UPCM, ASEAN Med Schools Strengthen Collaboration for Advancements in Med Education
Aiming to foster collaboration among leading medical schools in the ASEAN region to advance medical education and address evolving health needs, the University of the Philippines College of Medicine (UPCM) hosts the 14th ASEAN Medical Deans’ Summit from June 12-14, 2024, at the Diamond Hotel Manila, with the theme “Revolutionizing Medical Education for the Next Generation.”
“This summit is a platform for important conversations about our priorities as medical schools,” stated Dr. Charlotte M. Chiong, UPCM Dean and President of the ASEAN Medical Schools Network (AMSN). She expressed hope that the summit would result in “shared frameworks, policies, programs, and practices that will harmonize ASEAN medical school curricula and revolutionize medical education for the next generation.”
Key topics include simulation-based medical education, faculty recruitment and retention, social accountability in medical education, curriculum harmonization, and research collaboration.
Dean Chiong emphasized the need for future medical school leaders, urging swift progress in transforming medical education. Reflecting on the lessons from the pandemic, she highlighted the importance of training doctors who are “compassionate, competent, capable of leading, conducting research, and making impactful contributions to their communities.” These doctors should have a global perspective while remaining responsive to local needs, promoting universal health care, and upholding health equity principles.
“I ask that in your discussions, you leverage the collective expertise and resources of your member institutions. We share a journey toward creating a future where access to quality health care is a universal right, enjoyed by all individuals. By adopting this perspective, medical school networks like the AMSN can help cultivate medical leaders who are not only clinically proficient but also attuned to the socio-economic realities of their regions,” asserted Commissioner Prospero De Vera III of the Commission on Higher Education (CHED).
Commissioner De Vera underscored the necessity for medical school deans to adopt a different perspective in the post-COVID era. He urged them to apply lessons learned about health system structures during the pandemic to better prepare for future challenges.
He also stressed that “we must continuously benchmark our medical education with what is happening in the rest of the [ASEAN] region” and implored medical schools to support each other in utilizing simulation-based education, emphasizing that the rapid advancements in medical technology necessitate adaptability and foster greater collaboration between institutions.
“With this summit, we will understand each other better, learn the socio-cultural background of each other and how it shapes the way we teach medicine and find common grounds so that we can strengthen our health systems. So that our health education will be able to address issues and enhance the way share knowledge freely,” asserted UP Manila Chancellor Michael L. Tee.
He also showcased UP Manila's proactive role in evaluating CHED memorandum orders and enhancing educational guidelines in the Philippines.
He mentioned new programs such as the MD-Master of Public Health and MD-PhD, designed to shape students who can generate new knowledge and develop cures for societal needs. He announced a new double degree program, the MD-Master of Science in Clinical Epidemiology, aimed at equipping students to analyze and respond effectively to pandemics.
The ASEAN Medical Schools Network (AMSN), established in 2012, promotes collaboration among leading ASEAN medical schools to achieve excellence in medical education and healthcare, share resources, support capacity building, and foster a unified community within the ASEAN Economic Community.
The ASEAN Medical Deans’ Summit (AMDS) is a gathering of medical education leaders, including Deans and Rectors, from 10 nations: Thailand, Laos, Myanmar, Vietnam, Cambodia, Indonesia, Malaysia, Philippines, Singapore, and Brunei. The summit serves as a platform for sharing visions and collaborative ideas for the collective benefit of the 600 million people within the ASEAN community.
Faculty of the UP Diliman College of Law (UP Law) and the UP Manila College of Medicine (UPCM) gathered at the Executive House on June 10 for a dinner reception, hosted by UP President Angelo Jimenez, intended to encourage collaboration between their colleges—distinct, yet with points of intersection, and ultimately united in the spirit of service.
“UP, over the century, has grown so big. We have eight constituent universities and one autonomous college—with one coming up: the archipelagic and oceanic university. [But] I do not believe in ‘big UP.’ I believe in ‘impactful UP,’” Jimenez said.
UP Law Dean Darlene Marie Berberabe and UPCM Dean Charlotte M. Chiong thanked Jimenez for initiating the move to bring their colleges together.

