| With the surging red rainfall warning issued on Metro Manila by the NDRRMC, serious flooding and landslides are possible. The NUCSG Disaster Management and Community Affairs shares the following emergency hotline and evacuation areas in the National Capital Region amid the severe flooding in Metro Manila due to and the southwest monsoon.
Typhoon Carina intensified on Wednesday morning and is expected to make landfall in Taiwan by afternoon or evening, according to Pagasa. As of 11:00 a.m., Carina was 345 kilometers north-northeast of Itbayat, Batanes, with maximum sustained winds of 165 kph and gusts up to 205 kph. It is forecasted to cross Taiwan and exit the Philippine area of responsibility by Wednesday night or Thursday morning.

In light of the alarming news regarding the West Philippine Sea, we must stay informed and vigilant, resolutely defending our rights — ATIN ANG WEST PHILIPPINE SEA NGAYON AT MAG PAKAILANMAN.
A vital lifeline for millions, home to diverse marine species, and a linchpin of geopolitical balance, the West Philippine Sea is a pivotal region with far-reaching significance. Yet it contends with various threats.
Notwithstanding China's controversial "nine-dash line" claim over the West Philippine Sea being defeated by the Philippines in the 2016 Hague Ruling, Chinese actions continue to violate international law and threaten Filipino communities and marine biodiversity.
In 2016, under the United Nations Convention on the Law of the Sea (UNCLOS), which both the Philippines and China have ratified, it was affirmed that the Philippines has sovereign rights to explore and utilize natural resources within its 200-nautical-mile Exclusive Economic Zone (EEZ) from its baselines. Furthermore, the arbitral tribunal governed by UNCLOS determined that "nine-dash line" claims have no legal foundation and that specific areas claimed by China fall within the Philippines' EEZ.
Article 56 of the UNCLOS agreements specifies that the coastal state has sovereign rights to explore, exploit, conserve, and manage natural resources, both living and non-living, in the waters, seabed, and subsoil. It also has jurisdiction over establishing and using artificial islands, conducting scientific research, and protecting the aquatic environment.
This reinforces the Philippines' rights to the resources and activities within its EEZ in its dispute with China.
Territorial disagreements have ignited once again in the Western Philippine Sea, where disputes have been perpetual between the Philippines and China for a long time. China has extensive territorial claims in much of the South China Sea, which also overlaps extensively with portions that the Philippines recognizes as its exclusive economic zone (EEZ) and territorial waters.
Last June 17, tensions escalated after a Chinese Coast Guard vessel collided with Philippine fishing boats within the waters surrounding Scarborough Shoal. It has been reported that one of the Filipino vessels was harmed due to the alleged aggressive behavior of the Chinese ship. Following this claim, Philippine authorities immediately made official complaints to their neighbor while accusing them of causing instability at sea. This collision has emphasized the persistent maritime disputes between the two neighboring countries and has again raised concerns over the stability of that region due to their contesting for ownership.
A Filipino sailor lost his thumb in an incident involving a collision between Chinese and Filipino boats during a resupply mission in the South China Sea. The Philippine Coast Guard characterized the event as accidental, with the collision attributed to aggressive maneuvers by Chinese vessels. The incident, which occurred during an attempt to obstruct the mission to the Sierra Madre outpost, also resulted in injuries to several Filipinos. Despite the aggression, the Philippines has stated that no foreign intervention is currently needed.
In a recent report, The Philippine military has reported the sighting of China's largest coast guard vessel, the "Monster," near Ayungin Shoal. This presence is part of a broader pattern of Chinese patrols in the area, which the Philippines views as illegal and provocative. The Armed Forces of the Philippines (AFP) emphasized their commitment to enforcing international maritime laws and called for adherence to peaceful dispute resolution methods. The Philippines continues to seek diplomatic solutions to manage tensions in the region.
Filipino soldiers in the West Philippine Sea continue to endure various forms of harassment from China up to this day. Incidents have included the puncturing of inflatable boats, the use of tear gas, and the theft of food supplies intended for the Filipino troops.
Global tensions escalated by China's attacks against our own navy are putting us on the precarious brink of war. We can no longer stand idly by and wait for such to happen. The time to maximize diplomacy and our rightful standing in the laws of an international court is at its ripest today.
Empowered by our university's core value of patriotism, the National University Central Student Government proclaims its strongest solidarity with the Republic of the Philippines in asserting our rights over the West Philippine Sea, as one united sovereign nation. We join the Filipino people in vehemently condemning the untruthful declarations and now, the inhumane violence that Beijing is inflicting upon our own citizens. As we exact justice and accountability for their illegal actions, we also call on the state to strengthen its unwavering protection over our local fishermen whose lives and livelihoods are most affected by China's trespasses.
Being the highest student-governing body, we implore our fellow Nationalians to actively participate in social discussions and movements that support the preservation of our own national territory and resources. Let us proactively educate ourselves and vigilantly inform others as well about the importance of this maritime crusade. The West Philippine Sea belongs to all Filipinos — past, present, and future. Again and again: "Sa Manlulupig, Hindi Tayo Pasisiil." ✊🇵🇭

The Philippines is one of the few countries where divorce is illegal. Currently, the only alternative for couples looking to leave their marriage is annulment, which is a costly and time-consuming judicial process.
The primary goal of the Absolute Divorce Bill is to offer a lifeline to individuals trapped in unhappy, abusive, or irreparable relationships. It does not promote divorce indiscriminately, respecting the values of those who oppose it, but it provides a vital option for those in dire need. This proposal seeks to revolutionize the divorce process by significantly reducing costs and simplifying procedures, ensuring that individuals in untenable or harmful marriages can swiftly and affordably obtain the legal means to separate. By streamlining this process, we aim to deliver critical support to those in distress, freeing them from unnecessary financial and procedural burdens and empowering them to reclaim their lives.
It is important to take note that the Absolute Divorce Act includes protective measures to prevent misuse, such as a mandatory six-month cooling-off period to encourage reconciliation, provisions recognizing attempts at reconciliation, penalties for misuse, and alternative remedies besides divorce. This proposed legislation offers a quicker and more cost-effective solution compared to other legal separation options available in our country.
Overview of the Divorce Bill:
1. Grounds for Divorce: The bill specifies the reasons upon which couples may apply for divorce, including incompatible views, abuse, infidelity, abandonment, and psychologists incapacity.
2. Simplified Procedure: The divorce procedure would be simpler and take less time than an annulment, which calls for documentation indicating the marriage was void from the start.
3. Division of Assets and Custody: The purpose of the law is to safeguard and care for both spouses and their children during and after the divorce by addressing matters pertaining to the distribution of marital property and child custody.
4. Safeguards Against Abuse: To prevent abuse of the divorce law, the bill includes safeguards such as mandatory cooling-off periods, counseling requirements, and provisions to protect the rights of disadvantaged spouses, particularly women and children.
Aside from the mentioned Overview of the Divorce Bill, The proposed bill outlines specific grounds for Absolute Divorce, including instances of physical violence towards a spouse or child, drug addiction or alcoholism, homos*xuality of a spouse, marital infidelity, and conditions for annulment as stated in Article 45 of the Family Code of the Philippines.
The Philippine Congress has been debating and discussing the divorce measure for a number of years. While proponents of women's rights, legislators, and religious organizations are among those who support legalizing divorce, conservative organizations and people who believe in the sanctity of marriage have opposed the idea.
