝐥𝐬 𝐢𝐧 𝐭𝐡𝐞𝐢𝐫 𝐚𝐫𝐞𝐚.

𝟑. 𝐖𝐡𝐲 𝐡𝐞 𝐝𝐢𝐬𝐥𝐢𝐤𝐞𝐬 𝐨𝐧𝐥𝐢𝐧𝐞 𝐝𝐞𝐥𝐢𝐯𝐞𝐫𝐲 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐫𝐞𝐟𝐫𝐞𝐬𝐡𝐞𝐫 𝐩𝐫𝐨𝐠𝐫𝐚𝐦

Chair Quiñanola clearly expressed his reservations:

👉 Online delivery is not effective, based on BOA inspections.
👉 In PICPA CPD webinars, they observed participants sleeping or not paying attention.
👉 The refresher program’s face-to-face setup is intentional-it aims to increase the chances that refresher candidates truly learn and eventually pass the CPALE.

𝟒. 𝐈𝐬𝐬𝐮𝐞 𝐨𝐟 𝐜𝐚𝐧𝐝𝐢𝐝𝐚𝐭𝐞𝐬 𝐛𝐚𝐬𝐞𝐝 𝐚𝐛𝐫𝐨𝐚𝐝 (𝐌𝐢𝐝𝐝𝐥𝐞 𝐄𝐚𝐬𝐭, 𝐞𝐭𝐜.)

Candidates working overseas also asked what to do since no accredited Filipino HEIs exist abroad.

👉 Chair humorously said they could “take a 6-month vacation in the Philippines” to finish refresher classes.
👉 But he clarified that the BOA is working on a practical solution.
👉 Their likely approach is to allow a shortened, 𝐢𝐧𝐭𝐞𝐧𝐬𝐢𝐯𝐞 𝟑𝟎-𝐝𝐚𝐲 𝐟𝐚𝐜𝐞-𝐭𝐨-𝐟𝐚𝐜𝐞 𝐫𝐞𝐟𝐫𝐞𝐬𝐡𝐞𝐫 𝐜𝐨𝐮𝐫𝐬𝐞 instead of the usual 6-month program.
👉 This still requires flying to the Philippines and attending classes in an accredited HEI, not online.

𝟓. 𝐂𝐨𝐧𝐜𝐥𝐮𝐬𝐢𝐨𝐧

Chair Quiñanola stressed that:

👉 Their intent is to support refresher examinees and increase their chances of passing the CPALE.
👉 The BOA’s stricter stance and insistence on face-to-face delivery is rooted in maintaining quality, INTEGRITY and genuine competency.