UP Manila and Philippine Red Cross Launch Second Batch of Scholars for MD-MPH Double Degree Program, Enhancing Public Health and Universal Healthcare Implementation
In a groundbreaking development for public health and the implementation of Universal Health Care (UHC), the University of the Philippines Manila (UP Manila) and the Philippine Red Cross (PRC) have launched the second batch of scholars in the nation's first Doctor of Medicine - Master of Public Health (MD-MPH) Double Degree Program. This initiative was formalized through the signing of a Memorandum of Agreement (MOA) and Student Contract during a ceremony held on June 10, 2024, at the Vicente Tiu Conference Room, Henry Sy Sr. Hall, UP Manila College of Medicine.
"The reason why we created this program is because we knew that we really need a lot of public health experts," asserted Dr. Charlotte M. Chiong, Dean of the College of Medicine. “Once these MD-MPH students graduate, they will be crucial in the implementation of universal healthcare.”
“Ang UP ay isang tugon sa lumalalang public health crisis,” said Chancellor Michael L. Tee. “One hundred sixteen years after, we see that UP’s national response to public health crisis is again evolving, and that is what is good about this university. We are not stagnant; we are able to evolve to respond to what is needed. With you as our students, we are now capable of responding to another public health crisis.”
Hon. Chairman Richard J. Gordon, Chairman and CEO of the Philippine Red Cross challenged the students to become "extraordinary citizens," adding that compassion for the people they comfort and heal, along with their research for new medicine, should be at the heart of their work. He advised the students to "never forget your values of volunteerism, pagmamalasakit, and pakikipagkapuwa-tao.”
The eight PRC scholars are Pauline Angela F. Abu, Charmaine Khaye D. Alba, Ceidy Joyce A. Balubal, Czariss Dale Grace A. Bedoya, Haggai Elisha L. Facon, Mary Hazel B. Florita, Rona Angela D. Grindulo, Wade Montgomery S. Rosales.
“I joined the MD-MPH program so that hopefully in the future to help bridge disparities in health at the same time help my communities and give back to them,” said Ceidy Joyce A. Balubal.
The scholars expressed gratitude to the Philippine Red Cross and Chairman Richard Gordon for this scholarship. “We promise to carry forward your legacy of service and to make a positive impact on the lives of many”
“This MOA actually commits us to work together more closely towards our shared goal, which is the pursuit of better health outcomes and helping our communities for our beloved country, the Philippines,” said Dr. Fernando B. Garcia, Jr., Dean, College of Public Health.
The ASEAN Medical Schools Network (AMSN) was established in 2012 to promote collaboration among the leading medical schools in the ASEAN region to achieve excellence in medical education and healthcare, share human resources, assist one another in capacity building in medical education and research, and to work as one community as part of the ASEAN Economic Community.

On the shoulder of giants: A brief early history of leadership in the Department of Physiology of the University of the Philippines College of Medicine

A walk through our beloved Salcedo Hall, a pre-war era behemoth completed in 1927, allows glimpses of a reinvigorated past full of legacies left by our department’s forefathers. From Colonial to Post-war eras, those at the helm of the department have distinguished themselves in both realms of clinical medicine and scientific research. Beginning with studies on nutrition during the American period to the post-war introduction of innovative courses in medical training, each Chair directed efforts towards the relevant public health issues during their time. Now in our 70th year as a standalone department and the 2023 recipient of the Silver Cup for the Basic Sciences, Physiology remains formidable in the College of Medicine. With its newly modernized teaching and laboratory facilities, and recent reinfusion of new faculty, the department shall carry on its time honored tradition of excellence in education and research towards achieving optimal healthcare for all.
